Performs multiple, varying, and complex assignments under the limited direction of a manager, project/program manager, team leader, or more experienced technical specialist. May act as a contributing specialist on large work activities or as a team leader for single or small work activities.

Applies experience and advanced technical knowledge applicable to data engineering, computer programming, mathematical modeling and statistical theories/disciplines to accomplish assignments and to develop plans and techniques to improve programs and policies. Understands how the technical area interacts with or is affected by other disciplines and considers the objectives of the organization when developing, integrating, and implementing solutions to diverse, complex problems.

The incumbent applies analytical methods to solve problems, optimize use of data, and provide additional insight and evidence for decision-makers. The incumbent is responsible for and/or assist with the following duties:

• Create data architectures, including solving data problems with an emphasis on product development;
• Write code in a statistical or computer programming language such as SQL, SAS, R or Python to aid in analysis;
• Build ETL pipeline, which is a set of processes to extract data from one system, transform it and load it into various systems;
• Integrate data from varying sources, formats, and quality for analysis;
• Apply a variety of analytical approaches to solve mission focused policy, methodologies, and/or administrative problems in a fast-paced environment;
• Conduct analysis in a programming or statistical software (e.g. R, Python);
• Build statistical or simulation models;
• Summarize and present results using data visualization tools (e.g. Tableau, Power BI, and R);
• Communicate findings and provide recommendations to policymakers and non-technical audiences.

Contacts are internal and external. Works to resolve various kinds of issues related to data, whether it's working with an IT developer on creating and collecting data, or working with individuals/teams/management on data requests/projects and then building solutions that derive additional data or data-related solutions they need. Work activities and projects are performed by the Data Scientist and/or they contribute on large work activities as a member of team. Works with other professionals on a team, as well as customers who have data-related challenges that the Data Scientist works to resolve.

Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach or to recommend new approaches. Assignments typically require solutions that are to be derived by interpreting and extrapolating from situations that were faced in the past. Provides recommendations to improve work processes. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention.

What you'll do

As a Supply Chain Strategic Sourcing Manager, you’ll be developing and implementing joined-up, global supply chain strategies and solutions that incorporate the full procurement contract life cycle across multiple spend categories, geographies, and business areas.

You’ll also be shaping and executing the development and management of our supply base in line with our strategy, including owning and developing key strategic suppliers on behalf of the bank, identifying potential new suppliers through market knowledge and competitive tenders, identifying areas for efficiencies and savings, and managing and improving supplier performance.

In addition to this, you’ll be:

• Planning and prioritising all available resource to ensure efficient delivery and management of the supply base in line with our objectives
• Undertaking contract and financial signing authority in line with published delegated levels of authority and regional variations
• Developing and leading strong networks across the supply market and other external organisations, including competitors, and developing deep insights and analysis
• Implementing the stakeholder management strategy and delivering an excellent supply chain service to those stakeholders
• Developing and building a deep understanding of the franchises, functions and business areas relevant to the successful supply chain strategy, and designing and delivering solutions that meet and challenge their requirements

The skills you'll need

To succeed in this role, you’ll need strong commodity and supply chain market knowledge, across a variety of supply chain categories with a demonstrable track record of success in implementation and managing an end-to-end procurement process. Experience in the financial sector, banking or payments would be advantageous. You’ll be educated to a degree level or equivalent, be an extremely effective communicator and you’ll have experience of leading strategic and business critical supplier relationships and contracts to deliver sustainable improvements.

You’ll also demonstrate:

• Knowledge of contract law and legal knowledge relevant to supply chain and the procurement life cycle
• Experience of applying supply chain skills and techniques such as cost modelling and gap analysis to positively disrupt business strategy and outcomes
• A proven track record in taking ownership, managing a procurement market test or tender, leading contract negotiations and resolving issues within a supply chain services environment
• Experience of implementing a variety of supply chain commercial models and strategies, such as offshore, outsourcing, and make versus buy in a competitive or regulatory environment
• Experience in cost, financial management and Agile ways of working and using tools to analyse and interpret, and present spend and cost management data
