Job Summary

This position is responsible for managing and controlling network strategies, reimbursement contract negotiations, contract drafting, contract administration and issue resolution for 200 hospitals, 65 downstate PPO hospitals, 80 Medicare hospitals and 80 Medicaid hospitals In Illinois. The position is responsible for determining reasonable cost reimbursement (MRC) and for maintaining the integrity of these contracts.

Responsibilities include but not limited to:

• Develops and annually renegotiates reimbursement contracts with hospitals in Illinois and responsible for resolution of disputes and issues arising between HCSC, Med Select, Plan, PPO downstate, and Workers Choice contacts and hospitals.
• Develops network, drafts reimbursement agreements, and negotiates reimbursement contracts for all institutional providers, Plan, and PPO downstate.
• Responsible for completion of all MRC audit settlements and MRC billing budget and related activities.
• Responsible for maintaining the quality and consistency in the MRC audit process among all contracting hospitals.
• Responsible for maintaining the integrity of the Plan Hospital Contract and audit capability.
• Handles inquiries and requests for clarification and interpretation of the Plan Hospital Contract provisions and matters relating to preparation and submission of cost reports from providers.
• Adapts concepts to cost report treatments and settles cost reports taking into consideration changes in current policies, changes in GAAP and GAAS and changes in the Hospital industry’s financial practices.
• Determines when to allow or disallow certain costs on the Blue Cross Cost Report based on Audit Guide/GAAP and/or other intangibles.
• Negotiates new MRC contracts when hospitals change ownership or new hospitals enter the market.
• Assists VP in negotiation of new network products (Medicare Select, Workers Choice, CHP, etc.)
• Negotiates contracts and renewals for downstate PPO, Med Select, and Workers Choice contracts.
• Determines whether or not to bring a provider into certain type of contract situation given a multitude of factors (for MRC, PPO, CHP, etc.)
• Interacts with the Finance Division on monthly MRC accrual calculations
• Works with internal and external auditors to accomplish specific audit of department operations or information requirements.
• Develop and implement overall provider network contracting strategies that provide better value to customers. Within the framework of the overall provider network contracting strategy, develop and implement individual provider strategies.
• Using sophisticated modeling and valuation systems make assessments and set parameters for acceptable payment level targets. Devise strategies to reach agreement with providers within acceptable payment level targets.
• Negotiations individual provider contracts.
• Oversee research on and development of payment methodologies in response to provider requests, new technologies, local and national payment trends, and contracting strategies in order to improve payment value for customers.
• Oversee the creation and maintenance of financial modeling systems to support the development of contracting strategy and individual contract negotiations including but not limited to the following:
o Predictive modeling of the expected effect on payments for contract rate and structure changes as part of individual provider contract rate proposal and overall contract strategy evaluations.
o Cost analysis and contribution to margin analysis on an overall network and individual provider basis.
o Historical payment and utilization trend analysis by provider or by type of service.
o Peer provider comparisons and analysis.
o Medicare Payment comparisons and analysis.
• Through extensive analysis provide analytical, statistical reports to internal departments regarding estimated financial impact of contract strategies and proposals/alternatives.
• Service as liaison in coordinating provider contracting strategies, explanation of contract rates, contract structure, contract language, historical payment performance and predictive modeling results.
• Communicate and interact effectively and professionally with co-workers, management, customers, etc.
• Comply with HIPAA, Diversity Principles, Corporate Integrity, Compliance Program policies and other applicable corporate and departmental policies.
• Maintain complete confidentiality of company business.

Oversees on-sight contacts to increase awareness of and referrals to target programs/services.

3. Collaborates with business and data analysts to report on key clinical, operational and quality metrics including data relevant to patient experience, access information and NPS. Assists patient relations and managers to address service complaints and facilitate service recovery.

4. Ensures funds provided by donations to MDPs through the Banner Health Foundation are utilized according to donor-intent; tracks and provides information and metrics requested by the Banner Health Foundation to meet donor reporting obligations.

5. Develops and maintains positive relationships with professionals, national and/or local associations and planning agencies. Serves on committees as an ambassador for the assigned multiple disciplines and represents the organization in task forces, community affairs and special project groups when necessary.

6. Aligns the goals of assigned MDPS with those of the Cancer Center. Helps solidify the “identity” of each of the assigned MDPs, helping define the breadth and depth of activity at the programmatic level. Maintains high level of engagement among MDP members.

7. In partnership with The University of Texas MD Anderson Cancer Center in Houston ensures communication and alignment of the assigned multiple disciplines with counterparts, facilitates communication and identifies opportunities for research collaboration between BMDA and MDA.   

8. Promotes engagement, productivity, and competencies of staff team members. Mentors staff and onboards new team members to provide value to our internal and external customers, critical thinking, and problem solving. Supports Program Leaders with the planning, conduct and documentation of team meetings.

9. Internal customers include but are not limited to employees, patients, physicians, physician leaders and other directors and administrators at the local, regional, and corporate levels. External customers include donors, practicing physicians, vendors, and a community, state, or regional area.

MINIMUM QUALIFICATIONS

Must possess knowledge and skills typically attained through completion of a Bachelor’s Degree in business, marketing, nursing or other health-related field.

Must demonstrate abilities normally attained with 5 or more years of experience in program development, management and evaluation in a healthcare environment. This position can require extensive travel and must possess a valid driver’s license and be eligible for coverage under the company auto insurance policy. Requires excellent interpersonal skills.

This role faces unpredictable situations that may have significant financial and exposure for Banner’s brand. This role is responsible for coordinating services with other administrators, internal legal counsel, executives, and other staff. This position has constant contact with leaders, staff members, division and department heads, and medical staff that drives system integration. Customers of this position are both internal and external, including leadership, staff, physicians, medical staff, regulatory agencies, and community partners.

MINIMUM QUALIFICATIONS

Strong knowledge of human resources and business as normally obtained through the completion of a Bachelor’s Degree in Business, Human Resources Management or related discipline.

Requires extensive knowledge and background in talent development, talent acquisition, retention/engagement, and coaching. Also an operating knowledge in the areas of planning, developing, training, budgeting and organizing programs and services, typically acquired through a minimum of five years of progressively responsible human resources management experience is essential. Extensive experience in a large, complex, highly-matrixed, multi-site organization staffed by professionals in multiple disciples. Proven experience in leading best-in-class HR organizational practices. Experience in organizational settings comprised of diverse missions and economic drivers. Knowledge and thorough understanding of rules and regulations governing employment law and the health care business. Skilled in leading a best-in-class HR organization and practices; effectively handling multiple conflicting assignments, demands, and priorities with great attention to detail;. Excellent human relations, organizational and communication skills are essential. Demonstrates conflict management skills tactfully navigating and advocating while building trust and bringing clarity to conversations. Has an understanding of the business strategy and overall vision of the organization, practicing at the top of their capability.

SUMMARY OF POSITION

 

The Director of Nursing develops, organizes, directs, monitors, and evaluates assigned clinical programs in the hospital.  Provides oversight of nursing in other settings within the corporation.

• Provides management to nursing staff.
• Ensures proper nursing care is delivered to patients.
• Administers policies for documenting patient's conditions, vital statistics, diagnosis, and prescribed treatments.
• Provides guidance to nurses who provide treatment and administer medications.

• Tracks quality control, budgeting activities, compliance, and overall financial performance of the nursing department.
• Mentors and provides career development or succession planning to nursing staff and subordinate managers.
• Liaisons with staffing coordinators on matters of shift schedules and potential opening for nursing positions.
• Ensures adequate, properly prepared personnel carry out nursing service functions.
• Promotes optimum health care delivery. 
• Establishes goals and objectives for the corporation consistent with organizational philosophy.  Participates in budget preparation; manages budget. 
• Manages and coordinates program activities. 
• Coordinates program activity with other corporate programs and community resources. Ongoing professional staff development. Serves on committees, collects data as assigned. 

• Understanding and knowledge of relevant laws and regulations.
• Ability to understand nursing functions in an inpatient and outpatient setting.
• Ability to coordinate a multitude of services across a broad range of nursing setting
• Ability to manage large teams.
• Must utilize conversational speech for effective verbal communication. 
• Must be able to handle a high noise level, such as in some patient care areas. 
• Must be able to hear equipment alarms, overhead pages, and direct verbal communication.

Minimum Requirements:

Education Level

BSN or Bachelor’s degree in Health Care Administration or Business Administration, or related degree. 

Years of Experience

Must be a Registered Nurse in the State of Florida. Ten years of relevant experience, including prior management experience.  Experience working in a psychiatric hospital setting is required, with at least three years in a leadership role.

Preferred Qualifications:

Education Level

Post graduate degree in nursing or related field (MSN, DNP, DNS, or PhD)

Years of Experience

(MSN) Minimum of five years experience working in a psychiatric facility, with at least two years in a leadership role. 

National certification in psychiatric nursing.

Certification/Licensure

A graduate of an accredited nursing school, licensed as an RN in the State of Florida.
