Manages a grant portfolio within assigned program area(s) and conducts the day-to-day grant management for the grants within the grant portfolio.

Performs analyses of grant related data, policy and program issues, and applies problem-solving techniques to address issues.

Researches, compiles, and analyzes information and data to use in program administration planning; makes recommendations.

Provides technical assistance to grantees to assist them in accomplishing the goals andobjectives of the grant by applying problem solving techniques to address deficiencies.

Coordinates unemployment insurance programs within the agency.

Works with grantees to identify potential issues and conducts research on policy guidance and legislation.

Reviews policy and guidance for application, and provides related guidance to grantee(s).

Communicates Federal and grant award requirements to grantees collaboratively with senior specialists to ensure understanding of grant requirements.

Ensures that grantees deliver agreed upon products and services, achieve negotiated performance outcomes, and operate in accordance with programmatic, administrative, and budgetary requirements.

Participates in on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews (EDMRs) of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement with Department of Labor Employment and Training Administration.

Assess the quality of the program and services; ensure that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations.

Prepares highly complex monitoring reports upon the completion of a monitoring review.

Participates in the development of policy guidance and technical assistance resources for ETA grantees and workforce system stakeholders.

Engages in on-going communication with grantees in order to establish a good communication protocol.

Prepares and delivers presentations to various internal and external audiences on unemployment insurance programs.

Highland Cinema is looking for an experienced Administration & Finance Manager to join as one of our key Senior Managers and be involved in many aspects of day-to-day office management and the running of the cinema and caf bar operations. The position offers excellent rates of pay and incentives. 40 hours a week, permanent/year round position.

Overview

Highland Cinema is looking for an experienced, capable and enthusiastic Administration & Finance Manager to join as one of our key Senior Managers. In this exciting role, you will work closely with the existing Senior Management Team and Duty Managers to help maintain, shape and improve all aspects of our operation. The successful candidate will be involved in many aspects of day-to-day office management and the running of the cinema and café bar operations. The position offers excellent rates of pay and incentives.

Duties and responsibilities

To support the General Manager and their Deputies at a senior level.
To handle all day-to-day aspects of finances and bookkeeping for Highland Cinema.
To compile and pay purchase invoices on a weekly basis.
To deal with company mail and emails on a daily basis.
To issue sales invoices and chase late payments for events and private bookings.
To coordinate all cash handling and maintain records in an accurate manner.
To reconcile all credit card transactions and other receipts.
To complete daily, weekly and monthly sales and cash reports for Management.
To complete the quarterly VAT submissions.
To submit and pay PAYE via Government Gateway.
To compile and maintain staff records and hours/holiday periods/sickness for the Payroll procedure.
To account for and operate as the ‘Tronc Master’ for the tips for the staff in a timely manner, as agreed with the General Manager.
To schedule and minute managerial meetings as required and issue the minutes, also at this time to produce a brief all staff email with relevant information to keep them informed.
To deputise for the General Manager in their absence.
To assist the General Manager with any HR issues arising and issue HR documents.
To maintain and update two Point of Sale database systems.

Essential experience and competencies

Experience of bookkeeping software. Currently we use Xero and Google Workspace.
Experience working in a financial role, with budgetary and negotiation skills.
Must be detail orientated with strong organisational skills.
Able to ensure that in all matters the Highland Cinema is represented professionally and positively.
Experience of working in a collaborative team.
Excellent written and verbal communication skills.
Ability to work under pressure to time scales and targets.
Self-motivated, able to work autonomously, use own initiative and engage and assist the team in a variety of diverse activities.
Ability to develop and maintain good working relationships with staff, suppliers and customers.
A good working knowledge of equal opportunities, and an understanding  of diversity in the workplace.
Willing to undertake further training where required.

Closing date and interviews

Interviews will be held quickly from 14th October. The successful candidate will shadow the existing Administration & Finance Manager during their notice period, to gain valuable insight and on-the-job training in preparation for the role.

Duties and Responsibilities

Processing AP invoices in a timely and accurate manner.
Review Readsoft and ensure all invoices are processing correctly.
Supplier Statement reconciliations.
Assisting with daily post with other team members.
Arrange business trips including flights, hotels, trains, car hire, visas, insurance, etc for clients and staff.
Setup of business accounts for hotel bookings.
Control costs as with other purchases/ develop preferred suppliers.
Management of all accommodation and travel.
Interact with external clients by welcoming guests and customers by greeting them, in person or on the telephone, answering or directing enquiries.
Ensure facilities i.e. meeting rooms, are maintained to a high standard and provide tea/coffee/lunches as appropriate.
Management of all hospitality requirements and associated housekeeping tasks.
Support organising meetings, company events, conferences both internally and externally.
Organise the office functions and maintain supplies, to ensure efficient running of the office.
Answering phone calls and assisting with supplier queries.
Assist other team members as required.
Have a personal concern for the safety of themselves and others, setting a good example at all times.
Administration / management of credit card.
Organise BACs payments.
