• Uses professional engineering skills in engineering disciplines to review contract plans, specifications and work statements for adequacy from the construction point of view for new construction, modification, repair and maintenance of facilities.
• Serves as technical advisor and consultant on various engineering (i.e., civil, mechanical and electrical, etc.) matters and other aspects of projects.
• Provides technical direction to lower-level engineers assigned to various facets of complex projects. Projects may be valued at multi-million-dollar range.
• Coordinates, monitors and/or performs scheduled and unscheduled inspections of the construction activities at project sites, as needed, or at the request of the construction inspector, customer, contractor, Corp of Engineers, or other DoD agencies.
• Ensuring that the construction contracts meet Ft. Bliss, TRADOC, DoD, and contractors' regulations, policies and specialized requirements.
• Provides technical supervision over lower graded engineers in resolving especially complex and difficult problems and situations involving investigation and analysis of design and construction projects.
• Resolves technical problems requiring reconciliation of conflicting technical viewpoints, where different guides point toward conflicting decisions, and where guides are very general or lacking.
• Makes suggestions to supervisor as requested concerning promotions, reassignment, recognition of outstanding performance, and personnel needs. Provides input on performance standards and ratings to supervisor.
• Applies a knowledge of civil, mechanical, and electrical engineering principles, techniques and practices to perform professional work involving the preparation and/or review of engineering designs including plans, specifications, cost estimates

• Assures that projects are inspected for quality, timelines, and customer satisfaction through the proper use of resources, including contracts.
• Coordinates construction management and inspection. Establishes, plans, coordinates, and executes inspection, quality assurance, and technical management control activities for all projects.
• Coordinates the development of scopes of work, requirements, designs, schedules, and budgets for assigned projects ranging from small locally funded projects to Construction of Facility (CoF) projects.
• Manages assigned projects and communicates with the customer involving a full range of engineering and construction disciplines, across all project phases (concept, requirements, design, construction, activation/closeout).
• Monitors and evaluates the status of all assigned work including design and construction cost, quality, and schedule.

• Providing a full range of psycho-diagnostic services which requires advanced and expert skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family psychotherapy and advanced level psychosocial and/or case management interventions used in the treatment of Veterans with a range DSM diagnoses, substance abuse/dependence, and poly-traumatic injuries
• May have clinical program management responsibilities, which include the operation and management of various psychology or mental health programs within the VA Texas Valley Coastal Bend Healthcare System (VATVCBHCS)
• May have responsibilities for and oversight of the administrative and programmatic resources of various clinical programs that are specialized/complex and significantly impact the delivery of health care services to Veterans in the VATVCBHCS
• Have the ability to expand clinical knowledge in the profession, demonstrating innovation in the creation of new models of psychosocial assessment or intervention to identify and address specialized clinical needs
