The Lead Civil Engineer (Highway) will:

• Provide expertise on Federal laws, regulations, and FHWA policies applicable to Federal-aid highway projects within the State DOT project development process. Represent the Division Office and FHWA in meetings, telephone contacts, public hearings, field reviews, and visits with State DOT officials and other Federal, State, and local agencies for assigned program areas and in the implementation of leadership initiatives.
• Conduct highly complex project reviews of projects in accordance with the Division’s Risk-Based Stewardship and Oversight plan. Review required project actions for appropriate application of design standards and criteria, conformance with policy and regulations, eligibility for Federal participation, traffic safety features, reasonableness of cost estimates, fulfillment of requirements from the transportation planning and contract provisions.
• Review and evaluate project studies and provides expertise on various and complex alternatives and/or modifications. Authorize project agreements which may include reviewing the adequacy of proposed rights-of-way clearances, NEPA, construction plans, agreements for utility and railroad work, consultant agreements.
• Participate in and contribute to Division program management activities including development of stewardship and oversight plans, conducting risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting processes.
• Lead teams or participate in oversight activities, such as process reviews, and in-depth documentation reviews of Federal-aid programs; advise on problems and deficiencies, prepare reports and in-depth analysis, coordinate corrective actions, review and evaluate practices, and share innovative practices, procedures and technologies. Participate in assessing State programs for effectiveness and compliance.

The ideal candidate is a mid-career engineer with experience monitoring Statewide Federally funded highway programs or managing the delivery of a program of highway projects from initial scoping through construction support and maintenance; and experience conveying ideas and concepts to persuade others in meetings, discussions, and in writing.

• Coordinates the planning, design, and construction of engineering practices such as water management, animal waste management, erosion control, flood control, wetland creation or restoration.
• Serves as or directs the Contracting Officer's Representative for the administration of construction contracts. Plans and conducts pre-bid site showings, approves construction schedules, monitors work for compliance with contract requirements.
• Provides production engineering leadership and direction to the assigned area and helps provide engineering continuity and coordination across areas.

• Serve as an expert advisor on all aspects of quality assurance for the public housing programs, including housing agencies (HA) performance, cost containment data integrity, and Departmental requirements.
• Analyze data from a variety of systems in making determinations regarding the compliance and performance requirements of the HAs in administering public housing program funds for maximum benefit in their local communities.
• Perform complex onsite and remote review and analysis of a wide variety of performance, leasing, financial and market data to determine the effectiveness of Public Housing Authorities (PHAs) performance and or the programs operations. Use information from these analytical reviews to identify programmatic errors, management weaknesses, inappropriate administrative policies and procedures, cost or financial management errors, and data integrity problems.

1. Performs the full spectrum of police officer duties within the assigned jurisdictions: Incumbent may full powers of apprehension and detention, which entails carrying a firearm, mirandizing suspects, preserving evidence, and testifying in court as it pertains to enforcing regulations within assigned jurisdiction. The incumbent is required to meet all requirements of Federal, DoD, AF, MAJCOM, State, and local level rules and regulations to maintain trainings and weapons qualifications, as a police officer on a military installation, which may include maintaining Peace Officer Standards and Training (POST) Certification. Patrols the installation on foot or in vehicles; responds to alarms, irregularities, and unusual or suspicious circumstances; and investigates the incidents. Enforces traffic rules and regulations, including those related to speed, reckless and drunken driving. Exercises search and assists local, state, or federal law enforcement with arrest authority, detains witnesses, apprehends suspects, interviews witnesses and other persons involved, and determines whether facts warrant apprehension or lesser action. When dealing with witness/suspects, officers must consider the current social-political climate and find ways to alleviate any tension resulting from events outside the installation which may raise prejudice/distrust of authority figures and increase conflict levels between officers and the people with whom they interact. Officers must also be aware of any witnesses'/suspects' possible gang affiliations and the difficulties/risks associated with them. Appears in court to testify as required in Military Courts Martial or Federal and State Court proceedings. Provides sworn testimony based on the investigative process, evidence gathered, witness' statements in criminal and traffic courts. Upon notification, responds to Intrusion Detection Systems (IDS) and Sensitive Compartmented Information Facility (SCIF) alarms and determines probable cause (actual or false alarm). Protects personnel, material, tactical military assets, and high value assets by executing daily Random Anti-terrorism Measure (RAM) and supplemental anti-terrorism measures during increased force protection conditions. Responds to and investigates emergency calls, complaints, and other calls for service, to include protests, active shooter events, and terrorist attacks. Responsible for Entry Control Point (ECP), Traffic Control Points (TCP), Assures criminal or Antiterrorism/Force Protection (AT/FP) measures are met to protect installation command and assure mission accomplishment. Performs vehicle examinations searching for illegal substances, firearms, and explosive devices. Functions as first line of defense to prevent possible terrorist attacks by vehicle, selling/distributing illegal substances, and maintaining the safety and security of the installation. Reacts to neutralize threats, secure resources, personnel, and property. Investigates accidents, summons rescue squads and firefighters, and redirects onlookers from scene. Performs flight armorer duties, responsible for overseeing the appropriate arming of fellow police officers and MWD units. As armorer responsible for maintaining accountability of weapons and ensuring they are clean, serviceable, and ready for use. The armorer is an integral role ensuring officers are able to defend themselves and others.

This Human Resource Specialist position is located at Bill and Hillary Clinton National Airport (LIT), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Coordinating and overseeing the daily HR activities and programs within the airport and associated spoke airports.
• Providing the Federal Security Director (FSD) and Administrative Officer with operational support and management advisory services in a variety of HR disciplines such as classification, compensation and pay, employee benefits, employee relations, position management, personnel processing, and recruitment and staffing.

Financial Institution Interns will be assigned to the Division of Depositor and Consumer Protection (DCP).  Interns will work directly on teams with experienced FDIC employees to evaluate FIDC-insured institutions' compliance with fair lending and consumer protection laws and regulations.  These teams are responsible for assessing financial institutions to determine whether they are maintaining effective controls and procedures, managing their institutions effectively, and complying with all applicable laws and regulations, including those relating to consumer protection, privacy, community reinvestment, and fair lending.

Under the direction and supervision of an Examiner or a higher grade team member, the incumbent will participate in and/or independently perform the following:

Assesses the adequacy and determines the strength of the Compliance Management System (senior management oversight; compliance program, including the elements of policies, monitoring, and training; and audit procedures) to ensure ongoing compliance as related to the particular regulation under review.  Conducts reviews and assessments of the following: 

• Examine initial disclosures, periodic statements, advertisements, and other information to evaluate procedures and reviews for compliance with applicable regulations.

Conducts review and assessments of the following:

• Consolidated Reports of Conditions and Income.
• Procedures and accounting for overdrafts, prepaid expenses, and other miscellaneous assets.
• Fixed asset accounts and assists in the assessment of the adequacy of related insurance coverage.
• Depreciation entries on both the general ledger and for income tax purposes.
• Adequacy of fidelity and other indemnity protection.
