The DCQM provides executive leadership and direct supervision over the following areas: Accreditation, Risk Management, External Peer Review, and Patient Safety. SUMMARY OF DUTIES: The purpose of this position is to provide trained and qualified Air and Space Operations Center (AOC) Command and Control (C2) warriors to augment MAJCOM deployable AOCs worldwide at the operational level of war. The state mission is to provide support to civil authorities, as directed by the Governor, for disaster relief, public safety, search and rescue, and civil defense, and Continuity of Operations. Must be trained and ready to function in a senior level position in a coalition AOC reporting to the C/JFACC at the 3-star level. Accordingly, must direct all actions that prepare unit members to perform at the operational level of war in an AOC. Responsibility to possess a working knowledge of all Air Force Weapon Systems and their capabilities, as well as a clear understanding of the systems and capabilities of other DOD components, NATO nations, and other coalition partners. This mastery level knowledge is required to sustain the development and execution of a daily Air Tasking Order for a minimum of 30 days at 500 missions per day. Due to the unique mission of the, C-MAJCOM, this PD cannot be used in any other organization.

• Determines squadron goals for long- and short-range planning and execution of all programs.

As the principal representative in regulatory surveillance of air carrier activities, exercises certificate authority over a major air carrier with very extensive and complex avionics. Analyzes flight involving large fleets of turbojet aircraft engaged in large-scale passenger and freight service; or evaluates maintenance activities and complete aircraft overhaul facilities which are equipped and staffed to handle the latest and most sophisticated turbojet aircraft and associated systems. This level includes responsibility for nationally and internationally prominent carriers who operate the largest, most advanced fleets of turbojet aircraft in the industry

Under direction of management develops schedule to ensure the Quality Assurance Evaluation Program is conducted in accordance with Air Force (AF) Standards. Inspects lodging rooms, buildings, grounds, parking lots and other areas such as offices, day rooms, hallways and storage areas for quality and quantity of work performed by all employees. Evaluates and updates all general room instructions to include: guest directories, fire evacuation procedures, equipment instructions, sundry price listings, and informational signage. Corrects publications as required. Reviews guest feedback, analyzes data, and informs Lodging Manager of issues or areas requiring correction. Tracks trends in performance and conducts hospitality specific training to improve overall guest service and compliance with established standards. Tracks courses required to maintain or earn hospitality certifications. Oversees and manages the in-house training program. Oversees small study groups or self-directed studies as needed to complete lodging courses. Ensures completion of hospitality training required for certification with AH&LA/ Educational Institute. • Lead and manage a branch performing a variety of quality assurance oversight functions of production operations in a highly industrialized depot complex.

Incumbent typical work assignments may include the following:

• Provides expert advice and assistance to the Scientific Analysis (SA) Director, Laboratory Director and Deputy Laboratory Directors in Hawaii and Nebraska.

• Provides leadership to the Quality Assurance Program (QAP), implement Standard Operating Procedures (SOP) established by the SA Director, provide administrative assistance to scientific staff, and provide advice to the Laboratory Director on matters of policy and procedure as they relate to quality assurance and accreditation under the International Organization for Standardization (ISO) 17025: General Requirements for the Competence of Testing and Calibration Laboratories and all supplemental requirements of external accrediting bodies.

• Utilizes appropriate project management techniques to coordinate and develop program execution plans for routine and special laboratory projects to ensure that the organization's strategies, goals, objectives, work plans and work products and services are articulated and communicated to the team when assigning projects, solving problems and/or program issues.

• Serves as the Contracting Officer's Technical Representative regarding contracts that pertain to the services rendered by external accrediting bodies that include annual fees for compliance monitoring of the SA Directorate and fees for accreditation inspections and annual surveillance visits as well as laboratory support services contracts.

• Is the Lead Security Manager for the SA Directorate and liaises with DPAA Security Directorate officials. Incumbent is the Point of Contact with the DPAA Logistics Directorate regarding aspects of security for the laboratory.

• As a Contracting Officer Representative, Evaluates the Quality Management System, ensuring that all contractual, regulatory, and administrative requirements are met.
• Provide advisory and hands-on assistance to functional area personnel involved in developing/revising technical specifications, Performance Work Statements (PWS), Statements of Work (SOW), Statements of Objectives (SOO), Quality Assurance Surveillance Plans (QASP), Performance Requirements Summary (PRS), and COR checklists.
