The Internal Audit (IA) Business Controls is a team within IA’s Chief Operating Office (COO) that is an essential component in enabling IA’s consistent adoption of firm-wide risk and control standards, frameworks and policies, including dedicated controls governance and legal expertise.

Specifically, the IA Issue Remediation and Management team is responsible for IA’s issues management, lessons learned and quality monitoring.

Role Summary

The IA Issue Remediation and Management officer is a strategic professional who stays abreast of developments within their own field and contributes to directional strategy by considering their application in their own job and the business. This person will report to the Issue Remediation and Management Senior Vice President (SVP) and be responsible for areas with the department (i.e., issue management / lessons learned / quality monitoring). They are recognized as the technical authority for issues remediation and management within the business (Internal Audit). They require strong understanding of Project Management Professional (PMP) concepts and Internal Audit / Risk & Controls frameworks and processes to drive initiatives in issues remediation and management on behalf of the Internal Audit organization. Additionally, developed communication and diplomacy skills are required to guide, influence, and convince others, in particular colleagues in other areas and occasional external customers.

Job Responsibilities

Key responsibilities include, but are not limited to:

• Ensuring complete adoption of the issue management practices within the respective businesses and functions.
• Assisting process and control owners in evaluating control deficiencies holistically, including identification of root causes and required corrective action plans.
• Supporting the planning and execution of Issue Remediation & Management activities.
• Supporting development of the Corrective Action Plan (incl. categorizing issues based on their impact to the business / function to manage remediation efforts).
• Overseeing and ensuring timely and complete issue remediation within businesses and functions and escalate any delays and / or challenges, as needed. 
• Assisting first line in developing documentation for remediation plans to provide to relevant stakeholders regarding the status of remediation efforts (e.g., “behind / ahead” of schedule, completed, closed, etc.).
• Validating remediation activities are documented, completed, and closed- out in accordance with issue management standards.
• Identifying issues with a cross-IA impact and oversee the holistic remediation of issues, including end-to end management and execution of remediation activities.
• Managing remediation of regulatory issues against IA, including design, execution, and implementation of corrective actions.
• Assessing CAP adequacy for issues i.e., Regulatory, Quality Assurance, and Self-Identified issues raised against IA.
• Tracking issue remediation for Regulatory, Quality Assurance, and Self-Identified issues through the lifecycle i.e., from identification to closure.
• Supporting pre-validation peer review process for Regulatory/high severity issues.
• Building issues management capabilities and processes e.g., an issues dashboard.
• Partnering with IA Innovation to identify opportunities for automation and simplification of issues management processes.
• Facilitating discussions including providing review and challenge of Internal Audit Lessons Learned reviews.
• Performing quality monitoring of Internal Audit controls / activities. (i.e., MCA, etc.)

Knowledge /Experience

• Bachelor’s/University degree or equivalent experience, Master’s degree preferred.
• 10+ years of experience in Internal Audit / Risk and Controls / Operational Risk / Lessons Learned Processes / Project Management—or combination of these—preferably in the financial services industry or in management consulting.
• Ability to develop project plans, manage individual deadlines and goals. (i.e., Project Management Professional (PMP).
• Advanced skills in data analysis and metrics reporting
• Exceptional interpersonal and people management skills with prior experience interfacing with senior management
• Familiarity with Citi’s Control systems preferred, in particular, MCA, iCAPS and RET.

The Vice President is a key role in Citi’s Internal Consulting organization.

The major roles of the internal consulting organization are to lead significant programs in partnership with Citi’s functional and business unit leadership; to develop Citi’s approaches and methods; to build change capabilities across Citi; and to engage Citi employees at all levels in transformational change.

The Vice President will be a key member of the team, supporting specific Citi operating model and business process improvement projects and programs across the Firm.  Projects will vary in size, duration, and complexity; will have significant and measurable business value outcomes; and will be highly visible with executive-level sponsorship.

Specifically, the IA Controls Governance team is responsible for Controls reporting including IA’s Business Risk and Control Committee, Risk and Control Assessment for Management, oversight and monitoring compliance with the firm’s policy and standards as well as regulatory obligations.

Role Summary

The Controls Governance Lead will report to the Internal Audit Business Controls Officer and will work closely with senior IA leaders.  this role is responsible for overseeing assessment and standardized reporting of IA’s Control Environment. They require strong understanding of Internal Audit/ Risk & Controls frameworks. Additionally, developed communication and diplomacy skills are required to guide, influence, and convince others, in particular colleagues in other areas.

Key Responsibilities:

• Oversee and manage the IA Business Control Committee including reporting related to its own Control Environment Assessment, progress of issue remediation, identification of emerging risks and progress against performance metrics.

• Establish consistent controls reporting to monitor the state and status of controls.

• Leads the analysis of current versus future state gaps, identifies root causes, determines the appropriate solution and how success should be measured.

• Escalate concerns related to controls and issues as needed to the appropriate level management.

• Work closely with the Risk Function, HR and IA Leadership to deliver assessments related to Accountability framework and Risk and Control Assessments for covered employees.

• Develop and oversee execution of global processes and ensure compliance with policies, standards, and procedures including Continuity of Business, Conflict of Interest and Mandatory absence. Lead continuous improvements of existing processes to simplify, automate and generate efficiencies.

• Working closely with global Chief Auditors to understand the landscape of regulatory requirements, changes in local regulatory obligations and actions needed for compliance.  

• Identify and manage significant thematic and control issues processes for IA. Provide related reporting to the Audit Committee including corrective plans for risk reduction.    

• Stays abreast of regulatory and QA feedback, industry expectations, and external market trends to anticipate their impact on future capabilities for IA.

• Support strategic IA initiatives and change management processes; work closely with the business leadership to assist with strategic initiatives.

• Lead and oversee a team that develops, drives, and delivers key processes and meaningful insights that support strategic decision for the global organization.

Qualifications and Competencies:

• BA/BS or equivalent.

• 15-20 years of directly related experience in a similar industry

• Risk/control and Management Reporting and/or audit background is required.

• Strong experience in a related role with extensive experience in business, functional and people management, with proven abilities in taking responsibility for executing concurrently on a portfolio of high-quality deliverables according to strict timetables.

• Effective negotiation skills, a proactive and 'no surprises' approach in communicating issues and strength in sustaining independent views.  This individual must be an articulate and effective communicator, both orally and in writing, with an energetic, charismatic and approachable style.

• Strong interpersonal skills for interfacing with all levels of internal audit and senior management and self-confidence to drive decisions across the various IA teams.

• Strong leadership skills with a proven track record in managing teams and making a positive impact on the organization
