A client within the Public Sector based in Lancashire is currently recruiting for a Facilities Manager to join their team as soon as possible. The client is offering a full time, contract position on an ongoing basis with the ideal candidate having experience of working within a local authority.

The Role

Key purpose of the role is to manage the Building environment ensuring safe, compliant and quality services are provided and that all statutory requirements and procedures relating to legislation, fire and health and safety are undertaken.

Key responsibilities will include but not be limited to:

• develop effective customer relationships, with internal and external customers, conducting Building User Group (BUG) meetings, and ensuring customer satisfaction with the service provided
• coordinate actions emerging from the BUG user group, liaising with relevant services as appropriate, feeding back on activities and events relevant to the Building and its surrounding environment and taking ownership for the delivery of tasks and resolution of issues
• monitor and coordinate services and activities delivered within a building ensuring safe working practices are adhered to, working across services to provide a single holistic response to issues.

The Candidate

To be considered for this role you will require NVQ Level 3 or equivalent experiential learning.

IT Literacy and familiarity with computer packages i.e., Microsoft Office.

It will be essential to be in experiences in the below:

• Demonstrable experience of managing multifunctional services and teams.
• Experience of working in a customer service environment and experience of customer liaison.
• Experience of building and maintaining effective working relationships across service areas and with a wide range of customers.

The client is looking to move quickly with this role and as such are offering £17.55 p/h Umbrella Ltd. (approx. £14 p/h PAYE)

Job role/responsibilities:
To manage the day-to-day service and repair portal and provide administrative support to the Estates and Facilities Management Department.

• Provide an efficient and cost-effective reactive maintenance service by interpreting maintenance requests, allocating contractors within technical and financial parameters, updating records, and ensuring completion.
• Manage the Estates repair-line from 8:30 - 17:00, five days a week, monitoring request volumes and patterns, analysing requests, and tracking contractor performance.
• Collate and interpret engineers' reports, ensuring statutory remedial actions per technical and financial parameters and legislative requirements, with updated records.
• Coordinate with Business Support teams and contractors for statutory and non-statutory testing, maintenance schedules, arranging appointments, and tracking progress.
• Input, interpret, and analyse technical information within various CAFM systems, such as Energy Bureau, SMART meters, Estate Manager, AutoCAD & CAD Capture, taking timely action or highlighting exceptions.
• Obtain and manage meter readings from divisional compliance and facilities operatives, ensuring accurate county-wide meter reading management.
• Support the professional estates team in monitoring and controlling estate-related utilities and services, and coordinate site audits as needed for accuracy and efficiency.
• Interpret risk assessments and method statements from contractors to raise permits to work when necessary.
• Assist professional staff in procuring service contracts and construction quotations and tenders, understanding contract standing orders and financial regulations in line with public procurement directives.
• Provide high-quality service to all stakeholders and customers by handling electronic, telephone, and personal enquiries efficiently, with tact and diplomacy, ensuring timely communication and documentation.
• Administer, process, code to the relevant budget, and approve within agreed parameters the requisitioning of purchase orders, raise sundry debtors' invoices, raise cheques, and check & batch utility invoices.

Knowledge/Experience required:

• Experience in the use of and have comprehensive knowledge of Microsoft Office (Word, Excel, Access, Powerpoint).
• Experience of inputting, updating and maintaining computerised filing.
• Knowledge and experience of property related issues to accurately redirect internal and external enquiries to the appropriate resource.
• Experience of working in busy Estates Department with knowledge of planned and reactive maintenance processes.
• Experience of arranging, and undertaking the administrative functions associated with meetings and travel arrangements.
• Experience of inputting, updating, and maintaining computerised and manual filing and record systems.
• Experience of working effectively on their own and as part of a team.
• Experience in the administration and approval of orders, delivery notes, requisitioning and invoices.

Job role/responsibilities:
To provide leadership, ownership, accountability, and direction across the Facilities Management department to support delivery of the constabulary's strategic aims and objectives.

• Develop and deliver strategies and policies for all aspects of Facilities Management, ensuring effective compliance in line with regulatory and legislative requirements to meet the needs of the Constabulary and its customers.
• Provide professional support, guidance, advice and prepare reports for the EFM Executive Leadership Team (ELT), the OPCC, and other Service Users on matters included within the area of responsibilities.
• Ensure departmental resilience by providing cover for other departmental managers and making business decisions in their absence as agreed by the Head of Department
• Contribute to the development of effective and efficient property portfolio and services, including build, acquisition, and disposal of property, building replacement and capital investment plan.
• Be responsible for leading, daily management and function of the Facilities Management department.
• To be responsible for performance management across the Facilities Management department, including but not limited to SLAs, specifications, procurement, and contract management.
• Be responsible for leading, overall management, monitoring and compliance across the range of FM services force wide.
• Manage, monitor, review, and report on contracted service functions across the Force within own area of responsibility.

Knowledge/Experience required:

• Experience of a managing a high quality, measurable, customer focused business support service.
• Experience of formulating and developing strategies, policies, and procedures.
• Experience of contract management and tendering processes in line with established Force procurement practices and frameworks.
• An understanding of capital accounting, use of Red Book valuations and RICS service charges code of practice.
• Experience of managing and knowledge of RICS GP Surveying, compliant valuations, including asset, market, and insurance.
• Experience of preparing and delivering management information, briefings, and reports.
• Negotiating and influencing with a wide range of internal and external stakeholders.

Qualifications required:

• Degree in Business or Facilities Management or equivalent qualification.
• Qualification in a relevant Health and Safety area, e.g. IOSH or NEBOSH.
• Membership of professional body (e.g. IWFM, CIOB).
• Evidence of Continuous Professional Development.
