This Master Transportation Security Officer- Security Training Instructor position is located at Yeager Airport (CRW), Transportation Security Administration, Department of Homeland Security (DHS). As a Master Transportation Security Officer (MTSO), you will support the airport training program through performance of a variety of training-related functions. In addition to training program responsibilities, you will also perform pre-board security screening of persons, cargo, carry-on, and checked baggage as directed by the Federal Security Director (FSD), or his/her designee, a minimum of 20% of the time. Duties include but are not limited to:

• Performing training instruction within established guidelines and standards in support of nationally developed training programs (e.g., new hire training, On-Screen Alarm Resolution Protocol, Crossover); supporting recurrent training needs, and conducting return to duty and remediation training.
• Adapting/developing local training materials to meet requirements; conducting local training in accordance with training standards; assisting with the training department administrative support (e.g., Online Learning Center (OLC) entry, training resource room facilitation, roster management, conducting testing, and ensuring evaluations are done); assisting with training logistics support components (e.g., coordinating needed supplies and materials); managing classroom dynamics; resolving routine classroom problems; monitoring and evaluating training and providing feedback on needed adjustments; recommending enhancements; and maintaining communication with management and supervisors concerning issues with training that may reveal security-screening weaknesses or vulnerabilities.
• As directed, providing mentoring/coaching to address identified training needs.
• Administering and scoring training tests (e.g., job knowledge, image).
• Assisting with PASS Practical Skills Observations (PSOs) and conducting Level 3 Assessments, as needed.

• Manage property book records to include property acquired by purchase, lease, rental, transfer, manufacture, etc.
• Assist in maintaining the property book which is a record of all property authorized by the Table of Distribution and Allowances (TDA) and Common Tables of Allowances such as CTA 50-909, and CTA 50-970.
• Serve as Government Purchase Card (GPC) holder. Make purchases from approved vendors and on the open market in accordance with applicable Department of the Army and organization policies and procedures.
• Ensure controls are effectively in place to prevent fraud, waste, abuse and mismanagement. Monthly, reconcile bank statement and provides all documentation to billing official.
• Ensure procedures are followed in initiating procurement actions, funds are certified as available, and required approvals are obtained and documented.
• Initiate inventories of property at periodic intervals. Reconcile discrepancies by reviewing the property book posting with transaction documents for errors; initiate turn-in slips to adjust to adjust discrepancy.
• Initiate change of hand receipt holder and change of PBO inventories. Maintain property accounting records for non-expendable items in accordance with current regulations. Prepare issue, turn-in, and other transaction documents.
• Maintain transaction history and corresponding supporting voucher files and make necessary posting to the property accountability records. Maintain a variety of manual and automated files. Compile information and prepares a variety of reports.
• Provide technical support to Hand Receipt Holders (HRHs) and customers. Assure HRH and management officials are informed and trained in pertinent governing regulations, procedures and guidelines relative to hand receipt responsibility.
• Schedule and coordinate annual wall-to-wall inventory for all property book items with the hand receipt holders. Initiate and assist hand receipt holders in completing reports of survey in the event of lost or damaged non-expendable items.
• Conduct fleet management functions. Monitor assigned government vehicles. Ensure vehicles are properly dispatched and maintenance services are performed.

• Serve as Assistant Transportation Coordinator; obtain pricing information from the Transportation Services Division, prepare and submit Motor Transportation Requests to the Director for approval, and transmit completed paperwork for funding.
• Store equipment and supplies, issue expendable and non-expendable supplies and equipment, and manage inventory.
• Research vendor sources, product availability, deliverability, and cost.
• Establish and maintain sufficient stock levels, ensure proper storage procedures are used to avoid damage and organize and arrange items in a manner that will ensure easy access and inventory.
• Analyze office requirements for new or replacement office equipment, furniture, supplies, materials, repair parts, and services.
• Process paperwork, maintain records, monitor purchase transactions, and enter information into the document register.
• Maintain ready reference files of frequently consulted regulations, policies, rosters, directories, and other material.
• Operate a computer to input transactions into an automated database (i.e., General Fund Enterprise Business System (GFEBS)), and prepare a variety of narrative reports, correspondence, charts, and statistical tables.

• Prepare and submit orders for supplies and equipment using the automated material management system.
• Manage accountable property and supply transactions in the DoD mandated property accounting system, Defense Property Accountability System (DPAS).
• Receive, open and presort incoming mail and correspondence for District Office, and routes or delivers to appropriate office or official.
• Manage the ordering/replenishment, receipt, storage, issue, and disposal, of all District curriculum materials.
• Serve as the designated Government Purchase Cardholder (GPC) for the office under the supervision of a Billing Official and uses the GPC to purchase supplies and services for the activity.
• Maintain a perpetual inventory of nonexpendable (accountable) property and durable supply records.
• Inform senior management on recommended changes to system and process to clarify or increase efficiencies, report situations that require management intervention, and when variations have been resolved or implemented.
• Provide guidance on the practices, procedures, capabilities, and operations of the activity's data processing systems.
• Verify the availability of funds, supply levels, emergency conditions, economic order quantities, and authorizations to submit orders for supplies.
• Interpret documents such as specifications, standards, technical orders, manuals, catalogs, manufacturer's brochures, and procurement contracts and terms used by manufacturers in the sale of various commodities.

• Receive and processes a wide variety of supply forms related to various types of training equipment and other paperwork documenting receipt, issue, transfer, and shipment of property.
• Edit all documents to ensure accuracy, completeness, and compliance with existing policies and procedures. Responsible for cataloging non-standard property and assigning a Management Control Number when required.
• Establish and maintain a catalog for all non-standard expendable property.
• Provide technical assistance to hand receipt holders for all accountable property.
• Maintain a wish list of items required by the various customers to see if items are available.
• Ensure all items requiring special processing are excised in accordance with regulations.
• Respond to inquiries concerning the availability of various types of training equipment, prepares shipping documents on items requisitioned, and resolves conflicting issues concerning the availability of items reported and what is actually on hand.
• Schedule the accomplishment of required physical inventories on accountable property.
