• Provides direction and advice to District elements, Branch Chiefs, and the Chief of Contracting in areas of acquisition planning, contractual strategy, and execution of acquisition programs.
• Responsible for Contracting Division’s compliance with all upper level data calls to include coordination and reporting, as required or requested, for all protests against awards, reports of procurement management reviews, inspections;

The incumbent serves as an Inventory Management Specialist and is responsible for inventory management of all CPAC supplies and equipment. Performs specialized supply functions and related activities to carry out CPAC operations.

• Performs analytical work to manage, regulate, coordinate, or otherwise exercise control over supplies and equipment.
• Determines, regulates, and controls the level or flow of expendable /non-expendable supplies or class of material.
• Computes requirements for assigned items by using the Generic Inventory Package in VistA, or other VA approved system.
• Specialized methods and techniques to analyze and evaluate the effectiveness and efficiency of inventory management programs and /or operations; and the ability to resolve issues and controlling actions in an inventory management function for a complete category of materials.
• The primary purpose of the position is to coordinate, plan, perform, and provide advice and recommendations on conventional inventory management activities for a single CPAC.
• The work products or services produced have an impact on the efficiency, effectiveness, and productivity of CPAC operations which is regional (coverall several states in a VISN or group of VISNs) in terms of coverage and scope.
• The employee uses knowledge of interrelated supply processes to: coordinate the objectives and plans of two or more specialized supply programs, and/or two or more independent organizations receiving local supply support (e.g., regional
  office, outpatient clinic, or medical center); provide options in study recommendations to allow for differing or conflicting program requirements; develop and/or implement procedures and practices to cover multiple supply objectives including inventory management of the supply stock fund for expendable and nonexpendable items; or serve on inter-agency or inter-organization
  committees and groups to identify and resolve, or to assign responsibility for resolving supply issues.

This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-6. At the GS-5 grade level, the employee performs assignments of a more limited scope and with less independence. You will progressively acquire the background necessary
to perform at the full performance level of GS-6. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.

Duties include but not limited to:

• Perform technical level purchasing support adhering to the Federal Acquisition Regulations (FAR), Veteran Affairs Acquisition Regulations (VAAR),Veteran Health Administration (VHA), and Prosthetics directives and handbooks, Veterans Integrated Service Networks (VISN) policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation of the Veteran's medical condition.
• Submits Acquisition Plans and Procurement Packages for stock and veteran specific needs to the Network Contracting Office and uploads quotes, bids, invoices, consults, and other important documents to Electronic Contract Management System (eCMS).
• Verifies Data Universal Numbering System (DUNS) and Bradstreet information and ensures each vendor is in System for Award Management (SAM) and in good standing with the government to do business with.
• Verifies accountability of all prosthetics expenditures in both the purchase menu and the prosthetics program and associate all obligations to the individual veteran.
• Ensure the services provides are documented not only as the type of service, but the duration.
• Complex purchasing: requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased for the Veterans.
• Routine purchasing: includes routine purchase orders on established contracts or through established vendor resources using regular significant research, analysis or collaboration.

This position serves as a Supervisory Inventory Management Specialist for non-expendable (NX) assets/material in a VA Health Care System (VA HCS) and supported catchment area. Supervises multiple supply or material classes/series. Is recognized as Material Management Section's subject matter expert and serves as advisor and consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for sound material management concepts, practices, and control of all personal property. Occupies a major position on the Facility Logistics Service staff and is critical to the operations of the medical center and supported catchment area.

Duties include, but may not be limited to the following:

• Lifecycle Management: responsible for the lifecycle management of non-expendable assets; develops multi-year equipment/NX plans; utilizes advanced automated non-expendable planning tools; participates in strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment; utilizes performance improvement methodologies to improve the overall management of NX assets; and conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities;
• Supply Management: responsible for the management and control of NX equipment and the inventory management of all NX assets; provides full logistics and supply chain support of pre-planning, preparation and equipment purchases; implements and monitors automated NX inventory management systems; and analyzes, studies, develops, and directs systems in connection with the NX requirements;
• Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs;
