• Provide technical advice to Resident Office staff on both technical and administrative matters.
• Coordinate with Resident Engineer the need for preparation for joint, pre-final, and final inspections.
• Discuss details of construction with Contractor personnel; authorizes changes and coordinates such authorizations with the Resident Engineer.
• Discuss the requirements for shop drawings, progress schedules, plans, and other pertinent data with the Contractor.
• Review all Contractors’ safety plans and advise Resident Engineer of identified deficiencies and provides recommendations for rectification.

• Responsible for the coordination on all aspects of shipping/storage of goods.
• Interprets guidelines and instructions, determines the approach, and adapts the process, to resolve customer concerns.
• Estimates or validates charges, not limited to handling services, temporary storage, third-party services, mileage rates and accessorial services.
• Conducts statistical samplings and audits to execute program oversight of commercial industry.

As a Marine Surveyor, you will:

• Participate in and conduct inspections and surveys to determine the readiness of assigned ship(s), shipboard equipment, and systems, and ensure completed repairs comply with applicable regulatory standards for U.S. Flag ships.
• Serve as the primary Area Division technical and programmatic contact with Ship Managers or General Agents to provide guidance and make recommendations for programmatic-level allocation of resource related the maintenance, repairs, and operations of assigned ships
• Organize work, set priorities, and determine resource requirements; determine short- or long-term goals and strategies to achieve them; coordinate with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
• Serve as the Contracting Officer’s Representative (COR) or Assistant Contracting Officer’s Representative (ACOR), for Ship Managers Contracts and General Agency Agreements (AA’s) in accordance with the terms and conditions delegated by the Point of Contact to Authorized Contracting Officer (PCO/ACO) in a Letter of Assignment.

The ideal candidate is a self-starter with the experience to independently assesses the material and operational condition of the assigned ships to meet mission requirements and regulatory standards. They possess a strong understanding of ship maintenance, repair, and operations. The ideal candidate can also apply the standards of the U.S. Coast Guard and American Bureau of Shipping for U.S. flag cargo ships, and possesses strong interpersonal skills required to work with other governments employees, government contractors, ship crews, and partners in the maritime industry. 

• Coordinate the work of field parties and various contractors engaged in the full range of surveying within the scope of regulatory requirements.
• Monitor and evaluate of advances in land surveying and hydrographic surveying practices, electronic positioning, mapping, and data reduction software available in the industry.
• Monitor and report on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisors and/or customer's instructions on work priorities, methods, deadlines, and quality have been met.
• Manage all surveys such as the District Boundary Monumentation Program, control surveys, structure monitoring, construction quantity surveys, boundary and cadastral surveys, topographic surveys in connection with planning, design and construction.
• Collects, compiles, evaluates, and disseminates structural deformation surveys related to structural behavior for Flood Risk Management, Dams, and Structures.

• Plans and implements the total property management program for the assigned contractors and for the continuous surveillance/evaluation of the assigned contractors' property control systems.
• Identifies risk to the Government through application of professional business judgment and risk-based assessment techniques in order to determine the appropriate type and level of surveillance.
• Determines appropriate method for the testing of each property control function and conducts property control system analyses accordingly.
• Approves property control systems, or recommends withholding/withdrawal of the assigned contractors' systems to the Administrative Contracting Officer (ACO).
• Performs necessary follow-up actions on instances of noncompliance. Prepares correspondence to assure milestones are met during the mutually agreed time frames.
• Conducts investigations pertaining to assigned contractors' liability when Government property is lost, damaged or destroyed, or when there is evidence of unreasonable use of consumption.
• Reviews and analyzes new contracts to determine and ensure that the assigned contractors' property control systems and procedures are adequate to fulfill the contractual requirements.
• Assures that there are no unresolved issues outstanding pertaining to property administration matters prior to recommendation of final property closeout.
