We are seeking a dynamic, dedicated, and talented individual to be the Supervisory Contract Specialist for OIG's Management and Planning Division (M&P). M&P provides expert consultative advice to the Inspector General and senior OIG leadership on administrative and fiscal policy, and provides direct administrative services in support of the important work performed by the OIG's nationwide workforce. This position is located in M&P's Office of Administrative Services (OAS), which provides direction and support to the varied responsibilities in the OAS portfolio including facilities management and building services, contracting and procurement, property management, voice telecommunications, transportation and parking, logistics, occupational safety programs, mail, printing, and audio visual and publications support. If selected for this position, you will join a well-respected team that is responsible for providing critical administrative and technical services in support of the OIG's core oversight mission. Typical work assignments include:
- Manages and directs the full range of acquisition planning, negotiations, award, modification, management/administration, and termination of contracts encompassing the full range of diverse and complex types.
- Represents OIG in a variety of duties such as the Bureau Ability One Representative, Bureau Small Business Representative and Bureau Acquisition Policy Representative.
- Plans work to be accomplished by subordinate, set and adjust short-term priorities, and prepare schedules for completion of work; assigns work to subordinate(s) based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of subordinate(s).
- Serves as the Bureau Acquisition Career Manager. Regularly attending the Acquisition Career Manager quarterly meetings and implementing any changes to the program within DOJ OIG.
- Serves as spokesperson for the OIG during complex contract negotiations that impact a sizeable portion of the agency's resources and is highly visible; coordinates with high level management and arranges for their participation in negotiation conferences, if necessary.
- Works with Program Managers, Contracting Officers, field activities, and others (Contracting Officer's Representatives, etc.) to resolve acquisition issues.
- Conducts compliance reviews of highly complex multi-million dollar contracts and also actions that fall under the Simplified Acquisition threshold to ensure that content of contract documentation is accurate and that all required documentation is incorporated.
- Manages Reporting/Compliance Requirements. Monitors contact oversight and compliance with data calls to include coordination and reporting as required or requested, for all protests awards, reports of procurement management reviews, inspections, investigations, contract operation.
