• Advises customers and stakeholders on how to best improve current Human Resources Information Technology (HRIT) applications and identifies weaknesses in current business processes in order to improve the flow of critical HR information and transform how HR performs work, eliminating redundant work and increasing productivity.
• Resolves critical issues affecting the DFC's suite of HRIT applications and makes major contributions to initiatives dedicated to improving HR's operations and organizational effectiveness.
• Serves as a technical resource and provides support to users in the operation, maintenance and capabilities of all HRIT applications. Answers questions concerning requirements, procedures and forms for the full range of human resources functions. Functions may include employment, performance appraisal, pay, leave, awards, training, benefits, human resources records and processing, etc.
• Researches the CFR, OPM's Guide to Processing Personnel Actions (GPPA), DFC directives, OHRM operating procedures, and other guidance concerning issues related to processing personnel actions, merit promotion, competitive recruitment, priority placement, veteran's preference, U.S. citizenship requirements, noncompetitive appointment eligibility, etc.
• Liaises to the Office of Information Technology in the review and analysis of functional requirements and documentation to facilitate the development of new applications or systems changes in HRIS.

Serves as the state technical advisor for HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services) with a thorough understanding of HRO functional areas and internal processes (e.g., Staffing, Benefits, etc.) and how those inter-relationships impact processing of personnel actions. Researches, analyzes, recommends, and resolves a variety of complex issues relating to national HR information systems. 2. Provides technical support services to system users in the field. Develops and interprets policy for HRO functional areas as it relates to HR information systems and applications. Develops impact statements and recommends changes as deemed necessary which may be adopted as internal policy. Provides advice to HRO staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to new or existing systems. Assists with technical, functional, and communications problems of HR applications. Develops local policies/Standard Operating Procedures (SOPs) to implement changes or new programs to improve civilian personnel management operations. Troubleshoots system problems, including operation failures, provides emergency assistance, and administers system interpretation and guidance. 3. Develops state unique quality control (QC) program queries to ensure OPM/DoD standardization is met. Works with HRO functional areas to identify and correct invalid data. Analyzes quality control queries, personnel/payroll data reconciliation, rejected actions and reports to determine trends, problem areas and recommends modifications. Follows up to ensure corrective action is accomplished. Interprets requirements and changes as they impact human resources administration policies and procedures and recommends appropriate action. Identifies data error trends and provides training or written instructions to alleviate errors. Determines, plans, conducts, and evaluates training of HR information systems by monitoring progress and competency levels of personnel within HRO functional areas. Provides deficiency findings to the appropriate function area for remedy. As the internal control specialist for the HRO, provides continuous process improvement initiatives in support of HRO processes. Serves as the primary representative administering state training on all HR information systems. Develops training guides, user instructions/manuals, and customer support documentation for HR information systems that may be used nationally. 4. Manages access for all HR information systems including accountability, verification, and validation of resources. Performs user account management services by identifying user additions, modifications, deletions, group assignments, and system privileges. 5. May have limited leader responsibilities. Distributes and balances workload among Information System employees. Gives on-the-job training to lower-graded employees. • Consults with HR functional experts, IT subject matter experts and customers to develop and refine functional requirements and translate functional requirements into design specifications for new automated tools.
• Provides technical support to HR Information Systems specialists regarding requirements analysis, design, programming, testing and implementation for a broad spectrum of software life-cycle management of existing or proposed HR IT systems.

As a Human Resources Specialist (Information Systems), you will:

• Make recommendations on how to take advantage of automated system capabilities. • Troubleshoot HR System problems which involves direct testing and reviewing reports of sensitive employee HR data to ensure appropriate functioning and accuracy of data flow from one system to another such as the NFC payroll system.
• Determine the need to elevate system (e.g., HR Connect, ITM, webTA) issues to Treasury's HR Connect Program Office (HRCPO), ITM Program Office, Kronos, Fiscal Service ISS team, system security team/ISSO liaison, or other business partner. Collect all information needed to troubleshoot issues and monitor business partners' progress to resolve issues. Serve as a key liaison with external business partners.
• Lead and perform customer acceptance testing on behalf of all HRSD customers. Coordinate assignment of testers, communications with testers and the system owner, reporting of defects, and validation of defect fixes.

• Performs various assignments involving data reporting, system interface data testing, troubleshooting, and advising on problem resolution within the Learning management System (LMS).
• Performs system updates, system access requests, and troubleshooting/resolution of difficult and complicated system issues within the LMS.
• Ensures LMS record equivalencies for mandatory training to assist the agency to meet DoD/Federal regulatory compliance.

As a Human Resources Specialist, you will perform the following duties:

• Provide nationwide help desk services for GSA Nationwide employees. Provide technical advice to staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to existing system. Evaluate problems, trends, and patterns and determines the need for user training, application modifications, or other solutions to resolve wide-spread problems. Provide feedback to management along with recommendations for improvements. Provide customer training and on-site assistance as needed.
• Respond to customer inquiries via telephone, email, and personal contact. Maintain a log utilizing Google Docs which includes information on the date, the nature and origin of end user request and the date and nature of resolution.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area.
