Major Duties: The primary function of incumbent is to work closely with the Director's Office, subordinates, and
investigators to ensure compliance with laws and regulations promulgated to ensure the protection of
human subjects in research. He or she will serve as the primary resource person concerning
compliance issues in accordance with the "Common Rule" (45 CFR 46 & 38 CFR 16). Specific focus
will include the Department of Health and Human Services (DHHS), National Institutes of Health
(NIH), Food and Drug Administration (FDA), and VA policies. The incumbent will be required to
communicate with researchers both verbally and in writing to advise them on policy matters, process
issues, and procedural requirements for conducting research involving humans, animals, and
biosafety. He or she will develop and revise, as necessary, written procedure documents
implementing the regulations. The incumbent will review all research projects involving human
subjects, including thorough review of all informed consent documents; animal subjects; and
biosafety. In addition, the incumbent will develop compliance training programs, ensuring they meet
regulatory requirements, is modified to include current information and is completed by appropriate
staff members. The incumbent will develop plans and programs for achieving and maintaining total
research compliance within a research environment.

Development of Programs, Policies, and Procedures
The incumbent will develop and supervise programs to ensure that compliance goals are developed
and implemented to identify, prevent and correct unsatisfactory conditions and elements which
influence the regulatory correctness and responsiveness of protocols. The incumbent will develop and
supervise data capture and reporting procedures to track progress of quality program management
initiatives.
The incumbent will identify indicators, progress measures, objectives and emphasis areas for the
attention of committee chairs and members. He or she will develop and review training materials,
presentations and information packages for the Research & Development's compliance and
assurance program. Based on samples or guidance from senior staff, develops materials to convey
program information to target audience.

Development of Criteria
The incumbent will develop and supervise reporting procedures, sampling techniques, and
measurements at various points in the business cycle to identify problem areas or inherent
weaknesses in work processes, procedures, information system and content.
He or she will develop indicators to provide objective evidence of effectiveness of quality procedures
and controls. The incumbent will identify operational activities that meet, exceed or fail to meet
established criteria. He or she will use standard qualitative and quantitative measurement techniques
to report on status of research compliance.

Program Implementation
The incumbent will investigate and analyze adverse quality trends or conditions and initiates
corrective action. Consults with technical experts to examine and analyze usual or problem situations
indicated by changes in program quality indicators. Performs in-depth research, analyzes operating
contingencies and special situations. The incumbent will monitor qualitative and quantitative
measurements to identify compliance program trends. He or she will identify areas requiring further
analysis. Recommends approach to senior staff.
Audits, Inspections, and Management Controls 10 percent
The incumbent will perform and oversee audits of local, investigators as part of the institutional quality
assurance procedures specified by the Research and Development Committee and Subcommittees.
Evaluates results of audits/inspections and forwards action to the responsible organization.

Training and Education
The incumbent will design training programs and organizational strategies for identifying opportunities
to improve compliance. Perform annual training for investigators involved in human studies, animal
studies, and biosafety.

Database Management and Analysis
The incumbent will supervise the administrative update of the research database systems; this
includes the Management Institutional Review Board (MIRB) database, and the Promise system
database.

Major Duties include:

• Monitors the abundance, distribution and size of selected marine invertebrates, algae and fish using underwater sampling techniques on SCUBA. Techniques include, but are not limited to, band transects, quadrats, random point contacts, video transects, fish transects, fish sizing, roving diver fish counts, size frequency measurements, recruitment modules, video/photo documentation and use of remote temperature loggers.
• Conducts intertidal monitoring and other field-based biological work.
• Acts as a lead diver for at least one other diver providing leadership and direction to conduct the above-mentioned work in often adverse environmental conditions.
• Provides logistical support for all non-field aspects of a subtidal marine monitoring program. This includes office work associated with field collection of monitoring data under the direction of lead Biologist and in accordance with kelp forest monitoring handbook. This requires proficiency of data entry, organizational skills, and quality assurance/quality control of data and basic understanding of MS Access Database.
• Assists in all aspects of preparing trip and annual reports.
• Assists in making field observations and documenting them appropriately.
• Maintains equipment and NPS diving certification. This includes maintaining all equipment used for the kelp forest monitoring program such as SCUBA life support equipment, underwater cameras, dive computers, sampling equipment used for conducting the monitoring.
• Identifies the need for repairs and replacement of equipment and supplies. Maintains an accurate log of maintenance and repairs.
• Meets and maintains all NPS-4 diving regulations. Provides logistical support including preparing menus, dive plans, manifests, data sheets, purchasing provisions, loading food and equipment for multiday monitoring cruises that take place in remote conditions.
• Provides information to others on resource management issues by giving oral presentations.
• Assists with preparing trip reports and drafts detailed annual reports on the kelp forest monitoring program to meet NPS inventory and monitoring program and park requirements. These reports include descriptions of methods, literature research, preliminary data analysis, graphs and charts, results, and recommendations for planning, protection, and mitigation activities.

THIS IS A T5 EXCEPTED SERVICE PERMANENT POSITION

The primary purpose of the IT SPECIALIST (INFOSEC), GS-2210-12, is to manage the Division level Communication Security Program (COMSEC) in accordance with the governing policies. Provide oversight of all COMSEC and resolves complex issues related to COMSEC with external organizations

• Manages the Command's Communication Security (COMSEC) Program and serves as the installation COMSEC Account Manager for a National Guard state Headquarters as the technical expert/authority responsible for all aspects of safeguarding, accounting, and supply control of COMSEC material. Maintain accurate documentation for inventories, issuance, destructions, possession, and reports in accordance with current regulations, guidance, and procedures. Generate, maintain and submit paperwork to appropriate authority IAW regulation and policy. Coordinates the receipt, preparation, issuance and destruction of all COMSEC material for the account. Responsible for the maintenance, patching, and upgrades to the key management information system(s).
• Conducts audits and inspections of subordinate accounts, and coordinates with applicable organizations/offices to resolve complex COMSEC issues. Conducts inspections of peer organizations when requested. Ensures the physical security and proper storage of the commands COMSEC facilities across the state/territory. Develop and update Risk Assessments, Emergency Plans, and all others planning material IAW regulation and policy. Report findings of audits/inspections to the command develop any account remediation plans as a result of an inspection or audit for command review. Ensures the states' and subordinate unit COMSEC programs comply with higher governing authority policies and guidelines.
• Ensures individual training and compliance necessary to maintain required COMSEC account access and Information System Privileged Access to perform required roles and functions across all COMSEC accounts. Provide training and resources for accounts holders on the safeguarding, accounting, and supply control of COMSEC material, as well as the function and usage of COMSEC devices, equipment and key generation.
• Advises the Command on the development and implementation of COMSEC related policy and procedures based on higher agency policies, directives, and command requirements. Possess knowledge of the principles, policies, and procedures involved in ensuring the security of communication services and data, and maintaining the communications environment on which it resides.

The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. The incumbent serves as the Pacific West Regional Inventory and Monitoring Network Program Manager. The primary focus of the position is coordination and administration of a science program. A strong science background is expected and experience in analysis and publication will strengthen a candidacy. Science skills will be employed in development of project designs and partnerships, peer review, technical consultation with other scientists, and execution of protocol and science program reviews. These coordination and administrative demands do not leave sufficient time to conduct independent research.

The NPS and Inventory and Monitoring Program's goals and objectives include:

• Inventory the status of natural resources under National Park Service stewardship.
• Monitor park ecosystems to better understand their dynamic nature and condition and to provide reference points for comparisons with other, altered environments.
• Communicate inventory and monitoring science findings and accomplishments to inform National Park Service planning, management, and decision-making.

• Active monitoring includes a wide variety of biological and ecological themes ranging from water quality, streamflow, and climate to vegetation, wildlife, invertebrates, landscape dynamics, and habitats.
• Leads, implements, manages, and serves as principal scientific advisor for a complex program of natural resource inventory and monitoring and related activities to address sensitive resource management needs that are affected by a wide variety of issues within and outside the parks.
