Job Description

We are looking to hire a skilled CNC programmer to operate and maintain our CNC equipment. As a CNC programmer, you will read and interpret technical blueprints, input the design specifications, adjust the machine cutting paths, and perform quality checks on the final product. You may also be required to perform routine machine maintenance and troubleshoot any issues that arise during the manufacturing process.

To ensure success as a CNC Programmer, you should have extensive experience working in manufacturing, a keen eye for detail, and the ability to work unsupervised. Ultimately, a top-class CNC programmer works quickly and efficiently, ensuring all products meet the specifications of the client.

Responsibilities

• Reading and interpreting technical blueprints and design models.
• Loading raw materials into the CNC machine.
• Inputting the product design into the computer modelling software.
• Choosing and loading the correct cutting tools for the job.
• Adjust machine settings to the desired product specifications.
• Create CNC program for new development projects, typically direct from a drawing.
• Calculate and write programs for CNC work centres to fabricate component parts to stated engineering specifications.
• Works independently to troubleshoot and resolve problems concerning machining operations, tools, materials and CNC programs.
• Perform detailed analysis of the component parts configuration/dimensions to determine the most efficient machining operations required for production.
• Troubleshooting issues during the manufacturing process.
• Completing quality control tests during the manufacturing stage and on the final product.
• Insert computer programs into CNC work centres, set and adjust machine speeds and feeds, modify programs and document changes as required.      

Requirements

• Professional Certificate or Diploma in Engineering field or related courses.
• Minimum 2 years experience in CNC programming.
• Candidates with hands on experience with CNC Milling operations are preferred.
• Candidates who are familiar with Mastercam and Gibbscam will have added advantage.
• Must be able to speak and write in English and Bahasa Malaysia.
• Must be able to use Microsoft Office.

• Serve as technical advisor to the Chief, Facility Management Branch, in all aspects of the maintenance and repair of utility systems and service contracts.
• Perform a variety of duties in the development of on-site plans and sketches, and with projects involving repair, maintenance, and utilities systems.
• Serve as the Designated Quality Assurance evaluator and Contract Officer representative (COR) on assigned service contracts.
• Review engineering service requests and determines what is needed to fulfill intent of requests.
• Perform analysis, design, and layout for the operation and maintenance of mechanical and electrical systems, equipment, and/or facilities.
• Determine quality and adequacy of materials, workmanship, procedures, and processes utilized by contractors under Service and Job Order Contract (JOC).
• Develop specifications governing performance, evaluation, assembly, and delivery of special adapting devices, parts of equipment/facilities, and systems.
• Review all engineering drawings, plans, specifications, standards, regulations and other applicable references
• Write Quality Assurance Surveillance Plans (QASP) to prescribe operating procedures for the conditions encountered in service contracts.
• Perform measurement, inspection, survey, monitoring, analysis, and design for the calibration, operation, maintenance, and modification of mechanical and electrical systems, production equipment and tooling, and other utility systems or facilities.

• Serve on the staff of the Master Planning Division with responsibility for managing the Fort Cavazos Master Plan.
• Serve as the Directorate of Public Works principal authority on all matters pertaining to the Installation Design Guide (IDG).
• Review project specs, drawings, or reports to ensure construction program progresses in accordance with approved project priorities, policies, laws, regulations, Installation Design Guide (IDG), and the Installation Master Plan.
• Prepare and conduct Installation Real Property Planning Board meetings which advise the Garrison Commander on a wide range of comprehensive planning issues such as priorities, future plans and amendments, long range policies, strategies, etc.
• Use automated management information systems such as Real Property Planning and Analysis System (RPLANS) to prioritize new construction, make realignment/stationing decisions, or prepare budget submissions.

• Serves as electrical engineer for review, inspect and test of electrical system and equipment installed in military and civil projects.
• Inspects all types and phases of electrical and construction operations.
• Participates with supervisor in the planning and scheduling of field construction operations, making recommendations grading methods of work, and solutions to problems based on detailed knowledge of work and field conditions.
• Confers with contractor representatives and supervisor on major complex or technical problems.
• Keeps supervisor informed of field developments and status of work at various stages together with special advice as to work progress on specific features of construction.

• Identify common hazards related to general worker safety practices during demolition or remediation activities executed by tradesmen or craftsmen, and the equipment used, such as critical lifts, industrial machinery.
• Provide general surveillance of quality assurance activities for demolition/remediation projects.
• Determine work methods or approaches for conducting demolition or remediation of structures on land areas impacted by radioactive materials.

• Develops, plans, and administers programs and activities, setting precedent on overall policies, objectives, time frames and procedures necessary for program accomplishments
• Provides leadership and direction to civilians who are professional, technical, skilled and wage grade personnel.
• Assigns work to subordinates based on priorities and difficulty of assignments; establishes goals and objectives, and plans work based on priorities and milestones; establishes performance objectives and evaluates work performance

• Prepare cost estimates for in-house purchases and service contract cost estimates for complete routine conventional projects and services of relatively limited scope or portions of larger and more diverse projects.
• Prepare government cost estimates on Invitations For Bids (IFBs), Requests for Proposal (RFP), and Change Orders.
• Prepare planning and engineering design cost estimates, i.e., feasibility, baseline estimate, General Design Memoranda (GDM), and Feature Design Memoranda (FDM).
• Administer both Micro and Above Micro Purchase Limit (AMPL) service and purchase contracts, to include contract development, inspections, payment and reporting.

Duties/Responsibilities:

GS-07 Level

• Uses prescribed methods to perform specific, and limited work assignments that are normally minor phases of a broader assignment of a higher-grade engineer.

• Manages projects for new construction, renovations, and improvements to real property facilities and maintains surveillance over construction contractors utilizing a professional knowledge of civil engineering and knowledge of architecture and other engineering and disciplines to ensure overall compliance with contracted specifications, schedules, etc.
• Plans, programs, budgets, and executes required projects in support of assigned programs. Performs work in facilities operations and maintenance (O&M) functions. Provides consulting services and project coordination.

• Prepare cost analysis, analysis of deficiency and decision analysis for approval of said projects by the Director of Public Works and/or higher headquarters.
• Perform technical monitoring duties in support of the Base Operations Contract for work order scheduling and tracking, detailed estimates for work requests, work order reception, and project accomplishment.
• Prepare construction working estimates from brief statements of work requirements, designs, plans accompanying request, site investigations, and discussion with requester, as-built drawings, and reference to standards.
• Use office equipment such as calculators, architectural and engineering scales, measuring calculations, the Facility Engineering Estimating System, and other estimating guides
• Perform facility component inspections to develop estimates and projects for maintenance and repair of structures, facilities, and roads.
• Meet with employees and managers in the same agency, both inside and outside the immediate office or related units, as well as members of the general public in moderately structures settings.

Plots results of all field surveys and prepares them for tracing and reproduction.

Completes plans for proposed projects, such as new structures, building alterations, and shop work to be performed at the local level with institution funds.

Prepares such working drawings as required to enable personnel engaged in construction projects to proceed with their work.

Furnishes additional instructions as requested by employees and inmates about work steps and assists journeyman mechanics in the interpretation of blueprints when necessary.

Collects construction data and samples for testing and analysis.

Along with all other correctional institution employees, incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

• Serves as technical advisor and consultant on various engineering (i.e., civil, mechanical and electrical, etc.) matters and other aspects of projects.
• Provides technical direction to lower-level engineers assigned to various facets of complex projects. Projects may be valued at multi-million-dollar range.
• Coordinates, monitors and/or performs scheduled and unscheduled inspections of the construction activities at project sites, as needed, or at the request of the construction inspector, customer, contractor, Corp of Engineers, or other DoD agencies.
• Ensuring that the construction contracts meet Ft. Bliss, TRADOC, DoD, and contractors' regulations, policies and specialized requirements.
• Provides technical supervision over lower graded engineers in resolving especially complex and difficult problems and situations involving investigation and analysis of design and construction projects.
• Resolves technical problems requiring reconciliation of conflicting technical viewpoints, where different guides point toward conflicting decisions, and where guides are very general or lacking.

• Operate a variety of vehicles such as 5, 8 and 20-ton dump truck and a 1-ton truck for transporting personnel, articles, and materials on and off post on public roads and highways.
• Determine the correct operation of the equipment and the required attachments, frequently handling the varied controls at the same time to perform the work.
• Operate equipment in on all types of terrain and confined areas, requiring operational control relevant to the complexity of the equipment.
• Operate a dump truck with front mounted snowplow and rear mounted sand and salt spreader and other special purpose vehicles such as trailer mounted air compressor, vacuum leaf picker, tractor mower and fuel truck.
• Operate a 2.5-cubic yard diesel driven bucket loader to load sand, dirt, or gravel for transporting by dump truck.
• Operate a 12,000 - pound street sweeper, tractor mounted front end street sweeper, and a 5-ton, 1000-gallon street flusher in the maintenance of on-post streets.
