To ensure coordination and impact of DOL programs and policies, incumbent monitors labor and employment mandates, policies, programs, and initiatives to include technical assistance and programming of third countries, ILO and other international organizations, and nongovernmental organizations (NGOs), as they pertain to Ghana and West Africa.

• Utilizes professional judgment and ingenuity in developing new theories and providing technical assistance to the Ghanaian, Ivorian and other West African governments in order to address child labor and forced labor, facilitate legal reforms consistent with international labor standards, and ensure effective enforcement of labor laws and regulations.

CSC oversees the content and format of WJPC's strategic communications efforts to ensure conformance with established mission and strategic goals. Incumbent oversees the management of all strategic communications activities to ensure both quality and content in developing the organization's guidelines. CSC provides leadership for internal and external projects to meet WJPC's communications needs. Prepares and presents briefings on organizational mission and strategic initiatives through meetings and training sessions. Facilitates those processes and assists the Associate Director of Outreach and Communications, the Chief of Staff, and the Director in evaluating the results of that feedback related to Perry Center operations and develops a plan to change, improve, or enhance current efforts. The CSC is also sensitive to balancing security concerns with what information should and should not be publicly available.

The CSC leads and/or participates in executive leadership teams and ad hoc committees or coordinates with other organizations providing public affairs and media program support to conceive, design, and implement communications campaigns, strategic communications programs, publications, and other media activities. Orchestrates or performs communications activities in English and Spanish to include but are not limited to speeches, briefings, and presentations delivered by the Director to wide and varied audiences, but also written material, publications, brochures, and electronic information in various forums or social media platforms. As the leader of public information dissemination for the Perry Center, responds to information inquiries from stakeholders, foreign governments, or the general public, routing questions to appropriate staff and ensuring suitable responses are provided according to the requestor in a timely manner. As required, prepare and deliver lectures in Spanish and/or English for Perry Center programs in strategic communications and media relations. Instruction and assistance contribute to the student's capacity to contribute to the defense and security sectors. Coordinates pre-publication security review of material with appropriate authorities as well as the development of internal strategic communication products. This role includes supervising a Public Affairs Specialist to create graphics and multimedia products and designing, developing, and promulgating quality products to be incorporated into the agency website and utilized in other initiatives, publications, or advertising campaigns.

• Serves as liaison to Senior Management, providing AQ reports in a timely and effective manner.
• Collaborates with the Director of Acquisition to draft SOPSS and provide guidance on applicability of current acquisitions statues, regulations, and supplements as necessary.
• Reviews and evaluates solicitations, requests for proposals, long-term contracts, and procedures to ensure compliance with Federal Acquisition Regulations (FAR), internal operating procedures, and policies.
• Conducts routine reviews of contract files within the electronic contract system to verify completion of all required documentation.
• Acts as the primary liaison with NEH's Accounting Office, ensuring integration with the accounting system.
• Manages reporting on Open Obligations, vendor, and banking information.
• Aids with processing payments and resolving related issues.
• Serves as the AQ liaison between the Administrative Research Center (ARC) and the Prism contract writing system.
• Supports AQ staff in utilizing the governmentwide contracting systems effectively (i.e. G-Invoicing, SAMS, CPARS and FPDS-NG).
