Enabling patient and public involvement To act as a champion for patients and their interests andinvolve the public and patients in the policy development and decision-making of ICS. To adhere to the NHS Managers Code of Conduct and any other relevant professional codes of conduct at all times Key Functional Responsibilities Project Management Managing the set-up and delivery of projects, working with colleagues and subject matter experts on the strategic planning, scoping, design and the delivery. Deliver significant projects for the ICS that supports system transformation and delivers corporate transformation across the new operating model. Manage the whole lifecycle of a project, reporting on progress and managing risks and issues, escalating where necessary to the project board. Support organisational change and the uptake of initiatives that support excellence. Ensure benefits are identified, understood, measured, tracked and owned. Demonstrate flexibility and support new programmes and projects where necessary. Analysis & Judgement Identify options using agreed criteria and use initiative to test solutions in advance. Contribute to the development of key performance indicators and milestones for specific projects. Interrogate and analyse, sometimes highly complex, information to support the delivery of clear project reporting and project outcomes. Write and submit regular project reports for the programme board showing progress against milestones, status, resource requirements, issues, risks and dependencies, making recommendations where a range of options may exist. Communication Provide additional support to the wider project management team through working flexibly to directly assist other projects where they may be a subject matter expert or through research and development and delivery of materials as required. Provide expertise of best practice change and project management methodologies. Communicate, engage and build relationships with key strategic policy makers to influence the development of strategy and policies. Engage and manage relationships with stakeholders to achieve a common purpose and realise mutual benefits where there may be contentious decisions to be made around performance or finance etc. Forge close working relationships across the organisation to facilitate an effective matrix style approach to delivery of projects and programmes of work. Financial and Physical Resources Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities, monitor expenditure on a regular basis. Budget holder for specific projects, tracking and reporting on spend. Monitor and manage the budget effectively, acting in accordance with organisational financial policies and procedures. Constantly strive for value for money, ensuring financial balance is achieved. Provide financial updates as required. People Management Responsible for recruitment of new team members. Responsible for undertaking Personal Development Review and personal development of team members. Lead multi-disciplinary teams and manage interactions between other internal functions as required. Information Management Drafting detailed reports summarising status on issues, appraising outcomes, and providing progress reports for the Senior Team. Collate as required, a range of information and lead appropriate analysis to develop robust business cases and contribute to project products. Analyse, interpret and present data to highlight issues, risks and support decision making. Policy and Service Development Works within organisation and national guidance, interpreting national guidance relevant to the project and acting a subject matter specialist within the specific project area. Develop standardised operation processes and procedures for projects, and work with senior team members to develop project management policies that apply across NHS England/Improvement. Keep patient interest at the centre of all activities and involve patients and public in policy development and project and programme delivery where appropriate. Research and Development Plan, develop and evaluate methods and processes for gathering, analysing, interpreting and presenting data and information Co-ordinate project initiatives, delegating as appropriate. Planning and Organisation Contribute to the strategic planning of team projects, identifying interdependencies across projects/functions, potential impacts on the wider organisation, resource requirements and building in contingency and adjustments as necessary. Contribute to short, medium- and long-term business plans, achieving quality outcomes. Key Working Relationships Operate effectively in a flexible and demanding environment and proactively engage with key stakeholders. Work effectively with a variety of external consultancies working on other projects and programmes within other NHS directorates as required. Communicates and provides highly complex information to a wide range of internal and external stakeholders. (verbal, written and numerical) Work and engage constructively with stakeholders on a range of issues. Nurture key relationships and maintain networks internally and externally. Ensure close liaison with the Communications and Stakeholder team on public relations and marketing activities. Apply a structured project management approach and methodology in relation to project management. May deputise for senior staff as required.
