Job Description
• Answer and direct phone calls.
• Handle data entry and filing tasks; receive and sort mail daily.
• Issue purchase orders, record, and track deliveries.
• Arrange courier collections and deliveries.
• Order and maintain records for office stationery.
• Monitor and keep records of rental equipment.
• Perform other ad-hoc assignments as needed.

Responsibilities and Duties:

General Purchasing

· Work with users to understand user’s requirement, source for product and services according to the requirement and facilitate product and service evaluation.

· Process purchase requisitions and prepare purchase orders / contracts for all approved requisitions

· Liaise with vendors on prompt and complete deliveries

· Verify suppliers’ invoices against delivery orders/service reports and purchase orders and submit to Finance for payment processing

· Monitor outstanding purchases and ensure all purchases are fulfilled timely

ITQ / ITT process administration

· Advise users ITQ/ ITT process, timeline, and required information to launch a successful ITQ/ITT in a timely, effective and compliant manner.

· Prepare ITQ / ITT documentation

· Facilitate site briefings and tender clarifications

· Consolidate proposal submission; and conduct price comparison and compliance checks

· Facilitate tender interviews and tender evaluations

· Consolidate tender evaluation scoring, analyze evaluation outcome

· Prepare Letter of Award, etc

· Ensure all information and documentation are complete and updated in procurement systems.

Contract Management

· Forecast, plan and monitor contract purchases for consumables, hospital supplies, building services and preventive maintenance services for biomedical equipments

· Ensure timely renewal of contracts

· Review contracts to ensure that all contracts secured are competitive and are recent

Vendor Management

· Solicitate user’s feedback on vendors performance and product/ service quality to improve the performance and product/service quality

· Ensure that vendors are compliant to the hospital’s safety requirements

Job Requirements:

· Diploma holder with minimum 3 years working experience as a purchaser or similar role, preferably from a healthcare industry

· Experienced in contract management, tender management and project buying is preferred

· Good knowledge of vendor sourcing practices (researching, evaluating and liaising with vendors)

· Understanding of supply chain procedures

· Proficient in MS office

-Conducting research on potential products, vendors, and services and comparing price and quality to ensure the best deal

-Handle orders & inquiries with efficient manner

-Handle the procedures of all orders & shipping documents accurately

-Manage the general office administration functions together with other administrators

-Filing and maintaining of documents

-Perform any other ad-hoc duties as assigned

Description

The Procurement Executive is responsible for participating in routine sourcing and purchasing activities to deliver on projects involving general construction projects. He/She comes from an Civil Engineering or business background with related work experience, and is able to translate project requirements into materials, equipment and services to procure.

He/ she has good communication and negotiation skills for engaging vendors and other external parties, and follow up on vendors’ deliverables. He/ she also possesses good organization skills for maintaining vendor contract records and databases.

Responsibilities:

• In-charge of daily regular purchases for construction / engineering materials
• Coordinate and liaise with store / operations / Project team for Purchase requisition
• Source, liaise with existing and new vendors / suppliers / subcontractor within local and overseas
• Arrange product/ materials delivery to project site and customer place
• Perform detailed documentation to track project expenses and development
• Ensure timeline is met and project stays within budget
• Manage vendors’ conformance to delivery schedules and product specifications
• Maintain procurement database and documentation
• Draft sourcing schedules based on project plans
• Highlight sourcing issues for management’s actions
• Gather feedback on the effectiveness and efficiency of current sourcing strategies
• Assist in creating statistical reports for management.

Requirements:

• Degree or Diploma in Civil Engineering or business or equivalent
• Proficiency in Microsoft Word and Excel

Experienced in Construction field will be an advantage
