The Public Health Operational Policy Division (PHOPD) works to strengthen policies, processes and operational capabilities in the areas of vector control and sanitation to meet current and future challenges. This includes developing solutions for current challenges, exploring and leveraging new operational technologies, and developing strategic programmes and engaging relevant industries and stakeholders. PHOPD also ensures compliance with the cleaning industry licensing regime through audits, investigations, and enforcement.

In the Sanitation and Industry Policy Department, you will be part of the team that regulates our cleaning industry to ensure the industry delivers quality services and contributes to a clean and liveable environment. You will be responsible for the following:

• Plan and conduct compliance audits on licensed cleaning businesses
• Carry out investigations on unlicensed cleaning businesses and their service buyers
• Impose enforcement action on offenders in line with established enforcement framework
• Consolidate and analyse compliance statistics and trends
• Attend to feedback from cleaning businesses, service buyers, and other stakeholders
• Partner licensing and policy teams in reviews and rollout of new or amended policies
• Any other tasks assigned

The ideal candidate should possess the following qualities:

Job Description:

Financial Close and Reporting

• Manage period-end closing process
• Manage financial accounting process and finance system GL control
• Responsible for balance sheet substantiation and ensuring timely GL accounts reconciliation
• Ensure proper maintenance and control over the data in General Ledger (“GL”) including AOV (Accounts Owners Verification) and KRI (Key Risk Indicator) submissions.
• Lead the local team for Group Finance system projects and Group financial controls and reporting initiatives

Statutory Reporting and Audits

• Prepare annual financial statements and accounting schedules

Regulatory Reporting

• Timely and accurate reply to regulators' queries on submitted returns and manage any ad hoc regulatory query/survey

• Lead the local team for any new local regulatory reporting project and initiatives

Tax Filing / Tax Query

• Manage and comply with local tax filings including corporate income tax and indirect taxes
• Implement effective process control to ensure accurate and timely tax submission and payments.
• Liaise with external tax agents on relevant matters
• Ensure timely communication to relevant stakeholders on any ad hoc queries from local tax authorities and engage the external tax agent to prepare a necessary analysis to respond to the regulator on a timely basis.
