Close to the California mainland, yet worlds apart, the park encompasses five of the eight California Channel Islands (Anacapa, Santa Cruz, Santa Rosa, San Miguel, and Santa Barbara) and their ocean environment, preserving and protecting a wealth of natural and cultural resources. The park bridges two biogeographical provinces and in a remarkably small place, harbors the biologic diversity of nearly 2,500 miles of the North American coast.

Like the Galapagos Islands of South America, isolation has allowed evolution to proceed independently on the islands. Marine life ranges from microscopic plankton to the blue whale, the largest animal to live on Earth. Archeological and cultural resources span a period of more than 13,000 years of human habitation.

The protection of these fragile island resources was ensured when Congress, in the act that created Channel Islands National Park in 1980, established a long-term ecological monitoring program to gather information on the current health of resources and predict future conditions. This information provides park and natural resource managers with useful products for recreation planning, conservation and restoration programs, and early identification of critical issues.

The islands were set aside by Congress not only to preserve these resources, but also to provide for your enjoyment. If you visit the park, you will be one of a very select group. The purpose of the Child and Youth Programs (CYP) Child Development Center (CDC) Director position is to administer and supervise the overall operation of the designated CDC.  Applies professional knowledge of child development principles to supervise facility based programming of quality, affordable, safe, healthy and developmentally appropriate childcare and preschool services for children of active duty Marines and Department of Defense (DoD) civilian personnel.  A variety of services are provided in accordance with demand and availability to include full-time child development programs for children ages 6 weeks through 6 years old, emergency care, developmental assessments, and extensive staff training and parent education programs. 

Major Duties and Responsibilities 

The CDC Director is responsible for the administration of the facility to include implementation of developmentally appropriate programs, budgeting and financial management, personnel management, program operations, and compliance, among other tasks. These tasks are summarized below. 

Program Management 

Applies professional knowledge of child development principles to supervise the CDC's developmental programming.  Ensures implementation of a developmentally appropriate program that promotes the social, emotional, physical and cognitive growth of children.  Provides program oversight and accountability for the performance of employees and the safety of children in accordance with DoD, United States Marine Corps (USMC), and local policies and standards. Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel.  This may include hours of operation and programming needs of the military community. 

Provides oversight for services that may include:  part day preschool programming for selected days of the week, evening child care for selected days, occasional hourly and supplemental child care.

Maintains liaison with local institutions and community organizations to stay abreast of trends and changes in the community.  Interacts professionally with employees, parents, volunteers and 
local installation command personnel.  Participates actively and positively in managing and resolving issues with parents, volunteers and/or employees. 

Budgeting and Financial Management 

Develops integrated budget input, conducts written analysis of budget variances as necessary, and prepares justification for funding of program resource requirements and repairs or maintenance of facilities and equipment.  Oversees the collection, accurate accounting, and reporting of funds received from patrons. Paid Time Off: 50-55 days of paid time off per year (26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year and possible 5 day paid absence for CME)
Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA

Licensure: 1 full and unrestricted license from any US State or territory

Major duties include but are not limited to:

• Collaborates in a team-oriented professional environment to develop new models of care that improve access and coordination of care; educates and empowers Veterans and their families; enhances the quality of human interactions and therapeutic alliances; and promotes the coordination, continuity and integration of care. Demonstrates flexibility, integrity and accountability in a work ethic that emphasizes excellence and quality.
• Directs health care programs, delegating authority and responsibility to meet both VALBHS and Medicine Healthcare Group (HCG) goals
• Supervises the clinical Section Chiefs in addition to assigned Medicine Service administrative staff, and responsible for assigning duties to staff within Medicine Service.
• Collaborates with hospital leadership in identifying strategic opportunities and initiatives; Develops, as appropriate, key performance metrics (KPIs).
• Responsible for meeting clinical performance measures related to Medicine HCG and assisting hospital leadership, when possible, in meeting facility-wide measures.
• Participates in wide-ranging and higher-level management functions for Medicine HCG through participation and planning in operational boards, councils and committees within VALBHS, VISN22 and VHA.
• Serves as primary liaison for common interests between VALBHS and UC Irvine, and specifically, the Department of Medicine and its Subspecialty Divisions.
• Provide direct clinical and administrative oversight for medical students and Internal Medicine residents.
• Determines goals, priorities and direction for the Medicine Service and its clinical operations and administrative functions, reflecting and demonstrating support of the Medical Service, Chief of Staff, Medical Center Director's, VISN Network and National goals.
• Provide direct patient care in are of specialty approximately 30% of the time.
• Oversees all personnel management aspects of Medicine Service, including credentialing and privileging, defining scope of practice/privileges for medicine personnel, focused and ongoing professional practice evaluations, ongoing performance evaluations and assures the maintenance of continuing education for staff physicians.
• Serves on hospital committees and task forces, both standing and ad hoc, as appropriate
• Facilitates and encourages academic physicians to pursue education and research opportunities. Collaborates with the Chair, Department of Medicine, UC Irvine and oversees time allocation and activities of physicians involved in VA-approved and VA-funded research.
