(1) Planning: Provides direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements. Reviews immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by their superiors, plans for meeting long-range resource requirements. Plans the allocation of resources and the distribution of work to subordinate supervisors, and determines the internal plan to be followed by subordinate supervisors in applying those resources to accomplish work operations. Evaluates resources required to accomplish proposed work "packages" or program(s) in relation to the resources committed to ongoing and previously scheduled work operations; and recommends changes to superiors concerning previously planned work schedules. Participates fully with higher level management officials and staff organizations in studying and developing recommendations concerning changes in specification requirements, work techniques, and standards; revision of organizational structures, responsibilities, and relationships; and improvement or modernization of equipment, facility layout, and workflow.

(2) Work Direction: Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors. Participates with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluates work operations and reviews completed work and inspection reports to assure that standards are met. Coordinate work operations with the supervisors of other organizations and functions.

(3) Administration: Develops and establishes internal procedures (e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised. Identifies long-range training needs for all levels of subordinate supervisors and workers and submits justification and funding requests to superiors and arranges for the accomplish of the training.

(4) Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and Federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and Federal regulations and policies. Ensures subordinates are trained, qualified, and equipped with proper protective equipment, environmental mediation equipment and materials. Ensures that employees wear appropriate safety equipment and follow pertinent safety precautions.

(5) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. May be required to serve as a member of the Command Maintenance Evaluation Team (COMET).

(6) Performs other duties as assigned.

(1) Inspects, receives, sorts, counts, and classifies hazardous materials such as explosives, toxic chemicals, flammables, gas cylinders, radioactive material, and hazardous waste. May be required to perform pre-receipt examination of property on site at the generation point and assures that the turn-in and shipping is in order, that the containers meet standards, are placarded and marked properly. Schedules receipt of property and assures that the property is identified to include identification of all contaminants. Rejects property not meeting turn-in requirements and assists the turn-inactivity to correct any rejections. Determines the nature and degree of the particular hazard involved. Determines if containers are Department of Transportation (DOT) approved, safe to handle, nonleaking, capable of withstanding routine handling, and safe for required periods of storage. Assures that storage compatibility is adhered. Determines the need for special handling/special storage of certain property (e.g., friable asbestos, PCBs, batteries, pesticides, etc.). Performs complex searches of shipping and storage records, material specifications, vendor contracts, computerized or microfiche data for material identification and advises lower graded workers on specialized procedures. May be required to handle damaged and unidentified shipments requiring repair/repackaging or return to the supplier in accordance with established procedures.

(2) Prepares material for shipment, storage, and disposition. Packs, cushions, applies preservatives and protects property as appropriate. Prepares tags, labels and places items in containers for disposition. Identifies and marks storage locations and stocks property allowing for maximum utilization of storage space, ease of access, segregation, and rotation of stock. Selects property desired, checks condition, status and quantity and arranges for transfer. Determines processing requirements IAW established criteria. Ensures shipping operations comply with DOT and EPA standards (packaging, placarding, transportation, and manifesting). Initiates corrective action to resolve manifest discrepancies. Maintains proper visibility of hazardous property inventory utilizing the Available Balance File (ABF) output and other methods. Requests and justifies accelerated disposal of hazardous material/waste when normal disposal timeframes would cause deterioration of the hazardous property container, impact storage capabilities, create unsafe conditions, or other circumstances which dictate emergency action. Intensifies inventory management control to accommodate shortened timeframes.

(3) Contacts generating activities, shipping agencies, and National Guard (NG) environmental personnel to coordinate requirements of environmental policies and directives. May serve as the hazardous materials specialist in meetings, discussions, and liaison visits. Initiates and maintains required environmental reports/plans/records in processing of hazardous material. Ensures required actions if a spill occurs and ensures lower graded workers are trained to act in his/her absence. Contains and cleans up spills for which the NG has capability. Decontaminates and replenishes spill equipment and supplies. Ensures spill incident reports are prepared IAW applicable regulations.

(4) Coordinates turn-in activities with the Defense Reutilization Marketing Office (DRMO) or contractors. May be assigned as the Contracting Officer's representative (COR) for contracts. Accompanies the contractor during removal of material from the installation. Verifies manifest and shipping papers, DOT markings,packaging, and labeling requirements. Notifies the DRMO or Contracting Officer of discrepancies in contractor performance and may immediatelystop the contractors work for violation of safety regulations. Recommends changes to existing and future service contracts.

(5) Performs other duties as assigned.

(1) Incumbent is responsible to provide technical guidance to subordinate units, the headquarters logistics section, or other staff sections concerning logistics and maintenance management. May provide supervision and guidance to full time personnel in the logistics section of the organizational headquarters. Schedules and provides proficiency training for logistical personnel within the command. Plans and provides guidance for the implementation of current and future equipment authorization documents. Performs oversight and random reviews of subordinate unit expendable/durable requisitions. Conducts reviews for requirement validity and availability of funds in accordance with regulation and the commander's priorities. Ensures that non-expendable quantities are commensurate with authorized levels of current or future authorization documents. Maintains current due-in status of back orders and communicates to the command when critical mission items will be available. Monitors and reviews Shortage/Overage Annexes to ensure all expendable/durable items are on hand or requisitioned. Conducts supply and maintenance discipline inspections and other like evaluations of subordinate logistical operations. Conducts and/or coordinates assistance visits in the areas of supply and maintenance. Audits personal clothing records at subordinate elements.

(2) Assists in the development of command logistics policies. Consolidates and inputs unit level logistics feeder information into the organizational readiness report. Prepares logistics plans for scheduled training and deployments. Coordinates for the receipt and issue of billeting, equipment, and supplies for training. Reviews all Reports of Survey, Cash Collections, and Statements of Charges for property loss or damage. Reviews and forwards adjustment documents. Monitors high priority requisitions; reviews on-hand levels of equipment; manages equipment excess and shortages; reviews and directs transfers of equipment; and ensures continuous coordination of logistical matters. Coordinates the receipt, inventory, and issue of new equipment fielded to the organization. Initiates and/or forwards convoy requests, movement plans, and transportation requests to move equipment and personnel. Prepares reports, schedules repair or maintenance, and requests replacement of GSA vehicles. Incumbent reviews, establishes suspense, and forwards logistics correspondence and documents.

(3) Is the Commander's primary technical specialist regarding food service operations. Reviews and forwards subsistence requests and consumption reports. Responsible for adjusting the scheduled meal menus. Reviews AT and IDT food service records and issues necessary guidance to logistical and food service personnel. Coordinates for higher level food service assistance. May be required to serve as a member of a food service menu board. Forecasts, prepares requests, and coordinates receipt of bulk and package petroleum, oil, and lubricants (POL). Coordinates and completes turn-in actions for POL. Prepares or assists in the preparation of ammunition requests. Coordinates and conducts the receipt, issue, and turn-in of ammunition and residue. Reconciles and forwards records of ammunition usage for the purpose of reforecasting. Monitors the implementation of the approved medical formulary for subordinate units. Oversees the request, issue, and turn-in of medical supplies. May function as the reviewer for local purchases made with government credit cards. Establishes logistical correspondence and filing procedures for the organization.

(4) May be required to coordinate with local officials, service organizations, etc., for a variety of purposes: armory security coordination with police, rental of the armory, organizational participation in celebrations, and to provide public information about the National Guard. May attend meetings as a representative to coordinate employer and civic support for National Guard activities.

(5) May be required to support recruiting activities to assist in maintaining the organization at authorized strength by establishing personal contacts and maintaining effective working relationships with strength management personnel and key leaders of the community. May coordinate the equipment requirements to support school activities such as "career days" for the purpose of informing individuals and groups of the benefits of belonging to the National Guard.

(6) Performs other duties as assigned.

Troubleshoots, performs maintenance and major repairs on heavy-duty mobile equipment, combat, tactical and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, conveyors, bulldozers, power shovels, compressors, generators, tanks, tracked combat vehicles, sedans, buses, all-terrain vehicles, trucks, semi-trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and overhauls major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls. Makes repairs to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc. Performs work in accordance with modification work orders, technical manuals, lubrication orders, maintenance bulletins, regulations or management policies. May repair a variety of more complex major systems to include engines, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems.

Troubleshoots equipment and diagnoses the cause of mechanical failures by means of visual and auditory checks and/or uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges, and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Determines what adjustments may be necessary to complete work orders, and whether any additional repairs other than those specified or indicated on the work order are necessary.

Removes and disassembles engines and major assemblies, sub-assemblies, components, and fuel, hydraulic, and oil pressure systems. Makes the appropriate repairs, overhaul, or modifications in accordance with the proper repair specifications and procedures. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. May install pistons, sleeves, rings, bearings, rods, crankshafts, timing gears, and rocker arms. May be required to perform fuel injection equipment repair, overhaul, rebuild, and calibration duties utilizing a variety of complex test and calibration equipment.

Independently performs repairs and maintenance functions in remote locations that can be accomplished by removing, cleaning, reinstalling, or replacing defective parts of components and systems such as injectors, leaking wheel cylinders, corroded mufflers, fuel tanks, brake cylinders and worn brake shoes, voltage regulators, generators, injector pumps, and fuel pumps. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work.

Conducts readiness and repair inspections on vehicles and associated equipment supported by the activity. Performs operational inspections and ensures vehicles and equipment are properly serviced, including brake adjustments, replacing hydraulic fluids, greasing, cleaning, etc., and performs other preventive maintenance operations as required. Inspects supported equipment prior to use during Inactive Duty Training (IDT) and Annual Training (AT), to ensure that it is functioning properly. May inspect in-process repair work of lower graded repairer to ensure equipment is being repaired in accordance with pertinent requirements. May serve as a commodity inspector during Command Maintenance Management evaluations (COMET) or as a member of a Maintenance Assistance Instruction Team (MAIT). Instructs operator/crew in the maintenance of equipment and provides technical advice and assistance to supported units when requested.

May maintain and repair electronics communication equipment by removing and replacing components and elements. Equipment includes such items as radios, field telephones, amplifiers, switchboards, recorders, intercoms.

Assists in the maintenance of production reports and records and makes recommendations to the supervisor. Plans, organizes, and performs technical analyses as required or assigned. Makes recommendations to the supervisor as to adjustments necessary to effectively, efficiently and economically accomplish the work and maximize production.

Performs other duties as assigned.

1. Works with HR Specialist in the HRO to accomplish a wide range of human resources transactions, for technicians and AGRs, related to recruitment, placement, classification, employee and labor relations, benefits, entitlements, training and incentive awards. These duties require technical understanding and knowledge of numerous human resources guidelines, regulations, instructions, directives, procedures, policies and precedent situations involving analyzing the interrelationship and impact various human resources actions in different functional areas may have on Title 5 personnel and dual status technicians and AGR personnel.

2. Advises and provides comprehensive procedural and technical guidance to managers and supervisors in the areas of recruitment, placement, separation and retirement. Coordinates, develops draft vacancy announcements and prepares requests for vacancy announcements for HRO review. Upon receipt of announcements from HRO, makes distribution to all units/sections. Receives technician promotion certificates and furnishes them to selection officials for interview or selection. Advises HRO of promotion, reassignment, and non-selection actions. Executes necessary documents of technician personnel who deploy, mobilize, separate, retire, etc.

3. Provides information to managers and supervisors regarding issues of ARNG/ANG technician occupations and the effects of specific regulations or instructions on anticipated human resources actions. Provides classification advice and assistance on a variety of clerical, technical, administrative and wage grade positions, which have standard career patterns. Provides assistance and guidance in the processing classification appeals. Assists with classification reviews at the organizational or unit/wing/base level and ensures completed reviews are forwarded to the HRO in a timely manner. Assists with the annual federal wage grade survey, as required.

4. Assists managers and supervisors in resolving AGR problems relative exclusively to AGR tours in day-to-day operations. Serves as primary point-of-contact regarding AGR matters between the ARNG/ANG organization/unit and the HRO. Assists with processing of all military human resources actions associated with a military assignment of an AGR member. Manages the in-processing schedule in coordination with other agencies. Conducts the orientation program to outline military requirements, benefits, and entitlements. Implements and interprets AGR policies and programs. Advises and counsels AGR members and dependents on support organizations and benefits programs. Explains the TRICARE program and how to file claims and provides locations of servicing Health Benefits Advisors. Schedules retirement counseling of AGR members and coordinates retirement actions with the ARNG/ANG organization/unit and HRO. Coordinates with the local medical facility on physical examinations for current, potential AGR members, and AGR members projected for separation/retirement. Analyzes, interprets, and clarifies policies, directives, and other issues regarding National Guard Bureau (NGB) ARNG/ANG and HRO pertaining to military human resources matters. Monitors AGR controlled grade program and requirements at unit/wing/base level. Monitors promotions, reenlistments/extensions, performance evaluations, reassignments, tour renewals, orders, and transfers of all assigned AGR personnel.

5. Provides assistance and information pertaining to employee relations and labor relations matters to managers, supervisors, union officials and technicians on moderately complex problems of employee conduct or reorganizations, leave problems, indebtedness, union contracts, agreements and the full range of procedural requirements for filing grievances, appeals, and complaints. Distinguishes between human resources policy and union contracts when informally resolving complaints/grievances and explains to applicants the proper employment procedures along with comparing applicants' experience and or education background to determine basic qualifications for vacant positions.6. Provides detailed guidance or specific information on benefits and services including, but not limited to: thrift savings plans, life insurance, health insurance open seasons, leave and pay inquiries. Processes requests for training and incentive awards. As the human resources liaison representative, coordinates human resources transactions on a daily basis with management officials, technicians, the ARNG/ANG organization/unit and HRO. Reviews, indexes, and files guidance and reference material such as correspondence, requisitions, message forms, human resources regulations, instructions, manpower reports and records, utilizing appropriate code and file systems and cross-referencing when required.

Performs other duties as assigned.

(1) Leader Duties:
a. Assigns work orders to specific crewmembers and selects workers for various jobs on the basis of knowledge, skills, and abilities. Passes on to workers instructions received from the supervisor, demonstrates proper work methods, and starts work. Insures that needed plans, blueprints, material, and tools are available, and that needed stock is obtained from supply locations. Works along with other workers and sets pace performing non-supervisory repair work of the same kind and level as that done by the group led. Work performed by the incumbent involves troubleshooting, maintenance and major repairs on heavy-duty mobile equipment, combat, tactical, and automotive vehicles.
b. Assures that there is enough work to keep everyone in the work crew busy. Checks work in progress and when finished for compliance with supervisor's instructions, work orders, and established shop procedures on work sequence, procedures, methods and deadlines; and directs or advises other workers to follow supervisor's instructions and to meet deadlines. Answers workers' questions regarding procedures, policies, written instructions, and other directives. Interprets work instructions and assists lower graded repairers or trainees in the more difficult and complex tasks. Provides information to the supervisor on status and progress of work, causes of delays, and overall work operations and problems. Assures that safety and housekeeping rules are followed.

(2) Non-Supervisory Duties:
a. Performs maintenance, troubleshooting, and major repair on heavy-duty mobile equipment, combat, tactical, and automotive vehicles. This may include self-propelled artillery, tracked cargo and personnel carriers, road graders, mobile cranes, front loaders, bulldozers, power shovels, tanks, tracked combat vehicles, all terrain vehicles, semi trailers, forklifts, tractors, and accessory equipment. Troubleshoots, repairs and/or overhauls, as a regular and recurring duty, a variety of the mechanically complex major systems to include internal combustion engines, turbine engines, automatic and non-automatic transmissions, heavy duty drive line systems, and hydraulic utility systems and controls, cross drive or similar multi-system transmissions and a variety of intricate fuel injection systems. Makes repairs and modifications to assemblies and components such as voltage regulators, generators/alternators, brake cylinders, etc., for use or placement in systems for which they were not specifically designed. Improvises work when standard procedures do not apply.

b. Troubleshoots equipment with a variety of the mechanically complex major systems and diagnoses difficult performance problems and the cause of mechanical failures by means of visual and auditory checks, uses test equipment such as engine analyzers, compression testers, voltmeters, ohmmeters, pressure gauges and computer diagnostic tools. Utilizes embedded diagnostics in equipment and a wide variety of specialized original equipment manufacturer system analyzers in order to determine the exact nature or extent of repair. Reassembles engines and other systems, and adjusts, tests, and reinstalls in vehicles and equipment as necessary. Makes adjustments and repairs to electrical and suspension systems. Repairs equipment with a variety of interconnected systems to include state of the art electrical and electronic, fuel injection, interconnected gear reduction, multiple engines, and similarly complex systems. Improvises, substitutes, or alters components or parts to fit into systems for which the items were not specially designed or finds other ways to correct defects when existing methods and procedures do not give desired results.

d. Independently performs repairs and maintenance functions with little or no supervision in remote locations. Provides technical guidance and specialized team leadership to lower grade employees within the team. Assists lower grade mechanics in performing major repair work on interconnected complex systems such as electrical, air and hydraulic systems, complex state of the art electrical and electronic systems that use specialized diagnostic equipment to identify problems, complex fuel injection systems and other similar complex systems. May provide Field and limited Sustainment maintenance at unit locations as part of a "contact team."

(3) Performs other duties as assigned.

(1) Planning: Plans use of subordinate workers, equipment, facilities, and materials on a week-to-week or month-to-month basis. Establishes deadlines, priorities, and work sequences, and plans work assignments based on general work schedules, methods, and policies set by the supervisor. Coordinates work with supporting or related work functions controlled by other supervisors. Determines the number and types of workers needed to accomplish specific projects. Redirects individual workers and resources to accomplish unanticipated work. Informs the supervisor of the need to revise work schedules and re-estimate labor and other resources. Participates with the supervisor in the initial planning of current and future work schedules, budget requests, staffing needs, estimates, and recommendations as to scheduling projected work.

(2) Work Direction: Investigates work related problems such as excessive costs or low productivity and determines causes. Implements corrective actions within their authority to resolve work problems. Recommends solutions to staffing problems, engineering requirements, and work operations directed by other supervisors.

(3) Administration: Plans and establishes overall leave schedules. Determines training needs of subordinates and arranges for accomplishment. Sets performance standards, and makes formal appraisals of subordinate work performance. Initiates recommendations for promotion or reassignment of subordinates.

(4) Performs the nonsupervisory work of the function as needed.

(5) Implements regulatory safety requirements and ensures that subordinates wear appropriate safety equipment and follow pertinent safety precautions.

(6) Prepares for and participates in various types of readiness evaluations, inspections, and mobilization and command support exercises. (1) Research's, develops, writes, plans and presents the campaign plan between the state and partner country based on guidance from the Chief of Mission (CoM), Geographic Combatant Command Commander (COCOM CDR), National Guard Bureau (NGB), and The Adjutant General (TAG). Ensures all actions taken are within the framework, support of, and in concert with international agreements on a distinctive partnership. These partnerships are predicated upon written agreement between United States Geographic Combatant Commanders, the National Guard Bureau (NGB), and the participating nations. Coordinates and obtains approval through TAG, to NGB, COCOM, and where warranted to the Interagency Working Group at Secretary of Defense/Secretary of State level. Develops, coordinates, and obtains approval for the SPP plan based on requests from United States (U.S.) Ambassador to partner country, partner country's Ministry of Defense, Ministry of Interior, and COCOM Commander. The theater campaign plan is written as a comprehensive yet flexible joint plan that builds partnership capacity across a full spectrum of cooperation and submitted on time annually to NGB. Furthermore, engage various centers of influence and State agencies to participate and assist in the development and execution of the campaign plan. Encompass various local, state, and federal agencies such as State Emergency Management Agency, Office of Emergency Management, State Terrorism Task Force, State Police, Department of Veterans Affairs, etc and obtain buy in to support the campaign plan.

(2) In addition to researching, developing, writing, and obtaining approval for the campaign plan, this position also requires the research, analysis, development and writing of the budget for every fiscal year of administration that directly support year one of the campaign plan, and allows NGB to fiscally plan for years two through five of the plan. As one of the top programs in NGB it is expected to obtain a proportionate amount of funding for the level at which the program is executed. All budgetary requests are justifiable, accounted for, and submitted on time to NGB and the various other funding sources. In addition analyzed and forecasted budgets are within 95% accuracy of actual expenditures.

(3) The incumbent maintains continual liaison with the partner country through the Bilateral Affairs Officer (when provided) and the Defense Attaché Office stationed in the embassy of the partner nation. Conceptualizes, plans, coordinates, and executes Senior Executive Visits. The partner nation participates in visits in which the host state is the organization of primary responsibility (OPR). Membership in the visiting delegation may consist of both military and civilian authorities from the partner nation. Visiting delegations often consist of military personnel of the highest rank as well as civil authorities of cabinet level equivalency. Incumbent is responsible for the execution of the event from start to finish. Coordinates and executes visits to the partner nation by military members and civilian personnel. Coordinates with the U.S. State Department, Department of Defense (DoD), NGB, Combatant Commanders, embassy staff of both the U.S. and partner nation, and U.S. Transportation Command when military air is utilized for all aspects of the event.

(4) The incumbent serves as a coordination point for joint and combined military exercises between the state and the partner nation, which may include other state's partner nations, both in the U.S. and overseas. In conjunction with the state command structure and the member nation's military leadership, the SPPC develops scenarios for deployment of the State National Guard soldiers and airmen. Because of the number of entities involved and the delicate balance that must be maintained, the incumbent must remain vigilant and cognizant of the protocol of such actions.

(5) The incumbent oversees the development of proposed SPP events with partner country. Ensures events are submitted to NGB, U.S. State Department, Interagency Working Group where warranted, and COCOM for approval. Oversees the executing unit to ensure they stay within the parameters defined for the state event. Research, develop, write and submit each of the year one campaign stream project and supporting event plans to NGB for approval. Utilize all required systems to ensure the SPP program is administered according to regulations from COCOMs/NGB. For each project within the campaign plan an event plan must be written for each event. It is expected that these event plans are written and submitted for approval to NGB on time. Be a subject matter expert in program administration utilizing Army Training Information Management System (ARTIMS), ARGOS (NIPR and SIPR), APACS (NIPR and SIPR), CFR, and Global TISMS so that all events and projects are approved and accounted for by the State, NGB, DA, and the COCOM CDR.

1. Applies modern, industry techniques to create engaging social media content to tell the Army's story and communicate Army recruiting priorities on the recruiting battalion's official social media platforms. Plans and creates multimedia content using graphic design, photo manipulation and video editing software and techniques. Must be able to operate the battalion's host of social media platforms. Will ensure all social media pages within the battalion's footprint maintain consistent messaging and provide accurate, policy-compliant, engaging and timely information. Knowledge of operating Hootsuite is recommended. Must be knowledgeable of DOD and Army policies regarding social media. Assists with managing the battalion's Social Media Content Calendar. Works regularly with USAREC's web content manager and social media marketing representative to ensure content integration and synchronization between the command's website and social media platforms. Attends working groups, operational planning teams and in progress reviews with battalion and brigade staff in support of the command's communication strategies with a focus on social media as well as usarec.army.mil support and content development. Understands how to access social media platform metrics and assist the Advertising and Public Affairs Chief with compiling reports.

2. Provides or coordinates for social media coverage of major communication events and efforts using the battalion's official social media platforms, including but not limited to, Future Soldier events, educator tours, awards for recruiters, and other key recruiting functions. Provides updates to brigade and USAREC headquarters regarding upcoming social media activity to coordinate amplifying coverage at higher levels.

3. Researches new and innovative tools, programs, systems, software, services and social media industry trends to maintain the battalion's currency and relevance with social media efforts and strategies. Assists Advertising and Public Affairs Chief with preparing social media training and educational materials to provide guidance and training to company and center-level personnel supporting social media efforts. Researches, writes, develops and presents decision/information papers and briefings.

1. Administers and coordinates diverse data analytics portfolio for both Army and Air National Guard projects. Sets appropriate work priorities, applies knowledge of organizational needs and deadlines, and consistently follow-up to assure receipt of required documentation. The incumbent works with array of different projects to help identify and analyze information from various sources and develops meaningful program data, information, and reports in a variety of formats for presentation to and utilization by Senior Leaders, supervisors, and colleagues. The incumbent will assist with research, design, and manage the content, design, layout, and features Analytical dashboards and various business intelligent tools.

2. Utilizes expertise in interpreting, developing, and applying appropriate data to generate usable products that enable leaders to make informed decisions about the enterprise related to business processes, management, and efficiencies. Conducts studies, identifies trends, risks, and themes based on the data and information.Performs qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency, and productivity of National Guard programs (examples include Comptroller, Logistics, Real Property, Maintenance, and Human Resources).

3. Inspects and reconciles data to ensure validity of information. Develops and maintains a myriad of reports. Confirms and validates data prior to use for reports through systems of record.

4. Keeps supervisors and staff informed of administrative issues and developments. Responds to questions and resolves problems for staff. Provides leadership and significantly contributes to ad-hoc or regular workgroups within the data analytics management community.

POSITION DUTIES:

(1) Provides technical guidance and procedural support to the AMEDD Strength Manager, Recruiting & Retention Manager, Officer Strength Manager, Military Personnel Office (MILPO), State Surgeon/Deputy State Surgeon, State Chaplain, State SJA, commanders, unit personnel, field recruiters, and healthcare ministry and legal professionals. Carries out specific projects to accomplish the technical support missions of the AMEDD Strength Office. Advises commanders, unit personnel and applicants on regulatory requirements of the programs and develops letters of instruction. Reviews, interprets, and implements policies, directives, and other issuances by Department of Army (DA), National Guard Bureau (NGB), United States Army Recruiting Command (USAREC) and outside control agencies for applicability to activities. Takes appropriate action to comply with directives or refers the matter to the AMEDD Strength Manager, Recruiting & Retention Manager, MILPO, and State Surgeon/Deputy State Surgeon for action.

(2) Participates in developing and implementing written policies and guidelines pertaining to recruiting and retention programs for AMEDD, Chaplain, and SJA positions such as local regulations and Standard Operating Procedures (SOPs). Maintains copies and updates all applicable AMEDD, Chaplain and SJA recruiting and retention guidelines. Applies fundamental military human resources management principles, practices, and techniques of recruitment and retention. Evaluates the effectiveness of the specific recruiting and retention programs (AMEDD, Chaplain, or SJA) to identify trends and suggest corrective measures to increase strength, and the ability to pinpoint program deficiencies and recommend possible solutions to AMEDD Strength Manager.

(3) Coordinates and participates in recruiting efforts both locally and nationally at recruiting events such as medical conferences, medical school and dental school programs. Reviews demographic areas for targeting of desired specialties. Conducts on site visits to answer questions, resolve problems, and assist at state and national conferences to recruit new applicants. As required, the incumbent is assigned to portions of the recruiting campaigns and conferences to assist in planning displays. Participates in the development of advertising concepts for AMEDD, Chaplain, and SJA officers to be implemented by state and possibly at a national level. Monitors local advertising activity and reviews coordination of specialty branch information activity to include lead retrieval. Evaluates the effectiveness of the recruiting efforts and suggests alternate events to increase strength. Determines the budget requirements for travel, advertising, and office requirements. Maintains statistics on healthcare, legal and ministry recruiting programs and workload data for reporting recruiting activities to the AMEDD Strength Manager, Recruiting & Retention Manager, and NGB.

(4) Performs other duties as assigned.

(1) Prepares surfaces (i.e., metal, wood and glass) by removing rust, paint, and loose particles. Fills in holes and dents using body fillers and hardeners. Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, hand tools, wire brushes, and paint remover. Applies coatings to specified areas ensuring the surfaces are free from skips, runs, and drips. Applies rustproof compound to areas such as splash panels, quarter panels, seams structural members, and underbody construction. Applies coatings using brushes, rollers, and spray paint equipment.

(2) Prepares coating materials using guidelines set by the manufacturer, by tinting, toning, etching, blending, and mixing in various additives (i.e., retardants, hardeners, drying agents, and other additives) needed for the different coatings to work properly and achieve the necessary surface appearance. Uses measuring equipment (i.e., Zhan cup) to achieve the proper viscosity and thickness for applying the coatings. Applies prime, intermediate and final coats of semi-gloss, gloss and other paint, lacquer, enamel, varnish and shellac. Ensures that match, texture and appearance meet finish requirements. Replaces and applies markings/lettering as specified by appropriate manuals.

(3) Applies coatings using acceptable methods of the trade to include special finishing techniques to achieve desired results. Reads and interprets blueprints when applying camouflage patterns. Replaces markings and letterings as specified by the appropriate manuals. Reads and interprets directions that relate to mixture, use, and application of various kinds of coating materials, solvents, and precoating agents.

(4) Monitors and adjusts air pressures in paint booth, controls heat settings and drying times in drying booth to achieve proper surface adhesion of coatings. Completes records for paint usage and paint waste as per environmental regulations.

(5) Applies Chemical Agent Reactive Coating (CARC) materials in accordance with specifications and dimensions. Manages workflow into the paint shop as assigned by the supervisor. Determines what jobs can be done in a series or if items need to be completed alone. Confers with the customer when needed to best achieve the desired results. Cleans and maintains painting equipment.

(6) Performs other duties as assigned.

(1) Serves as a principal advisor and action officer to the CFMO on all proposed ARNG construction, maintenance, and facilities management plans within the state. Responsible for developing, maintaining, and coordinating the state's Real Property Master Plan (RPMP), Long Range Construction Plan (LRCP), State and Federal Capital Plans, and Facilities Life Cycle Plan (FLCP).

(2) Serves as a principal advisor and action officer for all ARNG construction, maintenance/ repair, and facilities management programs within the state. Responsible for developing, maintaining, and coordinating the state's MILCON, Unspecified Minor MILCON (UMI), and RPOM program documents. Receives, verifies, and coordinates approval of all ARNG initial requests for construction and maintenance/repair projects. Investigates MILCON, TJMI, and RPOM requirements to determine propriety. Provides guidance and direction on project scope, preparation of project estimates, economic analyses, and programming documents. Approves location and arrangement of facilities, identifies and/or recommends appropriate funding sources, and submits proposed projects to appropriate authority for final approval and funding authorization. Develops and maintains the State's Real Property Development Plan (RPDP). Coordinates environmental studies of proposed plans with state environmental personnel. Coordinates the integration of the Range Development Plan into the Real Property Development Plan with the training function.

(3) Oversees management of all ARNG real property. Responsible for the acquisition, management, and termination of real property interests; maintenance of real property accountability, the Facility Inventory and Stationing Plan (FISP), Army Stationing and Inventory Plan (ASIP), other real property inventories; and the validation of real property quantities. Translates the requirements into procurement specifications. Determines and recommends appropriate methods of acquisition, (i.e., transfer, exchange, agreement, license, lease, permit, purchase, reassignment, etc.). Oversees title searches to obtain evidence or related information (courthouse research) to determine proper ownership of properties, and identifies any unusual circumstances related to that title or ownership. Develops clauses outlining terms and conditions related to contracts, leases, licenses, and other authorizing documents. Negotiates terms and conditions to maintain compliance, satisfies the needs of the users, and maintains cost efficiency. Oversees preparation, validation, and annual submission of the Installation Status Report (ISR).

(4) Oversees development, maintenance and update of ARNG Energy Programs. Identifies possible energy conservation measures and promotes use of the Energy Conservation Programs (ECP), and Energy Conservation Savings Programs (ECSP). Researches energy providers; new energy systems and technology; and state and Federal regulations. Interprets economic impact of energy laws and policies, recommends new technology/equipment, and advises staff of impact. Maintains close liaison with senior ARNG commanders and personnel, state and local government authorities, the Corps of Engineers and NGB.

(5) Executes functions in the absence of the CFMO. Ensures all plans are in compliance with governing Federal, state and local laws; and within ARNG policies, procedures and guidelines.

(6) Coordinates with state Geographic Information Officer (GIO) for the establishment and development of an Enterprise Geographic Information System (EGIS) for the FMO for use in planning and installation management. Serves as the principal advisor to the CFMO for web based information systems and management of these systems within the department to include establishment of an installation GIS and CADD database of record and Electronic Document Management implementation and use.

(7) Administers, plans, coordinates, and directs the activities of subordinate personnel. These individuals may be on various types of employment status such as technician, AGR, or state employees. Performs the full scope of supervisory personnel functions including the assignment of duties; participates in the interview and selection of employees; schedules and approves leave; ensures indoctrination of new employees; provides training; evaluates performance; initiates action to upgrade positions; and resolves disciplinary problems. Established shift schedules and assigns personnel based on workload to ensure adequate coverage of operations. Supports and takes affirmative action with consideration of Equal Employment Opportunity in all aspects of personnel actions. Keeps employees informed of NGB goals, objectives, and policies; and informs management of employee input and concerns.

(8) Performs other duties as assigned.

(1) Administers, coordinates, and verifies design work and projects performed by A&E firms, characterized by large funding costs and long duration times. Prepares design scopes of work that reference NGB design criteria and establishes standards for project design. Selects, or recommends selection of A&E firms for award of design contracts. Manages and schedules design development and obtains Federal/state approval at each design stage through to completion. Chairs and coordinates meetings between facility users and design teams (comprised of Contract Manager, A & E Firm, user, Environmental Manager, Maintenance and Repair, Range Officer, & Logistics/ Ammunitions Officer) and ensures that work stays within NGB design and space criteria for economical utilization of facilities and equipment. Responsible for reviewing, accepting or amending work by A&E firms and rejecting work not meeting established standards. Reviews payment requests for accuracy, verifies work billed, and recommends payment. Proposes new policies and methods to meet unique mission requirements and develops new methods, as required.

(2) Requests construction funding. Working in concert with the Contracting Officer, manages the bidding process and recommends award of construction contract to responsive bidder according to established guidelines. Reviews contractors' description of materials and equipment for acceptability subsequent to contract award; reviews and approves shop drawings, work and material schedules; assists in coordinating construction and renovation activities; reviews contractors cost breakdown; and provides advice on proposed contract substitutions and/or deviations from contracts. Administers, coordinates and verifies construction work and projects performed by contractors involving large funding costs and long duration times. Conducts regular construction progress meetings and resolves differences among the design team, contractors, facility users. Resolves disputes over plans and specifications. Coordinates change orders, approvals and availability of funds. Advises the Contracting Officer of project deviations. Verifies eligibility for partial payments to contractors on completed portions of overall projects. Conducts substantial and final completion inspections and verifies expenditure of appropriated Federal and state funds. Coordinates initial start up and movement of users into the new facility. Manages and verifies work performed during the warranty period. Resolves disputes between the contractor and maintenance personnel that arise during the warranty period and assigns responsibility for repair work. Conducts end-of- warranty inspection.

(3) Represents the CFMO at meetings and conferences with other ARNG representatives as well as NGB, state, and other government agencies. Prepares and conducts briefings for all levels of government.

(4) Provides guidance on the development of building environmental, energy, security, and communication systems both for programmed new construction and for retrofit of existing buildings. Prepares initial plans and specifications for alterations/repairs. Investigates construction requests to determine propriety. Determines the initial scope of minor and recurring construction projects through coordination and consultation with using agencies. Identifies and/or recommends appropriate funding sources. Reviews and processes programming documents to include project booklets, initial cost estimates for construction, maintenance, or facilities repair projects and development of project booklets. Reviews historical maintenance data and writes reports to explain technical difficulties in upgrading facilities; and recommends useable solutions to meet mission requirements. Assists facility managers in determining safe, effective, and economical use and operation of ARNG facilities.

(5) Provides guidance and input to the Improvement Program for ARNG Armories. May act as a project manager for delegated armory improvement design and construction projects. Coordinates with appropriate state agencies to obtain required approvals and permits for construction projects. May function as a consultant to state and Federal agencies and serves as a member on A&E selection boards for those agencies.

(6) Coordinates with military, Federal, state and local government agencies on matters concerning fire prevention, protection and suppression. Coordinates major facility maintenance and construction projects with the Safety Office to ensure all safety factors are considered. Performs inspections of new and altered facilities to ensure compliance with the Occupational, Safety and Health Act (OSHA) and contract specifications.
