• Serves as a key advisor to senior leadership and carries out investigative strategies and tactics to resolve complex investigative issues.
• Leads complex investigations that include high profile violations involving extremely complex and egregious behavior related to allegations of misconduct, harassment and retaliation. Develops sufficient evidence and analysis to support disciplinary, non-disciplinary, and adverse action recommendations.
• Analyzes the accuracy and relevance of witness testimony and resolves inconsistencies and credibility issues.
• Partners and collaborates with OPC attorneys to build and execute investigative plans which include conducting significant complex investigations, writing reports of the investigation, and making recommendations for action.
• Provides guidance and recommendations to investigators during the formation of investigative plans.
• Provides oversight of, and/or conducts sworn recorded interviews with complainants, witnesses, and respondents who may be, but are not limited to, officials at the highest levels of the FDIC, senior leaders, corporate experts, and non-management staff.
• Participates in the modifications of policies and processes to respond to changes in OPC's business requirements.
• Participates in formal and informal decision-making sessions regarding changes in policies and ensures standards are followed during development and implementation of OPC programs.

At the full performance level Major Duties include: 

• Investigates matters that have the direct interest of the Board of Directors, members of Congress, non-government organizations, and/or media as well as allegations of employee misconduct, harassment, and/or retaliation.
• Conducts research of applicable laws, regulations, and policies during the formation of investigative plans; takes sworn recorded testimony and collects documentary evidence; analyzes evidence for creditability, relevance, and sufficiency, makes findings of fact and draws conclusions based on requirements of law, rule, regulation, and policy.
• Plans and manages major investigations to include developing plans, maintaining evidentiary records, analyzing key policy questions and providing technical advice to senior management on matters investigated.
• Reviews investigative reports and findings to determine if further OPC action is required.
• Provides advice to senior leadership on matters under investigation and develops legally sufficient evidence and analysis to support reports of investigation and, recommendations for disciplinary, non-disciplinary, and adverse action recommendations.
• Drafts and prepares detailed reports of investigations that clearly, concisely, and logically present relevant facts, analysis, conclusion, and recommendations for action.

• Develops briefings at program level, tracks data/claims trends, improvements, and claims resolutions to identify areas of potential improvements and best practices.
• Utilizes various claims and transportation automated systems in order to resolve issues and answer claimants questions.
• Investigates and develops supporting evidence for loss and damage claims arising from storage and movement of personal property and makes recommendations for use in affixing responsibility and settlement of claims.
• Determines and advises customers on entitlements or procedures related to temporary storage of goods, weight allowances; prohibited items; and shipment of personal property including various methods available.
• Plans, books, and routes personal property, estimates cost savings, time involved, time of arrival, storage in transit involved, and purposes.
• Prepares and process various applications for transportation or storage of a wide range of personal property and privately owned vehicles, including special items, of authorized civilian and military members.
• Makes detailed cost comparisons to determine the best and most economical method of movement, and screens movement documents for correct accounting data.

As counsel for actions and litigation within OPC, at the full performance level you will:

• Provides authoritative legal advice and counsel within OPC and with Corporation officials about OPC-related matters.
• Serves as the Corporation's legal representative in unfair labor practice, arbitration, and representation in judicial and administrative proceedings.
• Prepares legal briefs, office memoranda, policies, standard operating procedures, and other documents governing and guiding OPC operations.
• Develops and presents training on OPC-related matters.

As counsel for policy and training within OPC, at the full performance level you will:

• Provides authoritative legal advice and counsel within OPC and with Corporation officials about OPC-related matters.
• Reviews reports of investigation and conducts or assists with administrative investigations.
• Prepares legal briefs, office memoranda, policies, standard operating procedures, and other documents governing and guiding OPC operations. 
• Develops and presents training on OPC-related matters. 

The Manager, EEO Counseling and Intake plays a pivotal role in managing a team counseling and processing EEO informal complaints adhering to defined timelines, policies and procedures.

• Serves as Equal Employment Opportunity (EEO) Specialist and the principal advisor on EEO Informal Complaints. Manages, directs, oversees, coordinates, and evaluates the EEO Informal Complaints programs, including the EEOC 462 report, accounting for the agency’s EEO counseling activities, including ADR outcomes and other relevant metrics, ensuring transparency and adherence to federal reporting standards.
• Establishes metrics and data collection on alternative dispute resolution success and EEO counseling outcomes. Establishes customer service expectations and performance metrics for all subordinate employees.
• Conduct briefings to discuss issues affecting the workforce, the effectiveness and status of EEO program goals, efficiency, and legal compliance of all areas of the EEO Informal Complaints program.
• Keeps abreast of developments in the Federal EEO process, regulations, policies, procedures, and corporate policies that affect the complaint processing program or issues that might arise in alleged complaints.
• Ensures contract EEO counselors and OEEO staff are trained and certified. Identifies the best options for yearly training and certifications for OEEO staff.
• Manages, directs and oversees a senior level staff comprised of EEO specialists. Assigns or coordinates work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Incumbent exercises full range of human resource and personnel management. Evaluates work performance of subordinates. Gives advice, and counsels employees on both work and administrative matters. Interviews candidates for positions, and recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases. Identifies developmental and training needs of employees, providing or arranging for needed development and training. Finds ways to improve production or increase the quality of the work directed and develops performance standards.

• Determining staffing and assignment of credit unions for supervisory examiner groups. Working on site and participate with the Supervisory Examiners in critical joint conferences.
• Participating with the Regional Director to maintain effective working relationships with the credit union industry, state regulators, and other stakeholders; staying abreast of trends and developments in the entire financial industry and environment.
• Supervising the activities of the regional staff.
• Participating in conferences and meetings; and acting in the absence of the Regional Director
