This position is located in the Property Management Branch, Supply and Services Division, United States Property and Fiscal Office (USP&FO). As Program Manager for the Property Management Branch, performs analysis of supply procedures, services, directives and management functions of the branch and plans, organizes, reviews, evaluates and performs limited supervisory responsibilities over subordinates in accomplishing the work of the branch (i.e., Supply Accountability Assistance Instruction Team (SAAIT) and Property Asset Managers).

Work involves management, direction or administration of a supply program that includes a mixture of technical supply functions or staff managerial or administrative work primarily concerned with analyzing, developing, evaluating, or promoting improvements in the policies, plans, methods, procedures, systems, or techniques of a supply program.

Performs a mix of routine and varying assignments associated with analyzing, installing, repairing, fabricating, or trouble-shooting electronic, electrical, and mechanical systems and components. Reviews, reads and understands blue prints, engineering drawings, and schematics. Responsible for the following facilities as assigned: (1) Water Survival Research Tank; (2) B-747 Aircraft Environment Research Facility; (3) Aircraft Cabin Research Facility (ACRF), (4) B-727 Aircraft Fire Laboratory, and associated laboratories. This activity includes as required; operating a forklift and ensuring the maintenance requirements of the various facilities, control systems, and associated equipment (smoke and fire generators) are met.

Ensures sufficient levels of expendable tools/supplies/materials are on hand to accomplish anticipated research projects and maintains an inventory of all the CSRT laboratory assets. Manages the procurement of these items to include purchasing with a government credit card if issued - gathers information on specifications, vendor sources, and cost estimates.

Ensures all systems are ready and test area is safe for personnel and observers during a test: supports implementation of all required FM Quality Management, Safety, Environmental, Institutional Review Board, and Health standards (e.g., ISO 9001, ISO 14001, OSHA. and EPA). Responds to CSRT laboratory safety or environmental incidents, prepares/completes reports, and helps conduct incident investigations. Conducts and/or supports training and audits related to CSRT facilities' quality and environmental compliance or operational safety. Develops plans and insures appropriate corrective actions are taken to eliminate or mitigate hazards.

Organizes and records documentation, logs, and other data collected from all cabin safety research conducted by the Laboratory. This includes the calculation and documentation of human subject research data when appropriate.

Work contributes to the activities of the Aerospace Medical Research Division and supports activities that are critical to the safe and continual operation of the NAS, FAA aircraft, and/or FAA academic programs. Contacts are primarily internal to the Aerospace Medical Research Division, with some contact with customers in other FAA offices and external organizations. This Lead Transportation Security Officer position is located at Wilmington International Airport (ILM), Transportation Security Administration, Department of Homeland Security (DHS). As a Lead Transportation Security Officer (LTSO), you will be responsible for leading at least three full-performance level Transportation Security Officers (TSOs) and, as assigned, trainee and apprentice level TSOs. As an LTSO, you will identify, distribute, and balance workloads and tasks among employees in accordance with established workflow and skill level. You will make adjustments to accomplish the workload in accordance with established priorities. Duties include but are not limited to:

• Providing input to supervisors and managers concerning a variety of human resources matters including, but not limited to, employee performance, promotions, reassignments, awards, etc.
• Implementing security screening procedures in accordance with TSA objectives and directives.
• Assisting with investigations of incidents, and preparing incident reports or other documents that convey required information.
• Responding to breaches of security and emergency situations.
• Training team members, monitoring and reporting on the status and progress of work, and representing the team in communications with the supervisor or manager for the purpose of obtaining resources (e.g., computer hardware and software, etc.).

The primary purpose of this position is: To perform aircraft structural maintenance and support equipment repair for tasks associated with the planning, laying out, fabricating, modifying, repairing, assembling, corrosion control, specialized coatings, advanced composites, tubing, and installing sheet metal parts, items, and assemblies and to provide training to reservists in the accomplishment of tasks herein.

• IAW technical data and standards: Plans and lays out work from engineering data, blueprints, sketches, drawings, specifications, and work orders in the repair, coating or manufacture of aircraft structural components and support equipment; Develops patterns, molds, cuts, forms, joins, assembles, and installs items and systems which have combined straight and curved edges or irregular curves, angles, and planes.
• Operates, cleans, maintains and accounts for all hand, power tools and equipment, such as slip roll forming machines, box and pan brakes, beading and tubing machines to fabricate and repair items.
• Inspects, prepares aircraft and support equipment surfaces and applies a variety of chemical compounds, protective and specialized coatings to a variety of materials, such as sheet metal, radomes and composites then correctly disposes of hazardous waste products.
• Repairs, modifies, and manufactures fiberglass, bonded honeycomb, and composite/metal structural components that have contours that must be reestablished or that require the manufacture of a mold using the available part or pattern.
• Prepares effective training plans to maximize Reserve training. Utilizes safety practices, Federal Environmental Protection Agency (EPA) and AF Environmental Compliance Assessment Management Program (ECAMP) environmental protection practices and procedures and complies with security regulations, directives and policies.

Supervises a staff of Air Traffic Control Specialists that is responsible for carrying out air traffic control assignments within a geographic area.

Plans and assigns work to be accomplished by subordinate employees. Sets work priorities and schedules. Approves leave; gives advice, counsel, and instruction to employees on both work and administrative matters. Evaluates performance of employees and recommends performance ratings. Understands how the technical area interacts with or is affected by other disciplines and considers the objectives of the organization when developing, integrating, and implementing solutions to diverse, complex problems.

The incumbent applies analytical methods to solve problems, optimize use of data, and provide additional insight and evidence for decision-makers. The incumbent is responsible for and/or assist with the following duties:
