GS-11 DUTIES:

1. Serves as the Computer Security (COMPUSEC) Manager. Protects and maintains the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's life cycle. Establishes and publishes squadron policy to manage the COMPUSEC program. Disseminates information and ensures computer security practices are adhered to by all functional areas in-garrison and in support of deployed war-fighting personnel. Reviews, analyzes, and validates certification and accreditation packages. Continuously identifies and analyzes threats and vulnerabilities to the information systems to maintain an appropriate level of protection. Ensures computer software designs address information system security requirements. Accomplishes risk analysis, security testing, and certification due to modifications or changes to computer systems. Evaluates, assesses, or locally tests and approves all hardware, software, and firmware products that provide security features prior to use on any accredited information system or network. Certifies all software prior to installation and use on communications and computer systems. 2. Manages the Information Assurance Program. Implements procedures to ensure protection of information transmitted to the squadron, among units in the squadron, and from the squadron units using local or wide area networks, the worldwide web or other communications modes. Utilizes current and future multi-level security products collectively to provide data integrity, confidentiality, authentication, non-repudiation, and access control of the Local Area Network (LAN). Reports to Major Command (MAJCOM), Air Force Communications Agency (AFCA), National Security Agency (NSA), and Air Force Computer Emergency Response Team (AFCERT) all incidents involving viruses, tampering, or unauthorized system entry. Controls access to prevent unauthorized persons from using network facilities. Limits access to privileged programs (i.e., operating system, system parameter and configuration files, and databases), utilities, and security-relevant programs/data files to authorized personnel. Implements methods to prevent or minimize direct access, electronic or other forms of eavesdropping, interpreting electro-mechanical emanations, electronic intercept, telemetry interpretation, and other techniques designed to gain unauthorized access to Automated Data Processing (ADP) information, equipment, or processes. Recognizes such potential and defines vulnerabilities and oversees the installation of physical and technical security barriers to prevent others from improperly obtaining such information.

3. Serves as the Communications Security (COMSEC) Manager for all cryptographic activities including managing the Cryptographic Access Program (CAP). Formulates and develops communications security criteria and requirements for inclusion in mobility, contingency, and exercise plans. Maintains accountability for sensitive cryptographic materials and related COMSEC information. Oversees issuance of COMSEC materials. Maintains COMSEC inventory on the Computerized Management of COMSEC Material (CM2) database. Prepares and evaluates written plans for emergency actions and ensures personnel are fully qualified in the execution of plans. Investigates security incidents to determine the possibility of compromise to COMSEC materials and ensures documentation and reporting to appropriate channels. Performs destruction, receiving, issuing, and inspecting COMSEC material within the most stringent timelines. Furnishes written guidance to user accounts concurring effective dates, accounting procedures, destruction requirements, and physical security of COMSEC keying materials. Performs semi-annual functional reviews of all COMSEC user accounts, physically inspecting the user's COMSEC facilities, reviewing procedures, and audit of all cryptographic holdings. As required, manages the Certification Authority Workstation. Administers the CAP by conducting briefings prior to granting access to cryptographic information. Documents cryptographic access certificates and acts as liaison for scheduling polygraph examinations of personnel enrolled in the program.

2. Manages, directs and executes wide spectrum pay operations (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay) for wing customers which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions. Develops policies, coordinates, and performs all military pay functions for organizations at all levels of serviced installations. Develops an effective implementation of Standard Operating Procedures (SOPs) for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Provides expert interpretation on DoD and DFAS regulatory and administrative guidelines in accordance with generally accepted principles relating to wide spectrum pay operations previously mentioned.

3. Confers and resolves all problem areas related to the branch's administrative and functional responsibilities in relation to DCPS and its related accounting interfaces. Ensures the accurate processing of payroll, debts, and miscellaneous entitlements, while applying quality assurances techniques. Assists with resolving complex functional problems within the pay system and affected customers. Develops recommendations for actions under uncertain conditions and short and rapidly changing program deadlines, facilitates the resolution of controversial payroll problems for the serviced wing customers, and helps ensure proper interfaces with appropriate DoD and other financial systems.

4. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Manages the review of a variety of financial policies, guidelines, data, documents, reports, processes and procedures to determine trends preventing accurate payments. Identifies actual and potential problem areas and develops actions and taskings to improve operations, correct deficiencies and resolve all discrepancies, differences and problems posed by internal and external sources. Directs the preparation, analysis, reconciliation, consolidation and submission of all required finance reports within established deadlines to higher level management. Executes policy made at higher levels and provides policy, administrative and technical guidance.

5. Exercises accountability and leadership oversight of audits and operational reviews performed by the Internal Control and Quality Review units to ensure correct and proper execution of DoD guidance, policies, and procedures with respect to all previously mentioned pay operations. Advise senior leaders of findings and recommendations for corrective action and coordinates with appropriate directorates to improve pay processes.

1. Provides technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits' programs, which may include workers' compensation, health and life benefits, Thrift Savings Program (TSP), awards, performance management, retirement, etc. Develops and carries out specific projects to accomplish the technical support mission of the Human Resources Office. Advises supervisors and employees on regulatory requirements of the programs and develops instructions. Reviews and interprets policies, directives, and other issuances by the Office of Personnel Management (OPM), National Guard (NGB), Department of Labor (DOL), and outside control agencies for applicability to activities serviced. 2. Injury Compensation: Serves as a technical expert in matters regarding employees' claims for Workers Compensation. Serves as the Injury Compensation Program Administrator and primary point of contact for the Federal Employee's Compensation Act (FECA) program for facilities at numerous statewide locations. Investigates facts and develops cases relative to on-the-job injuries, illnesses, processes non-routine and routine claims which require identifying and substantiating information; and compiles pertinent information for use in filing, as well as controverting claims. Coordinates case details between employees, supervisors, medical personnel, and claims offices. Reviews claims and medical documents. Reviews CA-1, CA-2, and other program forms submitted by/for employees concerning occupational injury, illness or disease for accuracy and completeness. Solicits required information from employee and supervisor, as necessary, to complete documents. Obtains facts to reconcile any noted conflicts or discrepancies in description of injury or accident site. Assesses and analyzes situations to ensure minimum compensation costs are expended and light duty policies are implemented. When appropriate, coordinates with management and other HRO Specialists to ensure light duty is afforded the employee. Works through appropriate channels with the DOL, Civilian Personnel Management Service (CPMS) Injury and Unemployment Compensation Division (IUCD), and supervisors to determine that payment of legitimate claims is made, fraud is reported, and questionable claims are reviewed. Researches and presents any questionable cases to DOL for further action. Provides information and assistance to claimants and supervisors concerning processing procedures. Tracks claim status and follow-up requirements, monitors and coordinates eligibility for continuation of pay for eligible claimants. Provides counseling to employees and supervisors on matters relating to workers' compensation, such as potential job reassignment are light duty, options regarding leave for time off the job, and potential compensation. Obtains facts to reconcile apparent conflicts regarding payment of benefits, medical bills, etc. Researches, writes, and composes draft local instructions, directives, and reporting requirements for the FECA Program. Manages and monitors Office of Workers Compensation Program (OWCP) cost for the state, and develops programs and processes to help reduce OWCP costs by coordinating with employees, Department of Labor, medical professionals, and supervisors to return employees to work as soon as medically possible. Provides background information or answers congressional inquiries related to injured employees claims. Makes initial contact with all compensation recipients and subsequent contacts as necessary. Works with rehabilitation counselors and field nurses on return to duty under the Nurse Intervention Program. Utilizes the Injury Compensation/ Unemployment Compensation (IC/UC) computer system to make inquiries and monitor claim status. Analyzes claims to determine appropriateness of payment. Responsible for processing and maintaining the various IC claims forms and providing additional information as required in the completion/ submission of such forms. May initiate appeals of unwarranted claims and attends the IC appeals hearings. Maintains automated data system and produces required reports. Prepares program publicity and local instructions implementing specific portions of the Worker's Compensation program. Develops, modifies, and conducts FECA and Worker's Compensation training to supervisors, managers, and conducts briefing for technicians.

--Serves as advisor to commanders on assigned unit human resources (HR) programs. Interprets policy and provides procedural guidance to commanders, supervisors, and staff members. Provides guidance and assistance on unit program(s) for which responsible. Provides training to supervisors on all military human resources issues. Analyzes data and subsequent determinations regarding any number of human resources matters that may involve or affect AGRs, drill status guardsmen, and/or family members. --Plans, directs, controls and provides advisory services on all aspects of the Career Enhancement program for both Active Guard Reserve (AGR), unit drill status guardsmen, full time technicians and potential members. Develops internal policies and procedures governing administration of the following programs: Officer Performance Report/Enlisted Performance Report (OPR/EPR), and officer, enlisted promotions and enlisted demotions. Monitors monthly reports on performance raters and changes of raters to maintain an accurate record. Provides administrative control, management, development and advisory service for military awards and decorations. --Plans, directs, and controls all aspects of the Customer Service Program. Manages the Air Force Personnel Records System. Develops procedures and establishes policy for building, updating, auditing, and accountability of and disposition of automated and manual records. Monitors the maintenance and security of the Unit Personnel Record Group (UPRG) ensuring content meets regulatory requirements and are safeguarded. Manages the Point Credit Accounting and Reporting System (PCARS) program. Is the focal point within the MPF for various entitlement programs (i.e., TRICARE medical/dental, Survivors Benefit Plan, Thrift Savings Plan (TSP), Family Care Program, etc). Provides assistance and information on active duty benefits for AGR members. Monitors and provides technical guidance to workers performing counseling regarding the Servicemen Group Life Insurance (SGLI) benefits. 1. Assists technical transportation advisor and higher graded staff on all statewide operating matters dealing with commercial movement of personnel and equipment. Analyzes and advises on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via all commercial transportation modes. Assists in the development of, maintains, and exercises the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Assists in input to the Defense Movement Coordinator (DMC), as required, with the preparation of the commercial transportation portions of the Automated Unit Equipment List (AUEL). The Medical Support Assistant in Patient Care Services at the Central Arkansas Veterans Healthcare system in North Little Rock, Arkansas is assigned to Health and Wellness System of the Department of Veterans Affairs Medical Center and may assist other inpatient/outpatient areas as needed.

The primary duties of the Medical Support Assistant (Advanced) may include but are not limited to:

The incumbent reports to Chief, Medicine Service and the duties include, but are not limited to the following:

• Oversight of day-to day clinical operations in the Gastroenterology Section, including procedural areas.
• Identifying and addressing barriers to high quality care delivery and patient safety. Communicating through the chain of command in a timely manner for issues that cannot be solved at the section level or have an impact beyond the section.

• Provide comprehensive patient care in the form of invasive, non-invasive, consultative, and inpatient and outpatient Gastroenterologist patient care.
• Provide services such as outpatient examinations, consultation services related to GI, management of patients with Hepatitis C with the current treatment regimen, and admission status to the facility.
• Diagnose, treat, and manage patients with gastrointestinal diseases according to standard, usual, and acceptable methods, and technique.
• Oversee the administration of conscious sedation, perform GI procedures such as EGD (gastroscopy), EGD with Peg, colonoscopies, paracentesis, liver biopsy, and other procedures as appropriate and in-line with your technical skills.
• Provide patient care that is compassionate, appropriate, and effective for the promotion of health, prevention of illness, and treatment of disease.
• Participate in rotating on-call schedule with other clinicians in the section.

1. Develops and provides technical loadmaster FTU initial qualification flight training, instruction, and evaluations to all Reserve, Guard, and Active Duty aircrew members. Develops and provides instruction techniques used for various Mission Specific Duties such as: Combat Aircrew Training, Mobile Aerial Port, Night Vision Goggle Operations, Presidential Support Missions, Functional Check Flights, Aeromedical Evacuation, Emergency Airlift of Personnel, Test Certification, Combat Offload, Pyrotechnics Manual Launch Procedures. Training provided includes the full cycle of theory, formal classroom instruction, and actual on the job practice. Develops instructional standards, training plans, tests, lesson plans, and other training material. Develops, establishes, validates, and maintains unit loadmaster training program. Analyzes, interprets, and instructs guidance. Writes and modifies general guidelines from a broad scope of principles, concepts, technology and methodology in order to form a practical lesson plans for flight training and emergency ground egress. Counsels students, evaluates student potential, makes determinations on readiness for evaluation, and recommends/initiates military reclassification actions as appropriate. Evaluates the effectiveness of the training program. Reviews training objectives and determines the scope of training required. Evaluates student performance, annotates and maintains student training records. Ensures students safely execute the demonstrated methods of flight duties. Writes and modifies general guidelines from a broad scope of principles, concepts, technology and methodology in order to form practical lesson plans for flight training and emergency ground egress training. Schedules and conducts training for instructors and flight examiners on instructional methodology, student assessment, and training techniques. Schedules and conducts ground and flight training for qualification and proficiency requirements, encompassing all loadmaster crew duties. Maintains required course documentation/records. Leads or participates in process improvement teams to recommend improvements to instructional methods or processes. Participates in workshops and course reviews. Recommends formal course changes. Provides feedback on courseware and instructional effectiveness through the loadmaster manager/operations officer. Explains and demonstrates the proper method of executing assigned duties during flight.

DUTIES CONTINUED UNDER EDUCATION

1. Performs routine and nonroutine material coordination duties forspecial programs, maintenance, or production shops.
2. Responsible for local management of decentralized and decontrolleditems which requires technical intervention to assure effective supplysupport and economy. Items are less stable or standardized and do notlend themselves to routine control through the use of the computer andvariable supply level formulas. Plans requirements, both quantitativeand monetary, to satisfy customer needs. Authorizes procurement and isresponsible for funds management
3. Responsible for limited aspects of storage management. May developand install local procedures and techniques to achieve and maintainsmooth, effective, and coordination storage operations.
4. Performs other duties as assigned.

(1) Planning: Plans weekly or monthly work schedules and sequence of operations. Establishes deadlines and priorities based on established general schedules, methods and policies. Determines skills, materials and equipment required to do the work. Participates in the initial planning of current and future work schedules and development of budget requests. Provides workload data, estimates, information on staffing needs, and recommendations as the scheduling of projected work.

(2) Work Direction: Assigns tasks to be performed. Explains work requirements, methods, and procedures. Instructs subordinates on new procedures or methods and provides assistance on difficult or new problem areas. Reviews work in progress or on completion. Makes adjustments as necessary to effectively and economically accomplish the work. Notes and investigates work related problems and independently implements corrective actions which can be taken without affecting work operations controlled by other supervisors. Assures that equipment and materiel is available when needed. Coordinates work with other units.

(3) Administration: Recommends and participates in the selection of personnel to fill vacancies. Schedules and approves leave of subordinates. Sets performance requirements and makes formal and informal performance appraisals. Determines training needs of subordinates and arranges for its accomplishment. Counsels employees on problems. Adjusts informal complaints through discussions with employees and union representatives. Takes informal corrective action on conduct or performance problems. Initiates proposals for disciplinary action where needed. Works to achieve the objectives of Government-wide programs and policies, e.g., equal employment opportunity and labor management relations. Promotes the participation of subordinates in programs such as the suggestion program, cost reduction program, etc. Ensures that regulations governing safety and housekeeping are observed with appropriate protective clothing and equipment being utilized. Maintains production reports and records. Periodically reviews position descriptions of subordinates for currency and accuracy. Initiates the detailing of subordinates to positions other than their own. Initiates or participates in review and improvement of work methods, organizational features, and the structuring of positions to eliminate unnecessary positions and achieve optimum content in those remaining.

(4) Performs the nonsupervisory work of the function as needed.

(5) Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.

(6) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies.

(7) Performs other duties as assigned.

Court reporters are responsible for reporting court proceedings verbatim in court and in chambers, for producing requested transcripts, and for filing required transcripts electronically in CM/ECF with the Clerk of Court.

The initial deadline for applications is November 22, 2024. Applications received by this date will be given first consideration. Thereafter, submissions will be accepted until the position is filled.

REPRESENTATIVE DUTIES:
The Official Court Reporter performs duties and responsibilities which include, but are not limited to, the following:

• Performs court reporting services for judicial proceedings.
• Display realtime transcript to the bench and court staff.
• Backs up daily (rough) transcripts to an internal shared drive within twenty four (24) hours of the proceeding. Provides and maintains personal equipment to include realtime equipment, which must be compatible with court equipment.
• Maintains accurate, legible records which are subject to audits and/or available to read back any or all portions of the court records.
• Provides transcripts and copies, at the request of a party or the court, within time frames and cost requirements established by the Judicial Conference of the United States.
• Determines that billing and formats comply with Judicial Conference requirements.
• Performs other duties as assigned.
