Performs a mix of routine and varying assignments associated with analyzing, installing, repairing, fabricating, or trouble-shooting electronic, electrical, and mechanical systems and components. Reviews, reads and understands blue prints, engineering drawings, and schematics. Applies experience and detailed technical knowledge of engineering principles, theories, and concepts at the full performance level as well as applicable procedures and policies. The work of this position involves functions such as research support, audits, testing, operation of facilities, systems, protocols/processes, test equipment repair, assembles or installs instruments and devices or materials. Supports CSRT research activities as necessary to ensure that research and demonstration protocols meet safety requirements and data accuracy specifications. This includes assisting with instrumentation installation; facility preparation and checkout; experimental setup; data collection; and data storage. Because of the nature of the facilities and tests conducted, accomplishment of these activities requires mobility, eyesight, and hearing.

This activity includes as required; operating a forklift and ensuring the maintenance requirements of the various facilities, control systems, and associated equipment (smoke and fire generators) are met.

Ensures sufficient levels of expendable tools/supplies/materials are on hand to accomplish anticipated research projects and maintains an inventory of all the CSRT laboratory assets. Manages the procurement of these items to include purchasing with a government credit card if issued - gathers information on specifications, vendor sources, and cost estimates.

Ensures all systems are ready and test area is safe for personnel and observers during a test: supports implementation of all required FM Quality Management, Safety, Environmental, Institutional Review Board, and Health standards (e.g., ISO 9001, ISO 14001, OSHA. and EPA). Responds to CSRT laboratory safety or environmental incidents, prepares/completes reports, and helps conduct incident investigations. Conducts and/or supports training and audits related to CSRT facilities' quality and environmental compliance or operational safety. Develops plans and insures appropriate corrective actions are taken to eliminate or mitigate hazards.

Organizes and records documentation, logs, and other data collected from all cabin safety research conducted by the Laboratory. This includes the calculation and documentation of human subject research data when appropriate.

• Represent the VALOR program and other VA senior leaders on logistic supply chain modernization related matters to Defense Health Agency (DHA) and external stakeholders to include task forces and committees.
• Assist with the development and support partnerships to address supply chain challenges.
• Identify and oversee needed supply chain projects for implementing systems participants in collaboration to support VA's logistics modernization efforts.
• Serve as a supply chain expert for the VA System Redesigns Program Management Office and provide a wide range of logistics management related tasks, which include identifying, analyzing, and developing supply chain management activities, and implementing new commercial business practices at VA facilities located worldwide.

What you'll do

As a Supply Chain Strategic Sourcing Manager, you’ll be developing and implementing joined-up, global supply chain strategies and solutions that incorporate the full procurement contract life cycle across multiple spend categories, geographies, and business areas.

You’ll also be shaping and executing the development and management of our supply base in line with our strategy, including owning and developing key strategic suppliers on behalf of the bank, identifying potential new suppliers through market knowledge and competitive tenders, identifying areas for efficiencies and savings, and managing and improving supplier performance.

In addition to this, you’ll be:

• Planning and prioritising all available resource to ensure efficient delivery and management of the supply base in line with our objectives
• Undertaking contract and financial signing authority in line with published delegated levels of authority and regional variations
• Developing and leading strong networks across the supply market and other external organisations, including competitors, and developing deep insights and analysis
• Implementing the stakeholder management strategy and delivering an excellent supply chain service to those stakeholders
• Developing and building a deep understanding of the franchises, functions and business areas relevant to the successful supply chain strategy, and designing and delivering solutions that meet and challenge their requirements

The skills you'll need

To succeed in this role, you’ll need strong commodity and supply chain market knowledge, across a variety of supply chain categories with a demonstrable track record of success in implementation and managing an end-to-end procurement process. Experience in the financial sector, banking or payments would be advantageous. You’ll be educated to a degree level or equivalent, be an extremely effective communicator and you’ll have experience of leading strategic and business critical supplier relationships and contracts to deliver sustainable improvements.

You’ll also demonstrate:

• Knowledge of contract law and legal knowledge relevant to supply chain and the procurement life cycle
• Experience of applying supply chain skills and techniques such as cost modelling and gap analysis to positively disrupt business strategy and outcomes
• A proven track record in taking ownership, managing a procurement market test or tender, leading contract negotiations and resolving issues within a supply chain services environment
• Experience of implementing a variety of supply chain commercial models and strategies, such as offshore, outsourcing, and make versus buy in a competitive or regulatory environment
• Experience in cost, financial management and Agile ways of working and using tools to analyse and interpret, and present spend and cost management data
• Experience of drafting commercial terms and knowledge of base contract terms and conditions
• Strong negotiation skills with ability to present to stakeholders at senior level
