Citi is seeking a Community Reinvestment Act (CRA) Data & Analytics Group Manager with extensive knowledge and experience in CRA. The CRA Data & Analytics Group Manager is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals.

The CRA Data & Analytics Group Manager will be the technical expert and known internally and externally as a reliable, knowledgeable resource for Community Reinvestment Act (CRA) reporting requirements. Responsibilities:

• Project design and project management, coordinating on behalf of the CRA Regulatory Group with internal stakeholders, including business officers, legal, compliance, and risk.

Review monthly reports for Mortgage scorecard, Small Business scorecard, Branch distribution scorecard, Service activity including volunteer hours, Community Development Investment activities, and Community Development Loans.
• Provide review and summary for Branch service activity including usage rates of alternative delivery systems to management.
• Create management reporting to various CRA committee meetings. Effectively challenge the qualification for Community Development Loans (CDL’s), CRA Investment activities and Community Development Service activities.
• Develop, maintain, and document methodology and adaptation to support CRA program.
• Responsibility for ad-hoc reporting requests for data analytics. Ability to create complex reports requiring multiple parameters, summarizing data with crosstabs, using sections underlay for groups, and related report functions.
• Stay abreast of CRA related regulatory changes and assist in implementation of requirements for the relevant line of business.

Qualifications:

The Audit Director is a senior level management position responsible for contributing to the strategic direction of Citi’s Internal Audit (IA) function. The Head Universal Banker is responsible for providing exceptional service delivery to our internal and external customers in coordination with the Branch team. Reporting to the Head of Operations for Finance, the Financial Governance Lead is responsible for overseeing Finance’s financial governance and reporting. In addition, the individual and their team are responsible for business and expense management processes specific to the Finance COO function. This individual will work closely with SMEs and be supported with professionals as direct reports, who will lead the day-to-day execution of the program.  

Responsibilities

• Own the Finance COO financials, including monthly reporting, outlook submissions and quarterly forecasts (QMMF and Plan)
• Manage the Finance COO team’s overall expense base, including headcount and 3rd party engagement. The team is responsible for the Finance COO workforce management tasks, working hand in hand with the Resource Management team
• Take the lead across the Finance COO team for the creation of key management reports, such as the Finance COO Quarterly Business Review
• Partner with the Finance LFO team and Finance disciplines to generate key reports for the Finance Function overall, such as the quarterly CEO Review. The team is responsible for providing the qualitative commentary for senior management in these reviews
• In addition to supporting the Finance COO organization, the team provides support to the following Finance disciplines: Strategy, Investor Relations, Finance Admin and Legacy Franchises)
• Engage in ad-hoc strategic projects within the Finance COO team, or the broader Finance organization

Knowledge, Experience, and Skills

• Extensive experience in managing highly visible, complex initiatives and/or consulting experience; Capable of diving into details, while bringing a strategic ad big picture perspective
• Deep subject matter expertise in headcount management for financial services/banking
• Demonstrated skills in building and developing teams
• Highly developed analytical and problem solving skills
• Experience with and confidence in delivering presentations to clients and senior manager
• Strong organizational and follow-up skills and the ability to mutli-task effectively in a high-volume environment

Lead Finance Officer for a portfolio of Retail Services partner credit programs, the Specialty Partners Group (or “SPG”) partnering with merchants in the U.S that include a number of marquee names (like Wayfair, Tractor Supply, BrandSource, Goodyear, Shell).  Responsible for leading the financial analysis team in the areas of pricing, investment decision support, expense management as well as partnering with external client and multiple functions within Citi.  Be a key leader in the ongoing development of the program strategy.  Drive profitable growth in program assets, while optimizing Citi’s capital and operating efficiency through insightful analysis and strategy development and evaluation.

Essential Duties & Responsibilities Including Direct Reports

·       Serve as one of Citi’s senior leaders on joint Operating Committee in program relationships, which governs day to day management of programs

·       Provide thought leadership and influence internal and external leadership development, planning, and execution of strategic initiatives to drive profitable growth

·       Work closely with Citi Risk, Control, Compliance and Operations, and the Retail Partner management teams, to ensure strong internal control/compliance environment

·       Develop and implement capital optimization and financial strategy to drive asset and earnings growth

·       Partner with cross functional client teams to develop, review and approve all promotional pricing, marketing, investments, and growth initiatives, driving product, channel, and promotion specific profitability analyses

·       Analyze contract changes, analyzing financial impacts, negotiate with partner and partner with Legal to draft contract language

·       Lead Citi Internal planning process and external partner forecasts for portfolio, collaborate with centralized FP&A team to develop financial projections and present to internal and external senior management

·       Hire, develop, and retain onshore and offshore staff members to deliver value added financial analysis and decision support to drive business performance

·       Ensure financial transactions between Citi and the partners are in compliant with contract

·       Work closely with Citi Controllers and Accounting Policy on accounting requirements for all aspects of partner agreements, policy changes, and initiatives

Education and/or Experience

·       B.S. in Finance or Accounting.

·       15+ years of financial experience in credit card industry and/or financial services.

Knowledge, Skills and/or Abilities

·       Strong leadership skill and business acumen.  Executive presence, ability to interact and influence senior management of external client.

·       Superior communication/presentation skills; ability to drive change and support for performance improvement across all functional areas.

·       Strong analytical skills, as well as control and compliance mindset.

As part of the Fraud Analytics, Modeling & Intelligence organization, this role manages and executes the fraud analytics and strategies supporting Citi’s North American and global credit card and retail bank businesses. This includes leveraging data to identify fraud trends then designing and implementing strategies to prevent and mitigate fraud attacks across the full fraud lifecycle including application and synthetic ID fraud, account takeover, and sophisticated new attack schemes.

This role partners closely with Fraud Policy, Operations and various partners to keep apprised of business and technology direction to determine potential and existing fraud impacts.

This role also may also have direct or indirect management responsibility of team members.

Responsibilities:

• Leverage analytics to identify enhancement opportunities and more granular insights that can be acted upon, while ensuring adherence to Fraud Policy.
• Ownership and management of fraud rules, scores, and detection strategies, Risk appetite execution, POS interdiction strategies and defect analysis.
• Collaborate with cross-functional teams to provide strategy recommendations based on data and trend analysis, and implement mitigation strategies.
• Build effective relationships within and outside the Fraud organization to help ensure successful and timely execution of key portfolio priorities.
• Generate and manage regular and ad-hoc reporting to enable effective monitoring and identification of emerging trends.
• Continually assess manual and automated processes to identify potential process gaps and opportunities.

Qualifications:

• Bachelor’s Degree required in statistics, mathematics, physics, economics, or other analytical or quantitative discipline.
• 5+ years experience in analytics and modeling or relevant area.
• Extensive experience working with:
• Big Data environment with hands on coding experience within various traditional (SAS, SQL, etc.) and/or open source (i.e. Python, Impala, Hive, etc.) tools.
• Traditional and advanced machine learning techniques and algorithms, such as Logistic Regression, Gradient Boosting, Random Forests, etc.
• Data visualization tools, such as Tableau
• Excellent quantitative and analytic skills; ability to derive patterns, trends and insights, and perform risk/reward trade-off analysis.
• Ability to build effective presentations to communicate analytical findings to a wide array of audiences.
• Effective cross-functional project, resource, and stakeholder engagement and management, with ability to effectively drive collaboration across teams.
• Ability to make decisions independently with minimal guidance from management.
