Serves as an engineer within the Federal Aviation Administration. In this capacity, directly participates in and is responsible for planning, developing, reviewing, and evaluating major aviation safety research initiatives. Determines compatibility with established/planned systems and their desirability and effectiveness. Identifies requirements for new or modified standards, objectives, policies, or system modifications.

Submits fully documented recommendations for systems acquisition, approval, and/or modification to supervisor. Functions as Contracting Officer's Representative (COR) during the acquisition and procurement cycle. Participates in a team that reviews contractor proposals for adequacy of design, and for operation, maintenance, and implementation procedures. This position supervises the U.S. Special Acquisitions Section (USSA) in the U.S./Anglo Division of the Directorate of Acquisitions and Bibliographic Access (ABA). The section is responsible for the acquisition of all non-serial collection material from the United States, excluding books acquired through copyright deposit, Cataloging In Publication or routine government transfer. It acquires most of the special collection materials being added to the Library’s collection, as well as most of the items donated for addition to the collection and all high-profile donated collection materials. The incumbent of this position serves as Section Head and is responsible for managing the work, including acquisitions, and cataloging functions, of the section, overseeing the work of a staff of librarians and library technicians performing these functions, and performing administrative and human resource management functions relative to the staff supervised. The incumbent serves under the administrative supervision of the division chief. The incumbent works highly independently, exercising considerable judgment, and carries out duties and responsibilities in accordance with broad overall guidelines and policies.

Supervises a group of employees performing work up to the GS-13 level. Provides administrative and technical supervision necessary for accomplishing the work of the unit. Determines the human resources needed to accomplish the work of the unit, and independently plans, schedules, coordinates and carries out the unit's activities.

Performs the administrative and human resource management functions relative to the staff supervised. Establishes guidelines and performance expectations, including quality assurance, for staff members which are clearly communicated through the formal employee performance management system. Ensures that invoices and credits for library materials are received, entered, cleared, and approved in accordance with Library procedures and statutory requirements (i.e., the Prompt Payment Act). Ensures that vendor complaints and/or statements concerning non-payment are investigated and resolved promptly by appropriate personnel and offices; ensures compliance with audit requirements.

Interprets and revises existing training policy and program guidance for use by others, including section, division, and/or directorate members. Independently plans, schedules, coordinates, and monitors the effectiveness of training operations.

Functions as a member of the Facilities Management Department, Administration Division, Federal Bureau of Prisons(BOP), Central Office, Washington, D.C.

Responsible for the maintenance and repair of all Central Office buildings and structures.

Performs a wide range of general maintenance duties in the Central Office buildings. The Central Office building includes 490,000 gross square feet and houses approximately 2,000 employees.

Responsible for various phases associated with the construction, repair, maintenance, and renovation of buildings and related structures, grounds, fixtures, and utilities, requiring the use of a variety of trade practices such as carpentry, masonry, plumbing, cement work, painting, welding, roofing, electric, HVAC, and other related trades.

As a SUPERVISORY GENERAL SUPPLY SPECIALIST, GS-2001-11, you will:

• Develop goals and objectives that integrate organizational, supply, transportation and fuels objectives.
• Establish, review, and revise policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate work problems or barriers to mission accomplishment.

You will oversee the planning, coordination, development, and completion of complex and varied projects to extract, transform, and load data into relational and non-relational data stores. Typical assignments include:

• Incorporates modern techniques and methods to present information and material to target audiences.
• Develops mechanisms for gathering or using existing quantitative and qualitative data to help stakeholders understand their customers; develop insights to inform decision-making, identify and scope problems; and embark on new research areas worth exploring through innovative methods.
• Demonstrated the ability to effectively outline and identify business workflows and requirements.
• Work with stakeholders across organizations, functions, and levels to build customer understanding and solve challenging problems, empower teams to move forward by developing metrics, measuring results, and integrating new methodologies into existing systems.
• Defines the overall goals and objectives of the user experience function or specific issues by meeting with OIG leadership.
• Provides input and recommendations to the development or changes on human centered design information for technical and operational feasibility and adherence with project objectives.

• Communicates ideas, research, concepts, methods, analyses, evaluations, and makes recommendations in a logical and convincing manner.
