This Program Manager position is located at Enterprise Support (ES), Training and Development (T&D), Canine Training Center,, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:

• Oversees and initiates strategic planning to position the canine program for ongoing growth and effectiveness, communicates the program's vision to both internal and external stakeholders and Congress. Sets overall priorities, goals and objectives and evaluates the program's success in meeting such objectives. Monitors and evaluates performance of organizational sections, managers and staff. Defines staff and resource requirements and participates in planning efforts across organizational units.
• Conducts initial and recurrent training, as well as annual certifications, for over 1,000 canine teams deployed across the country; provides standards, training, and quality assurance for Regional Canine Training Instructors.
• Leads TSA's relationship with Military Working Dog program, co-located with TSA's program at Lackland Air Force Base; this includes directing staff to ensure proper veterinarian and other care for canines, budgeting, planning and executing facilities expansion strategies, and collaborating with explosives detection canine capabilities.
• Provides numerous briefings to the TSA Administrator and represents TSA before Congressional Committees on issues relating to procurement, training, and deployment of teams.
• Ensures adequate resources are procured, trained, deployed, and evaluated to meet the current multi-modal security requirements; includes but is not limited to adequate training facilities and equipment for all assigned personnel.

This Supervisory Transportation Security Officer position is located at Easterwood Airport (CLL), Transportation Security Administration, Department of Homeland Security (DHS). As a Supervisory Transportation Security Officer (STSO), you will be responsible for mitigating actual and potential threats against civil aviation and other transportation modes. You will also perform and supervise in your area of specialty, which may include Transportation Security Officers (TSOs) and Lead Transportation Security Officers (LTSOs) in the performance of all security functions related to the screening of people, property, and cargo through the use and application of procedures, techniques, and technology. In addition, you will make independent, security-based decisions using intelligence, critical thinking, experience, observation, and passenger engagement. • Conducting and supervising subordinate employees in conducting pre-board security screening of persons, their carry-on and checked baggage/cargo.

As a Security Specialist, GS-0080-09, you will:

Plan, organize, and direct security police activities. Plan, organize and direct activities and programs to support base activities such as; security, resource protection, law enforcement, and information security programs. Coordinate and develop contingency plans for confrontation management, base defense, information and personnel security and resource protection plans. Coordinate the deployment of personnel and individual and unit equipment. Develop and implement policies to ensure program effectiveness and efficient use of personnel and equipment. Coordinate detailed procedures and instructions for such functions as prevention of unauthorized entry of restricted areas and mission essential resources, use of personnel and equipment. Administer security police training programs. Plan for the employment of electronic physical security equipment to ensure the most efficient and economical devices are implemented to achieve required levels of security consistent with existing threat levels.

Initiate programming and budgeting actions for initial acquisition, modification, and replacement of security police facilities, vehicles, equipment, and other resources.

Direct security police activities. Assign and direct security police personnel in emergency operations, including security, law enforcement, and air base defense; crash and disaster control activities; and civil or internal disorders. Analyze security police facilities, sensor and alarm systems, vehicles, weapons, and other equipment to ensure operational effectiveness. Direct the conduct of training programs to meet local and mobility mission requirements. Ensure professional standards of performance within security police activities through management, supervisory, and inspection programs.

Coordinate security police activities. Advise and coordinate with Active Duty, AFRES, DOD counterparts and ANG unit commanders on security, air base defense, law enforcement, and information security matters.
