Job Title: Quality Assurance Auditor

Reports to: Regional Manager

Job Purpose

The Quality Assurance Auditor role ensures that the organisation is CQC inspection ready.

They provide a critical friend to audit services on a planned or as required basis using standardised audit tools and reports.. They quickly raise any issues locally and look to take the necessary remedial actions to improve practice and maintain safety.

Dimensions

• Undertake a programme of planned, and reactive, quality assurance audits across services to ensure CQC, commissioner and other statutory standards are met and exceeded by measuring performance against policy, procedure and regulations.
• Identify risks to safeguarding and quality of support, and implement measures to mitigate these, alongside operational managers.
• Accurately record and report on quality, safety and compliance KPIs and statistics to the Regional Manager and Registered Managers.
• There is no budget responsibility.

Principal Accountabilities

• Work across services to ensure the organisation is compliant with regulatory requirements and fulfils its duties and responsibilities in line with evidence-based practice, sector guidance and contractual requirements.
• Assess each registered location in terms of being CQC inspection-ready through mock inspections and audits of key quality, safety and compliance indicators.
• Provide specialist advice and support to operational managers and staff to meet, and exceed, regulatory and contractual standards and provide oversight to the Director of Operations.
• Proactively promote the organisation’s quality assurance agenda for the people we support.
• Contribute to the review of organisational policies and procedures.
• Provide and assist in the provision of reports to internal and external partners.
• Advise and support operational managers in meeting and exceeding sector standards.
• Collect, collate and analyse information to assist compliance and service improvement.
• Support the person supported engagement and co-production agenda involving people with lived experience in quality monitoring and improvement.
• Analyse all audit activity to monitor and report KPIs, identify and report on themes and trends for good practice and areas for improvement and lessons learned at organisational level.
• Develop mock CQC inspection ratings for registered locations.
• Produce a monthly quality and safety report for the Head of Operations.
• Produce any other quality and safety reports as required internally and externally.
• Undertake investigations of serious incidents across the organisation.
• Provide expert support, advice and guidance to operational managers to improve the quality of service delivery, ensuring services meet or exceed quality standards and regulatory requirements.
• Coaching operational managers on quality, safety and improvement, personalisation, co-production, and outcomes.

Essential

Skills and Knowledge

• Resilient and able to work at a pace and manage competing priorities.

• IT literate.
• An understanding of contemporary models of mental health, learning disability and autism support in adult health and social care.

Experience

Qualifications and Training

This role is Field Based with the expectation for you to be in services within the north west of England at lease 4 days per week, Therefore a driver with the use of a vehicle is therefore required.

This role is Band I as per our structure.

You will be responsible for the development, implementation and monitoring of an annual business plan and regular reports by ensuring effective QA, including identification of risk and capacity issues across the held portfolio of services.
You will understand how to use data and benchmarking to fully inform the strategic plan and work of your service.
You will have had high level experience in planning for external inspections, as this is an essential part of the role.

Building Control Officer (Grade 7)

PRIMARY PURPOSE OF THE JOB:
To carry out a full range of Building Control functions including the on-site supervision of building works and dealing with dangerous structure reports


MAIN AREAS OF RESPONSIBILITY:

• The enforcement of the Building Regulations and associated legislation in respect of building works in progress on site.
• To keep adequate records of enforcement relevant to the Service’s responsibilities and for future reference.
• To supervise and control the demolition of buildings in accordance with relevant legislation, including preparation of specification and approval of method statements.
• The inspection of dangerous and alleged dangerous structures, and taking action under relevant legislation for the removal or securing of structures found to be dangerous.
• The preparation work for the service of statutory notices, and summonses to be heard in courts of law, which will include the preparation of reports, specifications and statements of evidence.
• The attendance at office and site meetings, public enquiries, courts of law and meetings of external agencies and voluntary organisations and courses, when required.
• The receiving and processing of correspondence, plans, specifications and details relevant to the enforcement mentioned above.
• The appraisal of selected applications formally submitted for consideration under the current Building Regulations and allied national and local legislation.
• The receiving and processing of complaints and enquiries from members of the public, Councillors, Members of Parliament and the Ombudsman.
• The supervision and assistance in the training of staff temporarily assigned to the district.
• To carry out any other relevant duties as may from time to time be assigned commensurate with the grade.
• To maintain, support and develop close working relations with other Sections and Service Areas and to attend site as required. Be responsible to the Principal Building Control Officer for the administration and enforcement of relevant legislation in the implementation of council policies, programmes and procedures.
• To deputise as required for other members of the team.
• To assist with the activities of the team in the achievement of the Council’s and Service’s objectives, policies and duties.
• To provide advice on legislation, technical matters, guidance and instruction to the public, architects, surveyors, agents, builders and staff within other sections of this Division and other Portfolio’s where appropriate.
• To assist in studying and reporting on new or proposed legislation, circulars or other matters affecting the function of the Service. Establish or revise operational systems, procedures and policies as required.
• To develop, implement and maintain a quality system of data quality management and archiving that complies with BS EN ISO 27001:2005 accreditation and audited by an external accreditation body.

• To monitor, review and ensure a balanced and cost effective discharge of the Service’s functions by organising and continuously developing working practices.

• Contribute to sustainable development in all duties undertaken.

• To participate in all aspects of training and development of staff, including the maintenance of disciplinary standards, as directed. Use all learning opportunities to develop personal skills necessary to improve effectiveness, efficiency and delivery of service in recognition of the Portfolio’s business and service targets.

• Subject to consultation with staff or their representatives, to undertake any other duties of a similar nature and level which may from time to time be assigned in the interests of and/or improvement of the service, or in response to the urgent or pressing need of the service.

A client within the Public Sector based in Merseyside is currently recruiting for a Building Control Officer to join their team as soon as possible. The client is offering a full time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority.

The Role

Principles Responsibilities Produces, agrees, and oversees delivery of risk-based HQT reviews across all MIAAs clients that are designed to produce sufficient assurances to fulfil the requirements of the Head of Internal Audit Opinion on the effectiveness of internal control. Manages the planning, conduct, output, and opinions for all HQT audit work across all MIAA clients within agreed deadlines, budgets, and quality standards. Operates as budget holder for allocated reviews/plans i.e., a discrete set of services, requiring the planning and organizing of complex activities and programmes toensure income is recovered, costs contained, and outputs delivered. Often these budgeted plans need to be adjusted on an ongoing basis for reporting to Audit Committees as priorities shift. Manages and develops the key relationships with MIAA clients, particularly at Director of Nursing and Medical Director level. Provides the principal advice to MIAA clients on HQT review findings and their potential impact on Annual Governance Statement preparation and related governance and risk management matters. Responsibility for ensuring allocated HQT reviews are incorporated into the overall planning of resources and commitments for the function. Plans and organises the work schedule for allocated reviews to ensure weekly, monthly, quarterly, and annual timetables are delivered particularly regarding Audit Committee deadlines. Personally, conducts a range of highly complex audits for reporting to senior management and the Audit Committee. These will routinely be complicated and multi-layered where sensitive judgements need to be framed in situations where solutions are not clear. Conducts complex research on behalf of the team and the Agency to develop and pilot approaches to emerging auditable areas. Makes recommendations as appropriate often involving significant proposed changes to working practices and procedures following policy implementation across multiple areas and NHS organisations.
