DUTIES

1. Administers appointing and associated authorities on behalf of the Commander for federal civil service personnel at an AF installation.
2. Advises the Commander, key managers, and supervisors on the full range of civilian human resource management which includes requirements, accessions, development, sustainment and separations.
3. Supervisory Duty.
4. Plans, organizes, and oversees the activities of the Civilian Personnel Flight.
5. Prepares and delivers written reports and oral presentations, e.g., briefings, training sessions, consultations, orientations, and discussions with leadership, supervisors, and employees.

At the full performance level you will serve as a Subject Matter Expert on the Federal Employees' Compensation Act (FECA) servicing the employee's workers' compensation needs at assigned U.S. Customs and Border Protection (CBP) organizations within CBP's scope of authority and is a liaison between CBP and the Department of Labor's Office of Workers Compensation Programs (OWCP) District Offices.

This position starts at a salary of $59,966.00 (GS-09, Step 1) to $94,317.00 (GS-11, Step 10) with promotion potential to $94,317.00 Per Year (GS-11 Step 10).

At the full performance level typical duties will include:

• Implementing standardized Workers Compensation (WC) Branch procedures and processes governing facility workers' compensation program activities and methods for use in evaluating employee benefits or benefits activities.
• Completing technical review, analysis and collaboration among internal and external stakeholders to ensure accurate processing of WC claims.
• Providing guidance and counsel to facility injury compensation coordinators, employees, managers and supervisors regarding their rights, responsibilities and requirements under the Federal Employees' Compensation Act (FECA) immediately following the first report of work-related injury or illness.
• Evaluating all claims against the five required elements of a compensable claim and prepares written statement of challenge to notify OWCP of the deficiencies when any of the five elements are not met with factual and objective evidence.

• Represents the Service at conferences or meetings relating to areas of responsibility. Establishes and maintains contacts and cooperative relations with Federal and state agencies, Tribes, municipal and private organizations.
• Serves as the State Program Manager for conservation programs authorized in the Farm Bill and provides programmatic support to Service personnel, other Federal, Tribal, state, and local governments, as well as local sponsoring organizations
• Manages financial and available staff resources by preparing long and short-range schedules for staff activities, preparing and monitoring budgets and funding requests, organizing work, and controlling work products.
• Conducts and directs studies and analyses of work programs to provide recommendations to promote maximum utilization of available resources to increase the quantity and quality of soil and water conservation practices and measures being applied.
• Provides statewide leadership and guidance for the overall planning, development, and operation of programs and activities within areas of responsibility.
• Determines the need for personnel services and technical assistance and coordinates program needs with state staff, Assistant State Conservationists (FO), and others including individuals outside NRCS.

• Quantifies, prioritizes, and manages the allocation of funds, time and resources needed for the implementation of Farm Bill programs, conservation compliance, program quality assurance, natural resource conservation planning
• Provides guidance, training, and assistance to field and state office staff in all aspects of natural resource conservation program implementation.
• Contributes to policy development and formulates state procedures for all aspects of natural resource conservation program implementation activities.
• Develop technical guidance and information for use by NRCS field personnel and interagency partners to solve resource problems relating to natural resource conservation program implementation.
• The incumbent informs the supervisor of significant progress or difficulties encountered in accomplishing program objectives and alerts the supervisor when a sensitive issue appears.

• Provides expertise in program management, training, and quality control for NRCS Farm Bill Programs.
• Responsible to ensure team resource conservationists, field office (FO) personnel and technical service providers (TSPs) have proper tools and technology to carry out programs, resource conservation planning, contracting, and conservation management.
• Recommends changes in technical guides and collects data necessary for their development for the use of field offices in administering programs.
• Provides technical leadership and information to engineers, conservation districts and regional planning groups to ensure the development of highly specialized land resource plans, and to incorporate needed soil and water conservation measures.
• Conducts area reviews, perform program quality checks in accordance with NRCS policies and provides training to the field staff for technical practices.
