• Plan, fabricate and produce complex and specialized instruments, equipment, and models made from various materials (individually or combined) to support the research, laboratory, and field activities of the group and other groups within the Technical Service Center and Reclamation.
• The instruments, equipment and models can be used to detect, measure, record, and regulate various scientific and engineering phenomena including, but not limited to, velocity, discharge, vibration, speed, pressure, and stress. Fabrication requires knowledge and understanding of a multitude of different trades (mechanical, electromechanical, optical, pneumatic, etc.).
• Provide technical advice to engineers and scientists desiring unique measurements, assist in review and modification of provided preliminary sketches/plans, and use considerable judgment and decision-making on the planning, design, and implementation of instrumentation, model components, and specialized equipment based upon the incumbent's unique knowledge of materials, tooling, fabrication, finishing, and assembly processes. This includes the preparation of cost estimates for labor and materials, schedule estimates for fabrication, ordering materials, fabricating, and maintaining the instruments, models and equipment, and training others to use the fabricated instruments developed.
• Most projects require a keen sense of imagination and require the incumbent to use initiative to modify and/or combine a variety of standard trade work processes to develop unique instruments.
• Support laboratory construction and maintenance activities, as needed. Assists the laboratory Model Makers to design, fabricate and assemble deeply unique templates and equipment that may be required to fasten, secure or mount model components.
• Maintain the machine shop and other specialized laboratory and shop equipment, servicing or arranging for service or repairs of equipment as needed. Maintains a safe work environment and follows appropriate safety protocols in all work activities. Assists engineers, scientists, and model makers in selecting and/or fabricating safety devices and/or barriers that allow required laboratory and field testing to be conducted safely and efficiently.

Duties at the full performance level include:

• Negotiate contracts and agreements with property owners and concession agreement applicants which are often controversial, involving disputes over the authority ownership of the government and parties involved.
• Negotiate and resolve problems related to the area and location of lands needed for acquisition of new rights-of-way and management of existing project lands.
• Make decisions on resolution of trespass problems on what action to take, whether by negotiated agreements, leases, licenses, or by legal action.
• Develop and prepare permits, licenses, agreements, and rights-of-way documents and supervises the preparation of maps and exhibits.
• Conduct and coordinate land use inventory for the Western Colorado Area Office which involves gathering data for resource uses, rights-of-way, health and safety hazards, environmental problems, trespass, and unauthorized uses.
• Conduct studies to determine lands and rights required for project purposes, considering the requirements for construction, operation, and maintenance of project features.
• Conduct interviews with landowners or managers.
• Conduct field reviews and inspections, completes reports, and attends periodic training.

The incumbent serves as the Deputy and alter ego of the Chief of the public affairs group and fully shares the overall responsibility for the oversight and management of the public affairs office.

This position functions as a Supply Technician for the Albuquerque Area Office (AAO) with duty stations in Alamosa, CO. The primary purpose of this position is to provide property management, supply, and procurement support.

Duties include but are not limited to:

• Maintain and update motor vehicle reporting systems.
• Oversee the receipt, unloading and storage of incoming shipments of equipment and supplies, either manually or with aid of a forklift.
• Purchase supplies and equipment within the micro-purchase limit from General Services Administration and other Government agencies (mandatory sources).
• Provide technical expertise in various supply, warehousing, and property management disciplines.

- Serves as a team member who conducts and assists in conducting engineering studies regarding the numeric modeling of dam failure and other dam related flood hydraulic modeling simulations.
-Conducts dam breach analysis and 1D and 2D channel routing studies for the estimation of inundated areas below failed and non-failed dams.

- Performs senior level technical reviews of design work performed by the Water Conveyance Group and serves as the recognized technical specialist for Reclamation in the following technical areas: pipelines, canals, tunnels, and associated water conveyance appurtenant structures.
- Responsible for performing special assignments concerning the technical design procedures, methods, and practices used to develop and maintain technical specification paragraphs and standards for water conveyance facilities.
- Serves as team lead or mentor/advisor to team leaders on large projects with significant impact to large water projects, tribal nations, and statewide water resources. As team lead for the TSC on various projects, ensures communication between design groups, clients, and project recipients is maintained.
- Ensures Technical Adequacy of Group Work Products and Performs Peer Reviews. Responsible for assuring Reclamation water conveyance designs are appropriate for intended project purposes and are up to date reflecting current design methodology and are cost effective.

• Oversee assigned reservoir operations tasks, contracting actions related to water resources, as well as water quality projects and programs for the WCAO (Western Colorado Office).
• Implement policies and plans consistent with WCAO and UCB Region missions and provides leadership and direction in accomplishment of assigned projects.
• Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
• Give advice, counsel, or instruction to employees on both work and administrative matters.
• Advise Resource Division Manager, Area Manager, and colleagues on hydrologic analysis, reservoir operations recommendations, and weather forecast conclusions.

• Address complicated water rights questions; negotiate resolutions for differing opinions on complex contractual agreements with
  various stakeholders.
• Monitor water use of existing contract water users and reviews and evaluates proposed water uses in order to recommend whether the use or proposed use is in compliance with guidelines established by the rules and regulations for administering Colorado River water.

-Performs the work of Journey Level, Power System Electrician without more than normal supervision.

The Hydraulic Investigations and Laboratory Services Group, located within the Bureau of Reclamation's Technical Service Center in Lakewood, Colorado, has well-equipped and complete laboratory shops, whose craftsmen fabricate highly complex models, test equipment, and instrumentation to support engineering investigations in a 54,000 square foot laboratory space. The working models simulate the hydraulic and mechanical features of water resource structures and systems. Specific duties include:

• Work with and assist higher graded model makers in fabricating, constructing, modifying, and repairing specialized water-bearing hydraulic models and related equipment that simulate the hydraulic and mechanical features of water resource structures and systems.
• Fabricate, assemble, and install model components using a variety of trade functions such as heavy carpentry, woodworking, plastic working, and forming acrylic and sheet metal.
• Identify construction materials for use during projects and cut, bend, form, shape, assemble, and install components made from a variety of materials including wood, acrylic, PVC, steel, aluminum, concrete, foam, and plastics.
• Work with and assist higher graded model makers on reading and interpreting blueprints, plans, and construction drawings and determining reference points and layouts.
• Use model drawings and plans to conduct model carpentry, construction, and fabrication work such as constructing water-bearing boxes and conduits, fitting and installing piping, constructing baffles, fabricating acrylic model components, and generating model topographic templates and contours according to plans.
• Assist with hands-on construction of components and features to obtain precise vertical and horizontal dimensional tolerances to exceedingly fine tolerances.
• Assist with model layout by grading the model site, establishing horizontal boundaries, setting forms, placing hydraulic structures, and installing numerous model components.
• Set up and use hand tools for wood, metal, and plastic construction and finishing and power tools such as table saws, band saws, miter saws, radial arm saws, routers, planers, jointers, drill press, breaks, welders, lathes, end mills, punches, and shears.
• Operate construction equipment such as forklifts, manlifts, hoists, and skid-steers in tight spaces and use come-alongs, winches, pumps, and valves.
• Assist in maintaining wood shop and other laboratory equipment, including servicing, or arranging for service/repairs of equipment as needed.
• Support laboratory and field construction and maintenance activities and maintain a safe work environment.
