Job Description
The post holder will report to the Senior Infrastructure/ Growth Officer and work as part of a team engaged in delivering the Developer Obligations and Planning service in support of the Moray Local Development Plan, Climate Change Strategy, Town Centre regeneration and Moray Economic Strategy.
Requirements
To work on assigned projects relating to the research, analysis and delivery of projects in Moray in support of the Moray Local Development Plan, Climate Change Strategy, Town Centre regeneration and Moray Economic Strategy.
To assist the Senior Officer in providing a professional Developer Obligations service for the Council to secure Developer Obligation payments from developers to fund new infrastructure.
Participate in training and development activities, as trainer and trainee, as required.
Contribute to the effectiveness of the Service.
The Individual
Knowledge and experience of project organisation including finance & administration;
Ability to develop, maintain and review procedures;
Ability to develop, maintain and review procedures;
Experience of Excel spreadsheets and managing information;
Liaison, co-ordination and collation of information from multiple sources into reports; Ability to work within tight deadlines;
Educated to at least HND level or equivalent in a relevant discipline such as Business Studies, Economics, Planning or Surveying or with relevant work experience. ECDL*
Competent knowledge of Microsoft packages Word, Access and Excel.
Good communication skills both written and oral;
Ability to work calmly and efficiently under pressure;
Confidence and ability to work with a minimum of supervision;
Effective time management skills;
Team worker. Ability to write clear and concise reports
Ability to interpret and apply planning legislation and policies and use judgement
IT skills
Ability to absorb and process technical and financial information
Knowledge and experience of various software packages, including Word, Excel and Access
Ability to handle multiple tasks concurrently
Ability to develop, review and monitor work systems and data management
Report writing
Ability to contribute effectively to meetings and present at Planning and Regulatory Services Committee Ability to travel efficiently and effectively between various work locations within Moray to meet the operational requirements of the Service, due to the rural nature of Moray this is normally undertaken by use of a car/van
Ability to relate to people at all levels.

Starting Salary: £32,176.35
£17.07 per hour
36.25 hours per week
