Team/Role Overview

The role will be a part of the Foreign Exchange Market Risk team within the Market Risk Management group who are responsible for oversight of the Global FX business. This role sits in our London office and focuses on the market risks associated with the Global FX Trading business.

The Global FX business is a significant business covering all standard FX products including options & exotic derivatives, model-based trading, as well as standard vanilla products.

What you will do

• Work with existing team members to be accountable for the identification and evaluation of market risks generated by the Global FX business (with a focus on the short-term interest rate trading business). Identification of ‘top risks and outlier stress events. Working on and performing ad-hoc scenarios.
• Leverage the experience and competences of the team members to achieve the team objectives. Provide guidance to team members and develop the talent of the team.
• Communication with trading desks.
• Candidate must be extremely comfortable discussing products and their risks and building analysis tools to analyse risk and market data, portfolio risks and individual trades.
• Working with others to ensure that the reported exposures are correct and cover the main drivers of risk and potential p/l, identification, and resolution of any data issues.
• Ensuring limits are properly set and monitored accurately. Contribute to the development or production of metrics used to satisfy regulatory requirements and stress testing processes.
• Periodic preparation of presentation materials for senior management or for internal discussions. Ability to speak as needed on market events.
• Review and validate assumptions in risk models used by underlying business unit(s) and analyse the impact of model changes.
• Work closely with Financial Control, Valuation Control, and the Model Risk groups within the organization to ensure that the proper controls are in place.
• Help with reviews of new business proposals including risk limits setting and monitoring and ensuring risks can be fully captured within the firm’s systems.

What we will need from you  

• The successful candidate must be able to build effective relationships with front office and other groups as well as risk colleagues, challenge assumptions, be comfortable with quantitatively complex issues, willing to work at the detailed level and be a producer of high quality and insightful output.
• It is vital that the candidate has good technical knowledge of derivates. The candidate should be willing to further develop their knowledge of the business and of market risk approaches. Over time there may be scope to expand to cover other aspects of the business within Global FX.
• Proven, relevant experience in the FX and/or Rates markets with good knowledge of the markets, products, and risk.
• Good quantitative level of experience with derivative products pricing and risk.
• Experience with portfolio risk measurement techniques including VAR and stress testing.
• Strong relationship management and liaison with businesspeople of all levels while being willing and able to challenge as needed, particularly the front office.
• Dedication to information integrity and to producing high quality and insightful output required. 
• Good presentation and communication skills both in writing and verbal.
• Bachelor level degree, Masters or PhD can be useful. Familiarity with financial or statistical modelling is beneficial.
• Strong experience and facility with Excel including VBA and add-in functions, ideally with experience of using financial pricing functions. Python and/or Business Intelligence experience not required, but useful.

The Financial Crime Risk Manager will be responsible for providing leadership, direction, governance, and oversight for the Money Laundering, Sanctions and Anti-Bribery & Corruptions (AB&C) risk stripes within Citi’s Banking business. The role will have a Global mandate, be part of the first line of defence (1LOD) and focus on the Commercial Banking business. Citi Commercial Banking (CCB) provides global banking capabilities to mid-sized, globally-oriented companies across all stages of their growth.

As the position will not have any direct reports, the incumbent will need to work closely with the In-Business Risk and Control (IBRC) teams within the countries and clusters to deliver their book of work.

Key Responsibilities

o Responsible for managing CCB's global Financial Crime program;

o Drive a consistent and holistic approach to Financial Crime risk management within CCB;

o Provide advisory to the regional, country and cluster CCB teams;

o Closely collaborate with Banking’s central Financial Crime team to ensure alignment with the other Banking businesses (Corporate Bank and Investment Bank);

o Build strong working relationships with the second lines of defence partners within AML, Sanctions and AB&C;

o Lead initiatives and actions to identify, assess and reduce key emerging and existing risk areas;

o Prioritize areas of focus based on level of investment, inherent risk, complexity of change and other risk factors

o Represent the CCB business in senior Governance and Financial Crime forums, as well as by leading key Financial Crime projects/initiatives;

o Serve as CCB lead in global Financial Crime audits, reviews and remediation work;

o Maintain knowledge and understanding of new and changing Financial Crime policy, regulations and requirements and assess the implications for the CCB business;

o Establish processes to identify internal/industry trends, themes and areas requiring improved controls;

o Develop and disseminate communications and training on key risk topics and initiatives both within IBRC and for key front line stakeholders;

o Identify opportunities to work across risk stripes to strengthen and/or simplify existing controls;

o Act as the Financial Crime expert for the business's self-assessment processes, and monitor the outcome of the Managers Control Assessment (MCA) to identify risks and vulnerabilities;

o Uphold a culture of Compliance and awareness in the CCB.

Qualifications

Serves as a senior compliance risk officer for Independent Compliance Risk Management (ICRM) responsible for establishing internal strategies, policies, procedures, processes related to monitoring and fostering awareness of sanctions regulatory requirements that Citi must comply with; assessing related sanctions risk exposure, overseeing the quality of sanctions control processes and setting global standards to manage and mitigate those sanctions risks and protect the franchise. Serves as a senior compliance risk officer for Independent Compliance Risk Management (ICRM) responsible for establishing internal strategies, policies, procedures, processes related to monitoring and fostering awareness of sanctions regulatory requirements that Citi must comply with; assessing related sanctions risk exposure, overseeing the quality of sanctions control processes and setting global standards to manage and mitigate those sanctions risks and protect the franchise. In addition, provides support for the collation of potential breaches of sanctions from across the firm and work with contacts in the Business and Compliance to ensure consistent and effective application and implementation of, and controls to evidence adherence to, relevant sanctions related global standards, policies and procedures.

Responsibilities:

• Executing and implementing firm-wide sanctions risk management policy as well as the strategic ICRM direction; maintaining the AML compliance program for the businesses (assessment of risks, development of policies, procedures, governance).
• Designing and maintaining elements of the ICRM Sanctions Framework; Advising and overseeing adherence to procedures and processes for compliance by front line units meet required standards; Directing technology solutions that enable effective and efficient compliance risk management solutions.
• Supporting investigations and interactions with the U.S. Treasury Departments' Office of Foreign Assets Control (OFAC) and/or local government authorities.
• Monitoring adherence to Citi’s Global Sanctions Policy and relevant procedures to verify adherence to applicable requirements. Working closely with ICRM Compliance Assurance and Internal Audit in the evaluation of results and proposed remedial actions, identifying opportunities to conduct more targeted comprehensive reviews. Identifying and escalating to the Chief Sanctions Officer material risks and significant instances of not adherence to the Framework by accountable front line units; directing investigations in coordination with GIU, CSIS, Legal, HR or as appropriate.
• Working collaboratively within team and more broadly across business/functional line management to assess complex issues, structure potential solutions and drive effective resolution within permissible statutory and regulatory frameworks.
• Interacting with Management to raise awareness of Sanctions trends, emerging issues, remedial actions or enhancements to the program. Assessing the impact of issues/violations (legal/regulatory, policy, reputational, etc.) and dimensions control process gaps to help management define disciplinary and corrective actions, as appropriate.
• Participating in and managing, as appropriate, various internal assurance processes, e.g. Regional Enterprise wide and Horizontal risk assessments, self-assessment, internal audit or compliance assurance reviews.
• Analyzing data, preparing and presenting regional and global reports related to sanctions risk assessments, and monitoring of sanctions related issues and escalations with senior management and global partners.

• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

• Expertise of Compliance laws, rules, regulations, risks and typologies
• Excellent written, verbal and analytical skills
• Must be a self-starter, flexible, innovative and adaptive
• Highly motivated, strong attention to detail, team oriented, organized
• Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging
• Ability to work collaboratively with regional and global partners in other functional units; ability to navigate a complex organization; to influence and lead people across cultures at a senior level
• Experience in managing regulatory exams and relationships with examiners, auditors, etc.
• Awareness of regulatory requirements including local and US laws, international and industry standards

Education

• Bachelor’s degree; experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; experience working in an OFAC risk product (treasury/cash management, trade, correspondent banking) role; Advanced degree preferred

- The role will focus on providing advisory/oversight support to the UK Compliance (2nd Line Of Defenc) Sanctions team. Good understanding of contemporary UK Sanctions regulation is recommendable.

- Experience performing investigations of potential breaches of policy/regulation is desirable.

- Managing and liaising with regulators and Sanctions enforcement bodies is also desirable.

- Sanctions list management experience/knowledge is recommendable.

- Product specific knowledge (e.g. Markets, Trade, Payments and Receivables, Securities Services, Investment Bank, Corporate Bank, Commercial Bank and Wealth) is also recommendable.
