The Procurement Analyst duties include:

• Serving as the SBA resident or liaison procurement center representative (PCR) for one or more major Federal and/or military procurement installations that have acquisition responsibility for major end items and assemblies, spare or replacement parts, systems, services, or end products procured for both military and civilian federal agencies.
• Reviewing all procurements over the simplified acquisition threshold not set-aside by the agency, including bundled requirements, for the potential of initiating a small business set-aside.
• Reviewing subcontracting plans from assigned activities to ensure plans contain aggressive subcontracting goals for small business, small disadvantaged business, woman-owned small business, veteran owned small business and HUBZone firms.
• Performing compliance and capability reviews that support SBA's Surveillance Review Program and Certificate of Competency Program.
• Performing analysis of Federal procurement data and small business goaling achievements as they relate to participation of small business concerns, small disadvantaged business concerns (including 8(a) Business Development concerns), economically disadvantaged/women-owned small business, service-disabled veteran-owned small business concerns, and qualified HUBZone concerns in acquisitions relating to Federal buying.
• Counseling small business concerns and advising them on how to market and sell their products and/or services to federal procurement agencies.
• Participating in high level conferences with commanding officers/senior executives/heads of contracting activities to advocate for increased opportunity for small business and to provide a strong acquisition climate for eligible small businesses.
• Working closely and cooperatively with the SBA District Office(s) in the area of geographical coverage to promote SBA's programs and SBA resource partners and stakeholders.
• Conducting periodic training seminars for procuring activity personnel to keep them abreast of changes in the procurement process that impact small business, including small disadvantaged business, 8(a), woman-owned small business, veteran owned small business and HUBZone firms.
• Performing other duties as assigned.

• You will lead other planners in providing facilities planning and engineering services to clients.

As a Program Manager, you will:

• Ensure that subordinates are developing and adhering to schedule for program planning, development and execution.
• Ensure that assigned communities receive essential CPD Field Office services and that communities and public agencies engaged in CPD Programs carry out programs and contractual requirements in a timely and efficient manner.
• Serve as a major point of contact with representatives of major cities and metropolitan areas, including elected and appointed officials of Federal, State, and local governments, the private sector and public, educational and financial institutions, members of the banking and mortgage communities, developers of industrial and commercial properties; and housing developers on all CPD program areas.
• Provide leadership, support and assistance to personnel assigned to the team as well as program grantees of major cities and metropolitan areas and potential grantees.

• Manage the NEC staff engaged in executing and enforcing Army IT Portfoliio services, policies, standards, architectures, programs, plans, and budget for Information Technology (IT) issues.
• Utilize available resources to execute projects designed to create business value and meet organizational IT Requirements.
• Act as an advocate for the NEC, Senior Commanders, and Supported Commands with the Signal Brigade and 7th Signal Command (T) on provided baseline.
• Monitor the execution of baseline and enterprise services; sets appropriate structures and process in place to ensure delivery of C4IM services.
• Personally and through subordinate supervisors, prepare and present justifications for organization structure and personnel requirements to accomplish assigned mission and functions.
• Ensure development of and approve organizational work plans, short and long-range schedules, priorities, work assignments, and position structures to effectively carry out the work of the NEC.
• Establish workload priorities and initiate assignments based on the difficulty, complexity, type of work and incumbent capabilities.

• Directly manage and supervise the NEC’s workforce with responsibility for managing the delivery of services and maintain cyber readiness.

The Supervisory Projects Engineer is a key engineering advisor reporting directly to the Chief of Engineering Service. The Supervisory Projects Engineer is a responsible leader and a member of the Engineering management team and is relied on for authoritative advice on all aspects of design and construction matters. This position provides matrix management support and technical expert consultation to the Chief of Engineering Service for all issues relative to the areas listed above. The Supervisory Projects Engineer makes recommendations to the Chief of Engineering for final approval, and has responsibility and accountability for all aspects of the Medical Center Design and Construction program and oversight. Other duties and responsibilities include but not limited to:

Engineering Project Management and Administration

• Responsible for the planning, organizing, directing, evaluating, and management processes for the Engineering Service Project Section that includes setting qualitative and quantitative standards.
• Within Projects Section, the Supervisory Project Engineer manages human resource functions such as hiring, performance, training and development.
• Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics.
• The Supervisory Project Engineer is a member of and participates on station, VISN, and national committees and work groups.
• Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects.

• Receive administrative direction from the Chief, Engineering Service with assignments in terms of broadly defined project related functions.
• Responsible for the implementation of the Medical Center's capital improvement program.
• Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. Conducts site visits.
• Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineer, program analysts and program specialists.. Provides technical resource information to engineering subordinates.
• Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments.

• Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Projects Engineering Section.
• Researches and provides technical recommendations pertaining to a wide-range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, TJC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH).
• Provides for the financial management of the project section. This includes budget formulation and justification for projects, garnering approval, and execution within budgeted amounts; financial management; and financial reporting.
• Maintains awareness of and information about the overall status of financial resources for projects with respect to established budgets in order to react to changing situations with timely recommendations. Assists the Chief Engineer as needed in defending the budget before senior level management. Interacts and negotiates regarding adjustments or reprogramming in support of project changes or requirements.
• Plans and/or accomplishes special projects as required. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for the Chief of Engineering Service.
