To support the Trust in delivering a pro-active recruitment service to the operational business units and teams within HPFT. To work as part of the HR team to provide sound and accurate HR advice to managers on Trust polices and employment issues around recruitment. To support the activities of the Human Resources team by providing a comprehensive customer focused service, specifically, but not exclusively in relation to recruitment and Electronic Staff Record. To provide sound and accurate HR advice to managers on Trust polices and employment issues To create and use reports to understand business unit recruitment performance against set KPIs and drive performance improvement . Extract and manipulate data from the systems in order to provide detailed reports for the teams in relation to e- recruitment and ESR. To maintain appropriate HR records and databases. To provide a pro-active, professional, effective and efficient recruitment service, ensuring all Trust recruitment is carried out in accordance with agreed processes, schedules, legislative requirements and Trust policy. To advise Trust Managers on specific employment legislation related to recruitment and selection and equal opportunities. To deal with all aspects of the recruitment process including administering our vacancies on an E-recruitment system (TRAC), overseeing response handling and ensuring that the Trust recruitment KPIs are met and exceeded. Understand and manage the recruitment pipeline, ensuring vacancies are advertised appropriately and in a timely manner. To ensure that all communication sent to applicants (offer letters and contacts of employment) and hiring managers is accurate and of a high standard and all pre-employment checks and clearances are obtained (e.g. References, OH clearance, DBS, professional registration checks, right to work etc) in line with NHS Employment Check Standards. To work professionally with HR colleagues to ensure documentation received complies with Trust terms and conditions and employment law, liaising with managers and staff in relation to changes to staff employment details. To accurately and swiftly input new starters to the electronic staff record system and to work with staff, managers, payroll and the HR team to resolve complex pay queries in a timely manner.

Provide first line advice to managers and staff on the interpretation andapplication of both national and local terms and conditions of employment,current legislation and codes of practice, ensuring that good employmentpractices are maintained and legal obligations upheld. Support managers and staff across the Trust by providing specific HR advice and guidance on sensitive health, grievance, disciplinary, harassment or poor performance cases. Actively promote and use the workforce information system to support the operational requirements within the Trust. Take part in the rota to evaluate the banding of new posts using Agenda for Change guidelines. Undertake the monitoring of sickness absence and to work with the Head of Human Resources Business Partnering in relation to problems areas andspecific cases, advising on appropriate remedies e.g. redeployment, phasedreturn to work, ill health retirement applications. Provide support in specific project areas. Support in investigatory and change management processes as required. Support managers in formal meetings with members of staff Assist in the delivery of in-house training to support the education anddevelopment of Trust staff

To ensure best practice within designated service areas through the provision of high quality, consistent, robust, proactive and timely advice to Trust managers and staff. To provide a proactive operational HR services to managers and staff within specific service areas. To ensure compliance with best practice and employment law. To provide HR advice to Trust managers on issues such as discipline, grievance, capability, harassment and employment law. To support managers with investigations and the preparation of statement of cases and ensure compliance with Trust policies.

Responsibilities for all Consultant Psychiatrists include: To participate in annual appraisal for consultants. To attend and participate in the academic programme of the Trust and the team including lectures and seminars as part of the internal CPD programme. To maintain professional registration with the General Medical Council, Mental Health Act Section 12(2) approval, and to abide by professional codes of conduct. To participate annually in a job plan review with the clinical manager, which will include consultation with a relevant manager in order to ensure that the post is developed to take into account changes in service configuration and delivery associated with modernisation. To work with local managers and professional colleagues in ensuring the efficient running of services and share with consultant colleagues in the medical contribution to management. To comply with the Trusts agreed policies, procedures, standing orders and financial instructions, and to take an active role in the financial management of the service and support the medical director and other managers in preparing plans for services. The core post does not include an on-call commitment. Participation in a Trust on call rota may be negotiated separately, and if agreed via job planning, other responsibilities include: To manage, appraise and give professional supervision to junior medical staff as agreed by consultant colleagues and the medical director and in accordance with the Trusts personnel policies and procedures. This may include assessing competences under the Modernising Medical Careers framework. To ensure that junior medical staff working with the post holder operate within the parameters of the New Deal and are Working Time Directive compliant. To undertake the administrative duties associated with the care of patients. To record clinical activity accurately and comprehensively and submit this promptly to the Information Department. To participate in service and business planning activity for the team and, as appropriate, for the whole mental health service.
