The Assistant Associate Commissioner for Earnings and International Operations (AAC, OEIO) is the primary Social Security Administration (SSA) executive responsible for planning and directing a major portion of the operations administered by the Office of Central Operations (OCO). The work of the organization includes that performed by three divisions and a direct operations center that establish and maintain earnings and enumeration records supporting Social Security programs and provides direct service to claimants and beneficiaries through the National 800 Number network, Internet service, Workload Support Unit, Immediate Claims-taking Unit operations, and those responsible for overseeing dispersed foreign claims operations. The incumbent provides executive-level leadership and direction through a network of subordinate supervisors and team leaders.

Additionally, the AAC, OEIO:

• Provides executive leadership, guidance, direction, and control to activities relating to the three divisions, the direct operations center engaged in earnings and enumeration operations.
• Plans and directs activities related to the establishment and maintenance of basic records supporting national Social Security programs, activities related to foreign claims operations; directs the processing of foreign claims under the Social Security benefits programs, and maintains related beneficiary rolls.

Office Support

• Purchasing supplies and equipment utilizing purchasing guidelines and procedures, timekeeping functions, and preparing / processing documents associated with travel and timekeeping of staff.
• Schedules appointments, coordinates meetings, and/or conferences.

• Receives, accesses, routes or otherwise handles incoming and outgoing materials such as controlled or routine correspondence, reports, memoranda, and other forms of written communication.
• Tracks controlled correspondence, composes and edits correspondence, letters and reports, reviews correspondence and other written documents for accuracy.

• Performs office automation duties to prepare and create documents such as correspondence, forms, and reports which can include technical material, graphs, and charts.
• Enters information into established databases and similar systems which track various administrative activities of the organization.

• Receives and direct phone calls and interact with persons from within and outside the immediate organizational unit.

• Interact with a variety of internal and external stakeholders to accomplish organizational and district level actions, such as travel arrangements, training completion, organizational events and programs.
• Prepare various reports involving assembly of data.
• Use office automation to perform administrative duties.

• Serve as the administrative and legal assistant to AMLC-APG senior leaders, as well as all AMLC-APG attorneys and paraprofessionals.
• Independently perform administrative matters, to include receiving and screening incoming information through electronic mail, phone calls, or written correspondence.
• Draft, prepare, review, and track legal correspondence, memorandums, briefings and presentations, and executive notes.
• Assist and advise attorney action officers on all procedural and administrative aspects of staff actions.
• Serve in a variety of administrative roles supporting the Legal Center attorneys including, but not limited to the following:
• Automated Time and Attendance Production System (ATAAPS) Timekeeper: performing end-of-pay period checks to ensure automated timecards are completed accurately.
• Alternate Security Officer: ensuring all employees are issued security access badges during onboarding and all badges are turned in during out-processing.
• Government Purchase Cardholder: purchasing goods or services in accordance with established Department policy, procurement regulations, and individual internal office procedures.
• Perform legal research including researching legal reference files for specific information such as pertinent Federal and State statutes, cases, briefs, opinions and other points of legal significance.
• Key Control Custodian: maintains all forms and records required for key control, ensures that adequate control of all keys is accomplished within the custodial area as directed by the Key Control Officer and the SOP.

Specific duties include:

• Leads a unit or team of employees performing work at the GS-5/6/7 level.
• Provides guidance and technical direction for accomplishing the work of the unit or team.
• Ensures the work assignments of employees in the unit or team are carried out.
• Works with the supervisor in the assignment of functions to team members in order to meet routine and unusual deadlines and priorities.
• Serves as work leader, ensuring the work assignments of employees in the unit are carried out.
• Distributes and balances workload and tasks among employees in accordance with established workflow and/or job specialization. In case of a shortage of personnel due to scheduled or unscheduled leave, responsible for filing in and for distributing the workload to other team members to ensure smooth workflow.
• Ensures the timely accomplishment of assigned tasks, and ensures that each employee has enough work to keep busy. Monitors the status and progress of work and makes day-to-day adjustments in accordance with established priorities.
• Maintains current knowledge and answers questions about other employee's procedures, policies and directives.
• Trains or arranges for the training of team members in the accomplishment of tasks or projects. Gives on-the-job training to new employees in accordance with established procedures and practices.
• Monitors and reports on the status and progress of work, checks on work in progress, and reviews completed work to see that the supervisor's instructions on work priorities, methods, deadlines, and quality have been met.
• Obtains assistance and/or need information from the supervisor on problems that may arise or backlogs that cannot be disposed of promptly.
• Checks work in progress or spot checks work not requiring review, and reviews completed work to see that the supervisor's instruction on work sequence, procedures, methods, and deadlines have been met.
• Amends or rejects work not meeting established standards; refers to questions or matters not covered by standards and problems in meeting performance standards to the supervisor.
• Performs the following limited administrative personnel management functions:

1. Approves emergency leave for a few hours or for emergencies.
2. Provides information to the supervisor concerning promotions, reassignment, recognition of outstanding performance, and personnel needs.
3. Informs employees of available employee benefits, services, and work-related activities.
4. Reports to the supervisor on performance, progress, and training needs of employees, and on behavior problems.
5. Resolves simple, informal complaints of employees and refers others, such as formal grievances and appeals, to the supervisor or an appropriate management official.
