• Serves as a key advisor to senior leadership and carries out investigative strategies and tactics to resolve complex investigative issues.
• Leads complex investigations that include high profile violations involving extremely complex and egregious behavior related to allegations of misconduct, harassment and retaliation. • Investigates matters that have the direct interest of the Board of Directors, members of Congress, non-government organizations, and/or media as well as allegations of employee misconduct, harassment, and/or retaliation.
• Conducts research of applicable laws, regulations, and policies during the formation of investigative plans; takes sworn recorded testimony and collects documentary evidence; analyzes evidence for creditability, relevance, and sufficiency, makes findings of fact and draws conclusions based on requirements of law, rule, regulation, and policy.
• Plans and manages major investigations to include developing plans, maintaining evidentiary records, analyzing key policy questions and providing technical advice to senior management on matters investigated.

The Manager, EEO Counseling and Intake plays a pivotal role in managing a team counseling and processing EEO informal complaints adhering to defined timelines, policies and procedures.

• Serves as Equal Employment Opportunity (EEO) Specialist and the principal advisor on EEO Informal Complaints. Manages, directs, oversees, coordinates, and evaluates the EEO Informal Complaints programs, including the EEOC 462 report, accounting for the agency’s EEO counseling activities, including ADR outcomes and other relevant metrics, ensuring transparency and adherence to federal reporting standards.
• Establishes metrics and data collection on alternative dispute resolution success and EEO counseling outcomes. Establishes customer service expectations and performance metrics for all subordinate employees.

Supports the oversight and management of the public-facing database management system utilized throughout the Consumer Affairs Branch for managing public inquiries of the FDIC, in addition to producing periodic and non-routine management reporting products in report or dashboard format, and contributing content and design of consumer protection educational materials.

Serves as back-up to and assists the NCDA specialist responsible for managing the NCDA’s Quality Assurance Program (QAP). Builds thorough understanding of the QAP and provides assistance in administering it for the NCDA’s consumer response and deposit insurance functions, which include overseeing and coordinating the quality check processes, quality assurance, and DCP internal review audit programs.

Validates management reports and assists with ensuring accuracy of briefing materials on highly sensitive, complex issues related to consumer protection and fair lending prepared by others. Provides desk side coaching to new employees in the areas of deposit insurance and federal consumer protection regulations, in addition to NCDA policy and procedures, and database system management requirements. Investigates and responds orally or in writing to complex and/or sensitive consumer complaints and inquiries regarding consumer protection laws and general banking procedures. Responds to written and telephone inquiries from bankers, consumers and others concerning complex aspects of the FDIC's rules and regulations for deposit insurance coverage. The incumbent uses a broad knowledge of the rules for deposit insurance coverage to advise bankers and consumers about FDIC insurance coverage, focusing on mitigating consumer harm, correcting misinformation, and working with consumers to allow them to make informed decisions about their deposits.

As a National Bank Examiner (Analyst to Assistant Deputy Comptroller), you will:

• Analyze supervision findings for banks and thrifts assigned to the Assistant Deputy Comptroller (ADC), identify areas of concern, determine methods of resolution and recommend appropriate action and/or follow-up.
• Fill in for the ADC during short absences. May assist the ADC to develop and monitor the performance of the annual plan, including budget for the ADC's portfolio. Assist in overseeing the day-to-day operations of the field office as requested.
• Supervise and manage the work of assigned office support personnel and may make the assignment of work for field office personnel.
• Periodically serve as Examiner-In-Charge (EIC) in community banks or thrifts or assist in supervisory activities in midsize, credit card banks, or large banks and comparable thrifts, as requested.
