As a PRODUCTION CONTROLLER, GS-1152-09, you will establish plans and schedules for maintenance and repair, using multiple process production methods and procedures for a variety of vehicles and equipment such as combat vehicles, heavy-duty engineering and mobile equipment, tracked vehicles, towed and self-propelled artillery, communications and electronic equipment, guided missile systems, and small arms. Implement maintenance plans and monitor progress of accomplishments. Using readiness, production and management reports available from the current automation support program and/or manual system, provide status of equipment, maintenance actions in progress, and location of equipment as required or requested. Responsible for data input of work order information, status changes, supply updates, and other pertinent information. Make on-the-spot adjustments to repair priorities necessitated by unscheduled maintenance requirements.

The primary purpose of this position is: To serve as an Air Reserve Technician (ART) to perform a variety of duties in support of airdrop training to include the operation of one or more types of gasoline, diesel, or electric powered wheeled vehicles; the operation of forklift and K-loaders; the rigging of loads and packing of cargo parachutes.

Duties:

1. Drives tractor-trailers and/or other vehicles typically having a GVW of more than 32,000 pounds.

This position is located at an Air National Guard (ANG) Airlift Wing, Maintenance Group, Maintenance Operations Flight, and serves as a consultant to the Maintenance Group Commander / Director of Maintenance.

• Develops, interprets, and provides program guidance to the Wing regarding maintenance policies, procedures, budget, training criteria, and manpower/personnel. Interprets command aircraft assignment configuration and reporting policy and informs appropriate Wing personnel of requirements and provides sufficient follow-up to ensure compliance. Creates functional checklists, guides, and other evaluation tools for use in determining the proficiency of maintenance operations personnel in accomplishing related maintenance tasks. Develops, recommends, and reviews new or supplemental draft maintenance procedures and instructions applicable to aircraft maintenance missions. Manages the maintenance training program and implements policies to ensure maintenance personnel are properly trained to fulfill mission requirements. Evaluates the overall structure of maintenance organizations, identifying program deficiencies and areas for improvement. Prepares and presents summaries/briefings on maintenance manpower levels and any impact on readiness. Provides recommendations to accommodate shortfalls. Reviews and coordinates maintenance personnel and position change requests.
• Provides oversight to the budget process, including planning, programming, budgeting, allocation, and funds execution. Develops recommendations for budgetary actions for specific functions while also evaluating trends and operating costs used to project future commitments and obligations.
• Leads aircraft maintenance support for operational, exercise, or contingency operations. Interprets operational, exercise, and contingency requirements and implements actions to assist Wing execution. Reviews assigned plans to extract command taskings and assess maintenance capability in assigned areas to support plans. Conducts final review of Unit Type Code (UTC) tasking updates prior to formal submission. Validates work products related to deployment/redeployment processes to ensures a smooth and orderly flow of deployment personnel.
• Evaluates leads and controls the Group and subordinate unit training program to ensure combat readiness for unit members and tracks progress via automated training records system and other tools. Coordinates actions with UTMs, supervisors, and higher headquarters training functions at the Wing, NAF, and MAJCOM level, as appropriate. Advises the Group Commander on the execution of unit training and advises UTMs, supervisors or managers within units when actions may affect productivity or mission.
• Directs aircraft maintenance analysis activities for the Maintenance Group. Reviews and interprets aircraft maintenance analysis information to implement programs that positively affect the future health of the aircraft fleet. Ensures aircraft status is properly reported per technical guidance. Oversees unit-level management of aircraft Maintenance Information Systems (MIS) to document and track weapon system maintenance. Compares aircraft maintenance analysis information to National Guard and Major Command standards and identifies trends that could adversely impact unit readiness.
• Represents the Maintenance Operations branch, participating in discussions, meetings, and/or serving on panels or committees concerning maintenance policies and procedures. Establishes, develops, and maintains effective working relationships within the wing, local organizations, other units, NGB and Major Commands. Confirms engine health management duties are performed accurately and data is reported to the Engine Manager for all engines in a timely manner.
• Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. As a PRODUCTION CONTROLLER, GS-1152-09, you will be responsible for advising, planning and coordinating aircraft maintenance requirements and utilization scheduling between maintenance, operations, and external organizations. Actively participates in the Wing Flying Hour Working Group for planning, scheduling, and execution of the Wing's Flying Hour Allocation process. Verify and reconciles the accuracy of unit flying hour allocations daily with Wing Operations Group and as directed with NGB AVDO and the Flying Hour Analyst. Manages all assigned major commodity areas (Airframe, Engine, Components and Special Projects). Develops, analyzes and evaluates multiple Maintenance Information System(s) (MIS) and various databases reports, charts and graphs to inform senior maintenance management. Actively participates in daily, weekly, and monthly scheduling, and quarterly/yearly planning programs and meetings. Communicate and advise leadership of potential over-utilization conditions. Analyzes and improves repair processes, methods, procedures and standards. Research and determine cause for missed maintenance-related scheduled events and documents findings as required. Develop local procedures to ensure effective and efficient scheduling of engines, support equipment, and develops, writes, and publishes guidance for aircraft document reviews. Work Schedule: This position works on a 5/4/9 compressed work schedule that consists of a 5-day workweek, then a 4-day workweek (eight 9-hour days and one 8-hour day and an SDO, Scheduled Day Off) to complete the 80-hour pay period. Work schedule is subject to change based on mission requirements.

- Leads a team of trades and/or labor workers. Under the direction of the Community Services Flight Chief and Deputy Flight Chief, is the Flight focal point for Material Management (Motor Equipment and Facilities).

Serve as Flight level Vehicle Control Officer (VCO) processing and submitting all required documents and data to the Squadron VCO in a timely manner. Oversees vehicle training and licensing for Community Services personnel. Reviews vehicle utilization records for compliance with mileage equalization policies. Prepares and reviews written and oral reports and acts as necessary concerning such matters as vehicle utilization, turn-in, replacement, damage, loss, rotation between users, and accountability. Maintains records and files as they relate to vehicle maintenance and history. Utilizes and maintains Material Handling Equipment (MHE) equipment to include truck mounted snowplows, forklifts, pallet jacks, dollies, banding equipment, power and air tools. Maintains a government purchase card for the purpose of purchasing vehicle parts and supplies.

Serve as an alternate facility manager. Process work orders through the 773 CES. Evaluate, plan, and execute facility maintenance repairs. Determines and selects the most appropriate course of action to accomplish each phase of the work in the most productive and cost-effective manner. Ensure that required materials are on hand or obtained prior to initiating work. Work cohesively with the onsite facility providing guidance and technical knowledge when necessary to complete detailed tasks. Assists with property accountability and annual inventories. Coordinate the delivery of assets from vendors to the various Community Services facilities.

Ensures physical safeguards, cleanliness, and safety standards are maintained within flight operations. Complies with environmental directives pertaining to handling hazardous materials and hazardous waste.
