About the Department

The Ministry of Justice (MoJ) is a major government department, at the heart of the justice system. Responsible for courts, prisons, and probation services, we work to ensure sentences are served and offenders are given rehabilitation opportunities to become law-abiding citizens.

The MoJ has one of the largest and most complex spend profiles in central government. The Commercial and Contract Management Directorate (CCMD) is responsible for coordinating procurement and contract management across the MoJ, its agencies and non-departmental public bodies.

The MoJ spends £6.7bn a year and manages over 1,000 active contracts, all of which are sourced and managed by CCMD. We are running some of the most groundbreaking programmes such as Prison Reform and His Majesty’s Courts and Tribunal Service Reform. CCMD’s Rehabilitation Services in Community Commercial Team leads the end-to-end strategy, sourcing, and management of the current and future probation services. The team is split into two areas: Probation Business Partnering & Contract Management (BAU) and Probation Sourcing. - Support the establishment of Business Change Management capability – identify, implement and continuously improve the core standards / policies / processes / procedures / templates needed for the function to provide an effective Business Change Management service to this Programme within Inventory Operations & Supply Chain.
- Identify, plan, develop and deliver business change activities for all stakeholders of the Programme, including communications, training needs analysis, organisation design and business readiness.
- Identify business change management risks and issues, proposing mitigating actions to relevant Project / Programme Manager and Project Sponsor to overcome challenges presented.
- Act as the main point of contact for business change communications and to actively collaborate with stakeholders from all levels and disciplines to define business change requirements and ensure effective development and delivery throughout the Programme Delivery phases.
- Create detailed Business Change Management Plans, execute, monitor progress and report against those agreed plans and take corrective pro-active action where required.
- Advise business and internal teams on Business Change Management best practice.

What you should bring to the role

- Take accountabilities for all actions and decisions, including technical, financial and quality aspects.
- Identify Business Change Management functional objectives and taking responsibility as appropriate.
- Define, implement, maintain and continuously improve Business Change Management processes.
- Establishing and maintaining influential relationships with internal and external customers, suppliers and partners at senior management level.
- Developing and maintaining broad business understanding and Business Change Management expertise, including knowledge of the activities and practices within Thames Water and those of suppliers, partners, competitors and clients. Taking the initiative to keep both own and function members skills up to date.
- Performing highly complex Business Change Management work activities covering technical, financial and quality aspects, absorbing complex information and understanding the implication of new processes and technologies.
- Promoting compliance with relevant legislation and the need for services, products and working practices to provide equal access and equal opportunity to people with diverse abilities.
- A full UK Driving License is required within this role.

Your new role
An exciting opportunity for an experienced procurementmanager to join the management team to continue the delivery of theirwell-established procurement function. You will be reporting into ChiefOperating Officer (COO). This role will offer you a scope to lead onprocurement projects, including managing and overseeing all the tenderingactivity and engaging with and supporting our managers with the procurement ofproducts and services aligned to our social value and procurementstrategies.

What you'll need to succeed

• Previous experience as a Procurement Manager or Category Manager or similar position
• Be proficient with handling data and data analysis
• Excellent communication skills
• Influencing and negotiation skills
• Self-starter who is driven and determined to develop their procurement career
• Ideally you should be CIPS qualified or working towards the qualification and have experience of leading on tender processes, advising on procurement matters in a commercially focused organisation and be able to own the continuous improvement of the procurement function.
