CRS – Global Operations – CRS Critical Facilities Data Center Site Governance Lead
The CRS Critical Facilities Data Center Site Governance Lead is a key member of the CRS Critical Facility Governance of Data Center Operations. The position will be a site governance lead and will have the oversight and direct review into the maintenance, operations, key settings, and vendor reporting for all site activity as it relates to critical equipment.
The Position will provide subject matter expertise and engineering lead support to for the delivery and operation of critical data centers plus other critical facilities regionally. This role is a central resource for Critical Systems Engineering and Critical Facilities Management, providing:
- Governance (Audit and Risk Control)– Conduct Reviews, Inspections, Audits, and overall governance to all critical equipment operations and maintenance to ensure that compliance and incident reporting is aligned with Citi guidelines, processes, and procedures.
- Design and Construction – As Data Center Projects continue to be implemented, this Governance Lead will ensure that the D&C requirements are being met during projects and that operational overlap coordinated to prevent outages or impacts.
- Operations-The site Governance Lead will ensure that operations are aligned with Citi goals, criticality of the data centers, and uptime requirements.
- Change Management – Provide engineering support to ensure thorough review and approval of all critical operational and construction activities in critical facilities.
Responsibilities:
Governance (Audit and Risk Control)
- Conduct proactive and preemptive critical system reviews of logs, PPM’s, vendor reports, incidents, to ensure operations is in compliance with Citi requirements
- Cross-reference inventory of equipment against manufacturers’ notices and industry alerts, and internal incidents for at-risk hardware and systems architecture
- Take ownership stake for the open critical systems environments audit issues, resolve through coordination with operational staff and critical systems operations, incident, and D&C teams.
- Utilize global policies and documentation in responding to internal and external audits of critical systems environments, participate in the audit process
- Review business and TI infrastructure risk assessments to ensure proper facility installations and operating standards are in place to meet requirements
- Review existing policies, standards, and procedures for D&C, operations, change management, and incident response to ensure effectiveness and adequacy
- Identify risks associated with inventory of equipment against manufacturers’ notices and industry alerts, and internal incidents for at-risk hardware and systems architecture
- Take ownership stake for all open critical systems environments audit issues, resolve through coordination with regional staff and critical systems operations, incident, and D&C teams.
- Assist in the development of policies and documentation to be used in responding to internal and external audits of critical systems environments.
- Provide reviews of business and TI infrastructure risk assessments to ensure proper facilities installations and operating standards are in place to meet requirements
- Review existing policies, standards, and procedures for operations, change management, and incident response to ensure effectiveness and adequacy
- Participate and/or coordinate desktop and site (where required) pre-audits for planned external audits.
Design & Construction
- Ensure adherence to corporate standards for Data Center design and construction for all Data Center projects
- Oversight, approval, and governance of the annual attestation of compliance with D&C Requirements
- Responsible for the required approval to construction and renovation projects occurring within critical facilities and for those that impact critical systems in the data center
- Maintain perspective on new and emerging technologies and analyze potential uses within portfolio
- Review all procurement and engineering specifications and participate in the procurement process to ensure consistency in approach across regions
- Coordinate with regional and global Facility Management and Sustainability teams on all new projects to identify opportunities and incorporate best practices
Operations
- Conduct critical system review monthly. Review will include governance and oversight of all vendor reports, PPM completions, technical readings, and operational activities. Approval and closure of all incidents and PPM’s will be reviewed.
- Manage overall service delivery in the Data Center, provide support in the management of other COLO Data Center facilities throughout the region.
- Ensure adherence to corporate standards for Data Center operation and maintenance for all Data Center projects
- Oversight, approval, and governance of the annual attestation of compliance with O&M Requirements
- Coordinate with local site CTI team to ensure capacity planning for new projects meets requirements
- Maintain an inventory of critical components for use in sharing best practices, expediting repairs through leveraged parts positioning
- Identify common failure scenarios based upon installed base of similar components and configurations of equipment, focused to preempt outages with similar precedents across Citi and industry
- Review all new capital and renovation projects within the site with respect to operational requirements
- Coordinate operations of Critical Facilities and systems within the region with FM and Sustainability teams to identify opportunities and incorporate best practices
- Assist in the development of an inventory of critical components for use in sharing best practices; expedite repairs through leveraged parts positioning
- Identify common failure scenarios based upon an installed base of similar components and configurations of equipment, focused to preempt outages with similar precedents across region and the industry.
Change Management
- Review, Walk, and approval of all Data Center Maintenance Operating Procedures (MOP’s) and Oversee use of change control procedure for critical systems invasive maintenance and changes to ensure proper business level and CTI coordination is met, coordinate with other non-facilities changes and events in critical environments
- Review change management policy utilization across the regional facilities management teams and ensure strict adherence to policy
- Manage regional escalation and approval method for emergency changes and events
- Act as the site’s top-level CRS approver class in existing change management applications
- Review change management schedules across facilities to ensure that production/cob paired facilities do not have coinciding work schedules
- Work with the global team to develop metrics on maintenance durations and outages to review comparable operations and ensure windows are adequately scheduled.
- Act as advocate on behalf of regional site managers in scheduling required maintenance and repairs.
- Assist in the ongoing development of global change control procedure for critical systems invasive maintenance and changes to ensure proper business level and Citi Technology Infrastructure (CTI) coordination is met.
- Act as an advocate on behalf of site managers in scheduling required maintenance and repairs.
Outage Reporting / Incident Response
- Take responsibility for CRS incident escalation and coordinate all cross-business/function communications regionally
- Participate in technical response team to provide 24/7 remote support of all complex situations and outages
- Manage CRS executive level communication with respect to incidents and events for the region
- Develop and manage the regional process for preliminary, ongoing, and final incident reports, post mortems, CAP plans, and audit grade documentation
- Identify root cause and share failure analysis across teams to ensure similar conditions are proactively addressed
- Participate/lead technical response team to provide 24/7 remote support of all complex situations and outages.
- Travel to outage location where necessary to provide post-mortem technical analysis and support of the corrective action plan development.
- Coordinate with regional teams on executive-level, business and ARR related communications with respect to outages and incidents.
- Review and provide assistance in developing preliminary, ongoing, and final incident reports, post-mortems, CAP plans, and audit grade documentation.
- Identify root cause and share failure analysis across teams to ensure similar conditions are proactively addressed.
Qualifications:
- 5 - 7 years of relevant experience, managing engineering and operational management of mission critical facilities within a financial services or large corporate environment (preferred).
- Clear technical understanding of Critical Facilities operations and excellence.
- Experience in management of internal and external technical resources.
- Significant experience in identifying facility requirements, opportunities, and trends in emerging technology.
Education:
- Bachelor's degree or equivalent in Electrical, Mechanical Building Services or associated engineering discipline.
