• Serves under the direction of the N95 Program Director and may act for the N95 Program Director in all matters within existing policy. Represents the N95 Program Director when conducting visits to CNIC N95 operational activities and in discussion of operational matters with responsible officials. Advises the N95 Program Director on significant operational plans, programs, opportunities and problems.
• Directs and manages day-to-day N95 operational activities and performance through subordinate HQ personnel. Owns the operational performance of the division including meeting N95 leadership's approved strategic and annual plans.
• Serves as an Action Officer on taskers and leads and/or is part of multidisciplinary or cross-functional teams to develop and execute N95 plans/events and resolve complex, multi-faceted operational issues. • Serves as a senior analyst for N95. Provides oversight and coordination with CS program managers to ensure program policy and guidance effectively supports CS operations and meets DoD and DON requirements. • Executes N95 leadership's overall direction and guidance for the development, acquisition, evaluation, improvement, and sustainment of CS programs and initiatives for the Department of the Navy (DON). • Establishes and maintains contacts with key officials and senior staff personnel in Navy commands (e.g., OPNAV, Bureau of Naval Personnel, Navy Comptroller, Secretary of the Navy (SECNAV), Regional Commands), as well as other Services, DoD, Congressional staffs, and private industry to monitor new policies, determine Navy compliance with new programs, and identify trends. The Chief, Strategic Communications (CSC), is tasked with developing, implementing, and monitoring, a comprehensive strategic communications program designed to inform and educate general and specialized groups about the vision, mission, functions, programs, and services offered by the Perry Center. CSC oversees the content and format of WJPC's strategic communications efforts to ensure conformance with established mission and strategic goals. Incumbent oversees the management of all strategic communications activities to ensure both quality and content in developing the organization's guidelines. CSC provides leadership for internal and external projects to meet WJPC's communications needs. Prepares and presents briefings on organizational mission and strategic initiatives through meetings and training sessions. Serves as the primary Perry Center spokesperson and is the first point of contact for the outside media and other DoD and government agencies' Public Affairs and Congressional Offices. The CSC travels as part of the Perry Center team to WJPC events or activities in CONUS and abroad.

The CSC advises the Associate Director for Outreach and Communications, the Chief of Staff, and the Director on all current strategic communications program initiatives and objectives designed to meet the goals established in the Perry Center's strategic plan. Participates in Department of Defense and Inter-Agency conferences concerning long-range planning efforts and strategic communications matters. The CSC collaborates with senior leadership to ensure the organization's strategic and business goals are linked to current performance standards and evaluations of key WJPC programs. Analyzes conflicting views and seeks resolution by presenting sound recommendations, giving equal consideration to various points of view. Incumbent serves as the responsible party, consultant, and advisor for any issues or implications resulting from any strategic communications effort that could impact the organization. As the authority, the incumbent reviews changes to federal PAO/communications policy, procedures, schedules, and other related information, provides input and makes recommendations on behalf of WJPC through appropriate channels for consideration and/or adoption.

CSC provides continual analysis concerning ongoing initiatives to identify areas for improvement and makes recommendations for adjustment in both short- and long-range communications planning and programs. Incumbent advises senior leaders on metrics development, feedback process management, customer focus, and strategic performance indicators. Incumbent works to develop new ways of gathering meaningful input to develop more effective communications strategies and improve understanding of the agency's mission, activities, available products, services, achievements, and accomplishments. Facilitates those processes and assists the Associate Director of Outreach and Communications, the Chief of Staff, and the Director in evaluating the results of that feedback related to Perry Center operations and develops a plan to change, improve, or enhance current efforts. The CSC is also sensitive to balancing security concerns with what information should and should not be publicly available.

The CSC leads and/or participates in executive leadership teams and ad hoc committees or coordinates with other organizations providing public affairs and media program support to conceive, design, and implement communications campaigns, strategic communications programs, publications, and other media activities. Orchestrates or performs communications activities in English and Spanish to include but are not limited to speeches, briefings, and presentations delivered by the Director to wide and varied audiences, but also written material, publications, brochures, and electronic information in various forums or social media platforms. As the leader of public information dissemination for the Perry Center, responds to information inquiries from stakeholders, foreign governments, or the general public, routing questions to appropriate staff and ensuring suitable responses are provided according to the requestor in a timely manner. As required, prepare and deliver lectures in Spanish and/or English for Perry Center programs in strategic communications and media relations. Instruction and assistance contribute to the student's capacity to contribute to the defense and security sectors. Coordinates pre-publication security review of material with appropriate authorities as well as the development of internal strategic communication products. This role includes supervising a Public Affairs Specialist to create graphics and multimedia products and designing, developing, and promulgating quality products to be incorporated into the agency website and utilized in other initiatives, publications, or advertising campaigns.

The Chief serves as the Library's principal representative in matters dealing with the countries, languages and regions covered by the division. This includes the provision of services related to collections of the relevant countries of origin, the related American Diasporas, and engagement with East, South and Southeast Asia studies broadly. With guidance from the director, and in keeping with overall Library strategy and objectives, the Chief formulates the division’s vision, establishes the mission and goals, determines objectives, manages resources, and evaluates the overall performance of the division.   

The Chief has primary responsibility for building the collections of the de facto national library as it pertains to the growth and direction of the Library's Asian Division collections, facilitating research and reference service onsite and virtually, and coordinating library outreach and engagement with a large and diverse array of users and communities. 

The Chief is responsible for effectively communicating and cooperating with stakeholders across the Library, and with external organizations. 

Operationally, the Chief is responsible for governance and compliance within the division, setting policies for, administering, and supervising division staff, programs, services, and activities, and ensuring the overall administrative and operational effectiveness of the division, in keeping with established policies, procedures, and timelines. 

The Chief has responsibility for oversight and administration of all aspects of the division’s organization, services, and programs. Incorporates inclusive and equitable policies and processes to ensure diversity and accessibility in all collections development, research service, and outreach and engagement efforts.  Establishes and maintains an assessment approach to ensure the division evaluates its effectiveness and strives for continuous improvement. 

The Chief sets and implements a collection development strategy that ensures a diverse, balanced, and sustainable portfolio via the division’s East Asia Section and South, Southeast, Tibetan, and Mongolian Section. Ensures appropriate collections storage and management via the Collection Services Section. Supports the Library’s mandate to have collections that are inclusive and representative of a diversity of creators and ideas and ensures the acquisition of material of underrepresented perspectives and voices.

Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets, and adjusts short-term and long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Observes workers’ performance; demonstrates and conducts work performance critiques. 

The Chief establishes and maintains effective working relationships with various high-level officials, including Members of Congress and their staff, other legislative and executive agencies, donors, and distinguished members of the public, to advance the mission of the Division and the mission and goals of the Library.

Establishes and maintains close and cooperative working relationships with Library officials, other government agencies, and academic and cultural institutions with related interests in the subject areas of the Division. The Information Technology Specialist (IT)/Associate Director of Infrastructure Operations (IO) will support the Director of IO by providing the expertise and skillset to:

• Define technical requirements for network and server infrastructure, including network management platforms, cloud computing solutions, cloud communications and collaboration systems, physical and virtual appliances, cloud storage, and commercial off-the-shelf (COTS) software.
• Oversee the coordination of network operations, server maintenance, and infrastructure support to ensure efficient operations and timely resolution of issues.
• Assist in the oversight of contractor teams responsible for server and storage resources, network and telephone systems, communications support, disaster recovery, and infrastructure services delivery.
• Develop project plans and budgets for network initiatives, determining scope, methods, and resource requirements. Coordinate actions for the implementation of new technologies.

BRIEF DESCRIPTION OF DUTIES

• Ensures that all parentage and support filings and branch procedures comply with the requirements of all relevant statutes, regulations, rules, and business practices
• Manages quality assurance and data entry functions in the court’s case management system(s) for all new and subsequent filings in all parentage and support proceedings
• Oversees and manages all financial functions relating to collection and processing of non-routine cash child support payments, alimony, bonds, restitution, wage withholding orders, notices to withhold income, copies and other fees; and uses the appropriate accounting practices to oversee the receipt, safeguarding, and accounting of such expenses
• Manages the processing of all necessary documents associated with the issuance and execution of all bench warrants in parentage and support and domestic relations cases
• Assists in planning, developing, and administering programs designed to accomplish branch functions
• Evaluates policies, procedures, and practices, and makes recommendations to the Family Court Director’s Office for improvement
• Evaluates subordinate supervisor(s) and reviews all employee evaluations; ensures training requirements are met and are adequate for employees to perform all duties
• Collaborates with division-wide managers and other divisions of the D.C. Courts, as well as with other public and private agencies, as needed, to coordinate shared work-related programs and objectives of the Courts
• Ensures timely and accurate recalculations of child support balances and payments pursuant to court orders issued by the judicial officers of the Family Court
• Processes administrative and judicial orders enforcing liens, garnishments, and writs of attachment used to enforce child support judgments
• Processes accurate wage withholding orders and notices to withhold income in non-IV-D cases
• Conducts performance evaluations for subordinate supervisors, and reviews all evaluations completed by those supervisors

The duties and responsibilities for a Supervisory Contract Specialist generally include, but are not limited to, the following:

• Procure a wide array of high-dollar products and/or professional and technical services.
• Complete contract pre-award or post-award phases of an acquisition program cradle-to-grave.
• Lead or supervise a team of Contracting Specialists.
• Advise management on complex and sensitive procurement matters within the purview of the Group he or she supervises.
• Provide Acquisition advisory services and Small Business Advocacy.
• Develop work improvement plans, identifies training needs, interviews candidates, and recommends personnel actions, as necessary.
• Perform contracting work that requires the application of contracting methods and contract types to plan and carry out long-term pre-award and post-award procurement actions.
