This position reports directly to the Assistant Chief of Physical Medicine and Rehabilitation (PM&R) at the VA Northern California Healthcare System. The Pain Section Chief, Physical Medicine and Rehabilitation Service (PM&R), is responsible for the administrative supervision, management, and direction of the PM&R Pain programs, including the Interventional Pain and Chronic Pain programs.

The principal duties and responsibilities include, but are not limited to:

Administration:

• Leadership responsibilities: Organizing Pain section staff meetings, communication both down to staff, across to other Section Chiefs, and up to PM&R Leadership, as well as crafting congressional responses, heads up and issue briefs, when requested to do so by VHA PM&R Leadership.
• HR Management: Recruitment; updates on Functional Statements and Position Descriptions; physician salary management and pay panel documentation; and Focused and Ongoing Professional Practice Evaluation (FPPE) and Ongoing Professional Practice Evaluation (OPPE) on privileged staff.
• Staff Management: Retention to include performance appraisal (mid-year and yearend) OPPE (twice a year on each provider); rewards and recognition; promotions; disciplinary actions and grievances; training requirements (including Talent Management System capability); employee health requirements and Protected and Administrative Peer Reviews.
• Time and Leave Management: Tour of Duty assignment and documentation, including VISTA/VATAS approvals of leave, timecard certification, and approvals of clinic cancellations.
• Business Planning: Systems redesign; manage service DSS mapping (workload); staffing needs; capacity and demand analysis resource needs (i.e., equipment, IT, supplies, space, etc.) followed by oversight of preparation of the annual Service Business Plan to be presented to Senior Leadership.
• Clinical Management (direct and indirect patient care): Open encounter and consult management, provider productivity, CPRS documentation requirements, oversight of clinic scheduling and access, ensuring staff productivity, oversight of relevant performance measures, and development of the new focus on the IDES Program and Department of Defense Collaboration, Utilization, Quality, and Patient Safety oversight through process improvement (system redesign).

The PM&R Pain is responsible for delivery of pain and rehabilitative care for outpatient PM&R Pain clinics including medication management and interventional management. This position is Pain Management, Opioid Safety and Prescription Drug Monitoring Program (PMOP) funded position.

The principal duties and responsibilities include, but are not limited to:

• Provides comprehensive pain and rehabilitation care to veterans through clinical evaluation and treatment within the outpatient Pain Program, Physical Medicine & Rehabilitation (PM&R) clinics and inpatient care as needed.
• Performs medication management including opioids, spine and other pain procedures, ultrasounds, non-medication management of pain including physical therapy, acupuncture, chiropractic, etc. and conducts Pain and PM&R clinics as needed and comply by all PMOP requirements.
• Supports the Opioid Safety Initiative (OSI) and opioid stewardship efforts in compliance with the Government Accountability Office, Office of Inspector General and Office of National Drug Control Policy.
• Ensures clinical appropriateness of the treatment of patients served, including timely and appropriate transition to other levels of care, notation of contraindications and precautions of care.
• Supervises and educates/trains PM&R residents in clinical activities relevant to PM&R and Pain Management.
• Coordinates Pain and PM&R clinics for meeting patient care needs, implementing Stepped Care Model for Pain Management (SCM-PM) and educates primary care physicians and other providers about referrals to the Pain Program.

As a Statistician (Health) Recent Graduate, you will:

• Learn and apply subject matter knowledge about how the National Electronic Injury Surveillance System (NEISS) data are reported and collected, along with automatic data processing skills, to develop and maintain quality control systems for the NEISS and any related follow-back or special surveillance studies. Collaborate with non-statistical staff to gather quality control requirements when appropriate and provide training for end users.
• Maintain the sample design of the NEISS to provide a basis for interpretation and estimation of the frequency and severity of injuries as reported by the NEISS. The NEISS is a statistically stratified sample of hospital emergency departments (EDs) drawn from across the continental U.S. and Puerto Rico. Each ED in the NEISS sample reports all consumer product-related injuries and illnesses seen in the ED to our agency. The probability-based design of the NEISS allows the Commission, other public health and safety agencies and public data users to compute national injury estimates specific to product groups, age and other characteristics.
• Periodically compute and implement weights based on the NEISS sample design and sample non-response. Develop and maintain generalized mathematical formulas and indices to provide a basis for interpretation and estimation of the frequency and severity of product related injuries as reported by the NEISS.
• Learn and apply knowledge of automatic data processing, demographic data, and of Commission databases to provide annual computer-generated tables of summary data for internal and external dissemination, such as product summary reports and Annual Report tables, which may include coefficients of variation and population rates.

• Conceive, plan, organize, direct, and control, professional and technical engineering services and long-range programs and projects required to identify, evaluate, and control environmental hazards at the NIH due to physical, chemical, and biological materials.
• Evaluate, manage, and control general solid waste, hazardous wastes, medical/ pathological wastes (MPW), and mixed low level radioactive wastes generated at NIH.
