The Chief Counsel advises the heads of regional operating and staff divisions on Department programs administered in the region and is the Regional Director's chief legal advisor. Provides legal advice to the General Counsel on formulation, coordination, revision and execution of administrative policy and programs at the regional and national levels. Drafts, reviews, and clears important letters, policy statements, and similar communications by the Regional Director and other region officials on significant program and policy matters which require sensitivity to legal, public relations, or State relations implications.

Serves as a member of the top management team in the region and collaborates with the Regional Director, the General Counsel, and other high level OGC and region managers to establish and articulate legal positions, organizational priorities, and operating principles. Provides leadership and executive management of an office of 31 attorneys and additional support staff to ensure that the office produces timely and quality legal work that meets the agency's needs, that staff have opportunities for career development and advancement, and that office is managed in conformance with all personnel, fiscal, and other administrative requirements. Manages organizational resources consistent with long and short-term plans and operational requirements. Provides executive leadership for identifying and implementing ways to improve the quality and efficiency of the region's business processes and enhance the quality and timeliness of the region's legal products and services.

Consults with U.S. Attorneys and provides professional leadership for legal staff's activities involving investigating, preparing, presenting, and conducting criminal and civil litigation growing out of Departmental activities in the region. Activities include developing litigation strategies and negotiating settlements of claims against the United States. Consultation and assistance involve preparation of complaints, briefs, motions, stipulations, judgments, findings, and all other instruments and documents required for litigation; interviewing witnesses; and advising clients of the legality of State, local, and private claims against the United States. Provides authoritative advice on legal matters to representatives of U.S. Attorneys' Offices, the Department of Justice, the Solicitor General, and others. Directs staff activities involving assistance to State and local law offices in litigation in State courts affecting Federally aided programs.

This position serves as the Assistant Medical Center Director located at the Jesse Brown VA Medical Center within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN), VA Medical Center (VAMC). The Assistant Medical Center Director exercises line authority for multiple administrative and allied health services and sections and is directly responsible for facility operations.

The Assistant Director shares with the Executive Leadership Team a level of responsibility for the direction and management of the Medical Center and is directly responsible for facilities operations. The Assistant Director plans, coordinates, supervises, and directs various administrative and health related services. The Assistant Director participates on a day-to-day basis in top level Executive discussions, decisions, policy making and actions of all administrative functions and indirectly of all clinical matters impacting patient care.

Duties include, but may not be limited to the following:

• Budget and Fiscal Management for the facility services assigned such as resource management and FTEE control within the assigned services.

Job Purpose

The Chief Information Officer (CIO) will play a pivotal role in the Group’s leadership team. They will provide vision, professional leadership and strategic direction to achieve the Group’s aims and improvements in quality, efficiency and effectiveness.



The CIO reports directly to the Chief Executive Officer. The Clinical Resource Hub (CRH) is a VISN-based repository of clinical and administrative staff that serve Veterans Affairs facilities within and outside of a Veterans Integrated System Network (VISN). Staff within the CRH are expected to provide inter-professional services to VISN facilities that are underserved or experiencing gaps in clinicians due to the inability to match provider supply with demand. • Collect and compile statistical information to demonstrate the value of Proactive Integrative Ethics on patient care, length of stay, readmission rates, and in terms of financial return on investment, etc.

• In collaboration with the chairs of the care site ethics committees, assess the needs of each Ethics Committee, and develop and deliver a structured plan to educate and equip Ethics Committees and Consultation Teams to function with a high degree of skill and autonomy.

• Continue to build consistency in the structure and delivery of Clinical Ethics throughout the Peaks Region.

• 24-hour availability in providing support to Ethics Committees is required, as well as periodic coverage for the Region Vice President Ethics and Church Relations.

• Round with ICU teams and other high utilization care teams providing education and assistance in implementing Proactive Integrative Ethics.

• Provide education, seminars, materials, and presentations to nursing, medical and support staff, residency programs, and other identified groups on Clinical Ethics and Proactive Integrative Ethics.

• Be accountable for compliance with the Ethical and Religious Directives for Health Care Services.

• Assess and develop a plan for proactive integrative ethics support and education in the ambulatory (clinic) setting.

• Support and provide presentations and training in collaboration with the Formation programs developed and offered by the Formation department.

 

Minimum Qualifications

Job Summary

This position is responsible for managing and controlling network strategies, reimbursement contract negotiations, contract drafting, contract administration and issue resolution for 200 hospitals, 65 downstate PPO hospitals, 80 Medicare hospitals and 80 Medicaid hospitals In Illinois. The position is responsible for determining reasonable cost reimbursement (MRC) and for maintaining the integrity of these contracts.

Responsibilities include but not limited to:

• Develops and annually renegotiates reimbursement contracts with hospitals in Illinois and responsible for resolution of disputes and issues arising between HCSC, Med Select, Plan, PPO downstate, and Workers Choice contacts and hospitals.
• Develops network, drafts reimbursement agreements, and negotiates reimbursement contracts for all institutional providers, Plan, and PPO downstate.
• Responsible for completion of all MRC audit settlements and MRC billing budget and related activities.
• Responsible for maintaining the quality and consistency in the MRC audit process among all contracting hospitals.
• Responsible for maintaining the integrity of the Plan Hospital Contract and audit capability.
• Handles inquiries and requests for clarification and interpretation of the Plan Hospital Contract provisions and matters relating to preparation and submission of cost reports from providers.
• Adapts concepts to cost report treatments and settles cost reports taking into consideration changes in current policies, changes in GAAP and GAAS and changes in the Hospital industry’s financial practices.
• Determines when to allow or disallow certain costs on the Blue Cross Cost Report based on Audit Guide/GAAP and/or other intangibles.
• Negotiates new MRC contracts when hospitals change ownership or new hospitals enter the market.
• Assists VP in negotiation of new network products (Medicare Select, Workers Choice, CHP, etc.)
• Negotiates contracts and renewals for downstate PPO, Med Select, and Workers Choice contracts.
• Determines whether or not to bring a provider into certain type of contract situation given a multitude of factors (for MRC, PPO, CHP, etc.)
• Interacts with the Finance Division on monthly MRC accrual calculations
• Works with internal and external auditors to accomplish specific audit of department operations or information requirements.
• Develop and implement overall provider network contracting strategies that provide better value to customers. Within the framework of the overall provider network contracting strategy, develop and implement individual provider strategies.
• Using sophisticated modeling and valuation systems make assessments and set parameters for acceptable payment level targets. Devise strategies to reach agreement with providers within acceptable payment level targets.
• Negotiations individual provider contracts.
• Oversee research on and development of payment methodologies in response to provider requests, new technologies, local and national payment trends, and contracting strategies in order to improve payment value for customers.
• Oversee the creation and maintenance of financial modeling systems to support the development of contracting strategy and individual contract negotiations including but not limited to the following:
o Predictive modeling of the expected effect on payments for contract rate and structure changes as part of individual provider contract rate proposal and overall contract strategy evaluations.
o Cost analysis and contribution to margin analysis on an overall network and individual provider basis.
o Historical payment and utilization trend analysis by provider or by type of service.
o Peer provider comparisons and analysis.
o Medicare Payment comparisons and analysis.
• Through extensive analysis provide analytical, statistical reports to internal departments regarding estimated financial impact of contract strategies and proposals/alternatives.
• Service as liaison in coordinating provider contracting strategies, explanation of contract rates, contract structure, contract language, historical payment performance and predictive modeling results.
• Communicate and interact effectively and professionally with co-workers, management, customers, etc.
• Comply with HIPAA, Diversity Principles, Corporate Integrity, Compliance Program policies and other applicable corporate and departmental policies.
• Maintain complete confidentiality of company business.
• Maintain communication with management regarding development within areas of assigned responsibilities and perform special projects as required or requested.

Job Summary

The primary purpose of this role is focused on the HB stop loss offering, inclusive of developing the appropriate stop loss carrier network for applicable markets and clients. Owning relationships with preferred vendors, while nurturing non-preferred vendor relationships is a critical component of the position. This position will be the stop loss sales lead, especially for complex cases, and driving overall collaboration with sales to grow stop loss business and with client management to retain and convert to HB stop loss placements.

Internally this position works closely with client management, sales, healthcare management, managed care, proposal team, and claims. This position also provides support to Underwriting team. Externally this position interacts with stop loss carriers, brokers, and potentially key accounts.

The role will also lead a monthly cadence to review cases and assess for sales pipeline opportunities to continuously grow the stop loss business. Developing the stop loss offering to have a program that matches capabilities with as a source for new growth. Nuances for different markets will require engagement with stop loss carriers to determine the appropriate offering. (ER TPA, DTE, Tribal, etc)

The Director of Underwriting & Stop Loss will be the SME to the business and leadership and may advise regarding program incentives and fee structures that will lead to stop loss program growth.

A key responsibility of this position is to provide underwriting support for overall new business prospects and renewal self-funded clients. This position focuses on pricing strategy to win new business and retain clients. Works collaboratively with stop loss carriers to maximize account retention and new business sales by obtaining the best possible rates for the client or prospect. In addition, this position leads, manages, audits a team of Sr Managers of Underwriting, Senior Underwriters, and Underwriting Executives.

• Acting as the stop loss sales lead, especially related to complex cases.
• Focusing on managing with Sales team all new Opportunity Stop Loss placement and assisting Client Management on complex renewal cases and presentation of case to carrier(s)
• Focusing on determining alternative paths to getting data that Stop Loss carriers require to quote new opportunity.
• Acting as a resource for Sales and Client Management in moving Broker placed Stop Loss to Health Benefits direct placement.
• Leading monthly cadence and strategizes with client management, sales, and leadership to meet growth and retention goals. 
  • Prioritizing cases that should be targeted to move Stop Loss from Broker placed to Health Benefits placed.  Create action plan for each case to approach Broker to sell placement by Health Benefits.
  • Prioritizing cases that should be consolidated to preferred Stop Loss carriers to improve override revenue and improve Health Benefits position within carrier panel.   Identify which carriers each case should be discussed with and strategy for placement.
  • Reviewing list of cases that are not placed by Health Benefits and do not have integration fee to ensure that the waiving of integration fee is appropriate action.   Determine if the integration fee set for non-preferred carriers is set at the appropriate level.   Any waiver of integration fees needs to be approved by the U/W – Stop Loss Director
  • Ensuring Client Management has broader access to the Stop Loss claims team to discuss potential Stop Loss issues prior to them reaching escalation point.
• Ensuring that any pricing changes as the renewal moves from UW to Client Services is approved and documented across the enterprise.  Recommend not to allow client services to change pricing once it has passed through the Underwriting / pricing process.  If change is required it must be reviewed and approved by Client Management, Finance, and U/W – Stop Loss Director.   Documentation must occur regarding change in pricing.
• Identifying cases that may have high probability of significant rate increases or other stop loss carrier action and create action plan and proactive data plan to manage Stop Loss renewal.  Engage Stop Loss New Business / Complex Case Lead to assist in managing case with carriers.
• Analyzing monthly reports of stop loss carriers and collaborates with client management, sales executives, and brokers to create customized solutions.  
• Developing, building, and maintaining strong relationships with key stop loss carriers to negotiate the best possible terms for new business prospects and clients to maximize new business sales and client retention.
• Acting as an SME to internal customers.
• Maintaining solid knowledge of existing and new products, services, networks, vendors, and partners. 
• Providing support to internal stakeholders and leadership as necessary. 
• Analyzing concerns and pain points and creates compelling pricing options.

POSITION SUMMARY
This position has overall responsibility for providing leadership, direction, and administration of medical management, as well as the integration, coordination, and improvement of clinical care and patient safety for designated healthcare operations. This position is an essential leadership role responsible for guiding the development and implementation of medical policies, practices, and clinical programs system wide. This position, along with its team members, is responsible for driving, supporting and modeling a service-oriented culture focused on employee engagement, quality, patient safety, service excellence, fiscal responsibility, and the overall patient experience. Serves as a member of the executive leadership team for designated healthcare operations, building and supporting effective collegial relationships with applicable internal and external constituents and stakeholders and ensuring optimal operating effectiveness and strategic positioning.

CORE FUNCTIONS
1. Promotes concepts and practice of quality improvement. Establishes and maintains effective working relationships with physician and provider stakeholders. Participates in review of qualifications, credentials, performance, and professional competence and character of physician and provider stakeholders. May participate in medical staff professional review process and physician recruitment.

2. Works within the appropriate leadership model to establish, monitor and improve aggregate clinical outcomes. Actively participates in or leads care management activities to improve patient safety, provide patient-centered, appropriate and timely care, reduce inappropriate variation, implement evidence-based standards, enhance efficiency and throughput, and evaluate innovative clinical methods and opportunities. Works with other leaders to assess and improve the professional practice of independent, contracted, and employed medical providers.

3. Participates in coordination of patient and family disclosure of untoward events. Participates in patient grievance process as needed.

4. Provides leadership, supervision, guidance and development for staff, articulating and demonstrating an expectation for continuous quality improvement, as well as continually supporting and exhibiting company values and service standards. Identifies and provides growth opportunities for staff. Provides clinical oversight for quality issues and programs by participating in the clinical oversight body. This body reviews and approves quality improvement projects, provides clinical guidance where needed and grants authority to the Clinical Management Team and the Quality Council.

5. Strategizes and drives process improvements focused on innovative care delivery and/or operational models designed to improve clinical services, outcomes, patient throughput, and patient safety. Promotes a patient-centered, healing environment. Promotes the use and implementation of technology in the workplace in order to streamline operations, facilitate communications, and optimize work processes.

6. Ensures and fosters a high level of collaboration within a highly matrixed team environment in order to coordinate activities, review work, exchange information, and resolve problems. Champions, models, and promotes service excellence philosophies and behaviors at the facility, regional, and system levels to enhance the overall patient experience.

7. Functions as an integral member of the designated healthcare operations and system leadership teams, serving in an advisory capacity to applicable staff. In collaboration with leadership team members, directs and provides oversight regarding the strategic development, implementation, and maintenance of strong, comprehensive clinical and/or operational services and programs that meet system-wide organizational growth initiatives and the needs of patient populations in the community. Fosters the development and implementation of workforce initiatives effectively. Leads and influences change at the local, regional, and system levels.

8. Along with other members of the leadership team, promotes financial stewardship and clinical excellence for the designated healthcare operations in both operational and capital acquisition processes, as needed. Allocates financial, information, and human capital for improvement activities, ensuring the efficient delivery of cost effective services to patients, physicians, and hospital departments. Establishes performance measures, assesses and evaluates operations, and works with department management to assure efficient and effective delivery of services.

9. This position has overall responsibility for the quality and appropriateness of care provided in assigned facility and/or campus. Serves as liaison among facilities, medical staff, medical leadership, external organizations, and contracted payor organizations. Responsible for coordinating services with other administrators, internal legal counsel, executives, and other staff. This position has constant contact with staff members and associates, frequent contact with medical staff leaders and medical staff as well as Banner Health leaders Customers of this position are both internal and external, including leadership, staff, medical staff, regulatory agencies, and the community.

Performs all functions according to established policies, procedures, regulatory and accreditation requirements, as well as applicable professional standards. Provides all customers of Banner Health with an excellent service experience by consistently demonstrating our core and leader behaviors each and every day.

MINIMUM QUALIFICATIONS
Medical Doctorate or Doctor of Osteopathy Degree required with Board Certification or eligibility preferred and level of expertise typically gained through five years of experience in clinical practice. Must be eligible for or hold a current and unrestricted State license to practice medicine and preferably be eligible for medical staff privileges. (CMOs assigned to oversee the Specialty Pharmacy must hold a current and unrestricted State license).

Depending upon assigned area of responsibility, position may require applicable certifications and/or licensures, including but not limited to: RN; MD or DO; Driver’s License; Certified Healthcare Protection Administrator (CHPA); Certified Protection Professional (CPP); Chartered Property Casualty Underwriter (CPCU); Associate in Risk Management (ARM); CPA; SPHR; Registered Health Information Administrator (RHIA); Registered Health Information Technologist (RHIT); Certified Healthcare Facility Manager (CHFM); Certified Facility Manager (CFM); Certified Coding Specialist (CCS); Certified Professional Coder (CPC); JD from an American Bar Association accredited school; admission to a State Bar Association.

Three years of medical staff leadership experience also preferred. Prior experience as a physician leader, for example a Medical Director or CMO for a large multi-specialty group practice, physician practice management organization, hospital/hospital system, or health plan. Experience with hospital organized medical staff, managed care organizations, and continuous quality improvement activities preferred. Proven experience and track record of predicting the futuristic relevancy and applicability of innovative industry trends, both technological and programmatic. Proven track record leading physician groups, including group facilitation, leadership development, team-building, performance management, and driving cultural change. Experience working with physicians to strategize and develop measurable improvements the quality of clinical care and patient satisfaction. Proven experience implementing a continuous improvement culture. Experience implementing and maintaining a patient-centered, healing culture. Proven track record of partnering with medical staff to achieve desired facility-specific and organizational outcomes. Knowledge of modern national trends in hospital technology, quality and patient safety. Job Summary

FHI 360 is seeking applications for the position of Senior Technical Advisor, HIV Services for Key Populations under the USAID-funded Community Action for HIV Control Project (“Community Action”) in Ukraine.  This five-year PEPFAR-funded project aims to accelerate Ukraine’s efforts to achieve HIV epidemic control by 2030 by improving prevention, testing, and linkage to care among key and priority populations. Community Action for HIV Control will improve accessibility, acceptability, equitable coverage and efficiency of HIV services, and will be implemented in close cooperation with the Center for Public Health (Ministry of Health, Ukraine).  Since Russia’s full-scale invasion of Ukraine in February 2022, the project is now also supporting communities to access and restore essential health services disrupted by war, including basic health, other priority diseases, humanitarian assistance, mental health and psychosocial support. The project is led by Pact with FHI 360 as a technical implementing partner for HIV and other health services.

This position will be employed by FHI 360’s Subdivision in Ukraine and is expected to be based in Kyiv, Ukraine. However, due to the ongoing war and security situation, remote postings within or outside of Ukraine may be considered for this position.

Job Description:

Under the direction of the Community Action Chief of Party, the Senior Technical Advisor (STA) will be responsible for the design and implementation of FHI 360’s technical strategies and interventions for the project. The STA will lead the development and oversee HIV technical capacity strengthening of local community-based organizations to improve the quality of the HIV testing and linkage to care services they provide, as well as to support them in shifting and responding to the needs of war-affected populations. The STA will also have a role in managing the FHI 360 team’s work supporting communities in restoring essential and other health services.

The STA will be responsible for supervising all FHI 360 staff on the project, including technical, operational and administrative staff and will assist in representing the project to external stakeholders. The STA will also serve as the project’s primary liaison with FHI 360 Headquarter staff on technical and administrative matters. While technical reporting will be to the project’s Chief of Party, administrative reporting will be to an Associate Director, Programs, based in FHI 360’s Headquarters office in the United States.

Specific Duties:

• Lead program activities to strengthen the existing HIV package with differentiated service delivery models for prevention, testing, and linkage/ART initiation that are responsive to clients’ needs and shifting demographic trends.

• Oversee FHI 360’s activities supporting the restoration of basic and other health services, liaising with Pact and FHI 360 Headquarters.

• Provide expertise in HIV prevention (including PrEP), testing (including index and social network testing) and treatment linkage/ART initiation.

• Monitor and provide oversight over all FHI 360 in-country activities, work planning, reporting, including both HIV and basic health restoration interventions. Review and provide inputs into quarterly reports, workplans and other project deliverables.

• Support monitoring and evaluation and high frequency data review and analysis for agile performance improvement.

• Ensure quality of FHI 360 outputs and results for the project.

• Ensure timely development and submission of technical reports and other deliverables.

• In coordination with the Chief of Party, will serve as a project liaison to USAID and partners in the field, including government officials and community leaders.

• Manage the FHI 360 project staff in Ukraine and serve as FHI 360’s senior technical and program representative for this project in Ukraine. Identify, address and escalate needs or issues when they arise.

• Liaise regularly with FHI 360 Headquarter staff, providing updates and requesting and coordinating the provision of any technical assistance from FHI 360 US or global staff.

 Minimum Requirements:

• Master’s Degree in Public Health or similar field.

• Minimum of 8 years of experience in education, health, behavioral, or social sciences or related field.

• Demonstrated experience designing and implementing HIV/AIDS prevention, care and treatment activities, with a focus on key populations and vulnerable populations in Ukraine.

• In-depth familiarity with Ukraine public health sector and donor-funded programs;

• Previous experience working with USAID or PEPFAR supported program and organizations working with key and vulnerable populations.

• Cultural understanding and sensitivity to demands of key and vulnerable populations and an understanding of gender and sexual diversity.

• Demonstrated ability to perform complex data analyses and make recommendations based on findings.

• Strong management and leadership experience with proven experience leading a diverse team of professionals.

• Previous experience in developing the capacity of local organizations and stakeholders.

• Demonstrated written, presentation, communication and organizational skills in English.

• Experience working on a PEPFAR-funded or other donor project pertaining to HIV/AIDS service delivery.

• Ability to travel within country or region and internationally if needed.
