This position is being filled under Direct Hire Authority (DHA) 5515-538; Subtitle A-Committee on Foreign Investments in the United States; Sec 1717.(a).(4).(b).

Incumbents typical work assignments may include the following:
- The incumbent will lead the Mergers and Acquisition (M&A) team and coordinate with DoD stakeholders in assessing domestic acquisitions of major U.S. defense suppliers, including impact to: (1) national security; (2) the industrial and technological base; (3) competition and innovation; and (4) the public interest.
- Provides broad program management, strategic guidance, support, and oversight to the M&A mission, including guidance for support contractors.
- Develops the recommended DoD position on applicable transactions.
- Seeks input from applicable DoD customers and coordinates the response within the Department Coordinates with the Antitrust divisions of the Department of Justice and Federal Trade Commission.
- Works with stakeholders to monitor transactions post-merger/acquisition.
- The incumbent will also be responsible for creating a DoD Defense Suppliers List based on inputs from across the Department.
- Draft high-quality work products, including policy proposals, policy papers, DoD issuances, briefing materials, and reports for senior leadership.
- Coordinate and oversee the development of measurable strategic initiatives, including goals, objectives, milestones, implementation plans, and execution.
- Monitors program effectiveness through measurable metrics.
- Provide input into the budget for program requirements.
- The incumbent identifies and resolves highly complex problems that cross organizational boundaries and promulgates solutions.
- Resolution of problems requires mastery of the field to develop new hypotheses or fundamental new concepts.
- The incumbent assesses and provides strategic direction for resolution of mission critical problems, policies and procedures.
- Works at a senior level to define, integrate and implement strategic direction for vital programs with long-term impact on large numbers of people.
- Maintains knowledge of the totality of the activities and resources related to the M&A mission, measuring overall effectiveness of the Departments M&A program.
- Represent DoD in interagency meetings.
- Expresses information effectively, taking into account the audience and nature of the information.
