The Mental Health Service Line provides care in several psychiatric settings: inpatient units, ambulatory programs, residential program for substance abuse, residential program for PTSD, emergency department, medical-surgical ward psychiatric consultation and geriatrics with extended programs. Psychiatrists within the Mental Health Service are able to perform and teach all of the services required in the practice of psychiatry to psychiatry residents. Educational experiences are also provided to appropriate health care personnel who seek training in mental health services (e.g. medical students, psychology and social work interns, physician assistant and nursing students, and non-psychiatric medical residents).

Section Chief duties include but are not limited to the following:

• Provide clinical and administrative coverage for Charlotte Outpatient Mental Health
• Be part of an on-call rotation of psychiatrists, which may include rounds on acute patients during weekends and holiday
• Supervise psychiatry staff
• Provide the general oversight of advanced clinical providers working in Mental Health.
• Provide clinical coverage of Inpatient Units and Outpatient Units, as necessary
• Advice and counsel workers on work and administrative matters
• Participate and coordinate Medical Center clinical committees, as required.
• Managing Psychiatry discipline - specific issues/concerns as appropriate to the authority delegated.
• Work with the other Mental Health supervisors to ensure that appropriate disposition services and meaningful therapeutic treatments are being offered throughout the department.
• Act in the absence of Mental Health Service Chief and serves on the management team of the Mental Health Service Line.
• Review and approval/disapproval of leave requests
• Assure that subordinates are trained and fully compliant with the provisions of safety regulations.

Additional duties include, but are not limited to:

• Application of accepted protocols for assessment of the individual presenting for psychiatric care. Assessment may include gathering verbal and documented history, mental status examination and medical and laboratory evaluation.
• Diagnostic description or formulation to guide appropriate acute and secondary treatment interventions.
• Provision of psychiatric care according to his/her privileges.
• Be available for all emergency psychiatric interventions during on-call hours
• Provide or assist residents and/or Advanced Clinical Providers in the process of evaluation and treatment of the psychiatric patient, and actively participate in corrective actions against untoward responses to psychiatric interventions
• Evaluate the patient to assess changes in the physical and mental status. A progress note is written in the patient's chart. Notes also include the concurrence with notes written by the resident and attending notes as appropriate.
• Perform inpatient and outpatient psychiatry evaluations and treatment as the team leader
• Participate in various hospital committees, departmental and hospital in-service programs, and education programs of the department and the hospital. They are also involved in continuous quality improvement through the peer review process
• Initiate or participate in an ongoing research activity. Faculty appointments to affiliated medical schools are available, as teaching medical students, residents and other disciplines is essential
• Regularly creates and maintains an environment that ensures confidentiality of privacy for patients
• Continually promotes teamwork by cooperating with and supporting staff, visitors and customers in achieving hospital goals/mission

Supervisory Medical Supply Technician duties includes but are not limited to the following:

• Responsible for assisting the Chief, Sterile Processing Services (SPS), in oversight of all operational and administrative activities of the service.
• Responsible for the quality management system activities within Sterile Processing Services, to include training, competency assessment, development, and enforcement of standard operating procedures.
• Through subordinate supervisors provides technical and direct supervision to over 24 GS3/4 through GS8 Medical Supply Technicians.
• Manages, directs, and adapts work to accomplish program goals and objectives, and to meet new and changing program requirements.
• Serves as liaison between SPS and other departments.
• Assists Chief, SPS, in managing the SPS Equipment Inventory Listing (EIL) for equipment assigned to SPS such as sterilizers, washer/disinfector, ultrasonic, sealers through the nonexpendable property program for the assigned facility/system and requests replacement of all equipment under their purview as needed.
• In the absence of the Chief, serves as a member or in an advisory capacity on committees such as Commodity Standardization, Infection Control, Environment of Care, and Reusable Medical Equipment. In addition, the Assistant Chief is required to attend regularly scheduled meetings as assigned to represent SPS and to provide written and verbal reports as required.
• Issues, adapts, implements, and maintains local SPS policies and procedures as applicable to specific facility/system programs.
• Assists the Chief, SPS in developing, directing, and maintaining a Quality Control Program ensuring product quality assurance through random sampling, biological monitoring, product assessment and other means, and providing specific reports as required.
• Solicits assistance from, or responds to, inquiries from outside regulatory and advisory agencies to ensure compliance with established policies and procedures from organizations such as the Food and Drug Administration (FDA), Association for the Advancement of Medical Instrumentation (AAMI), Joint Commission (JC), International Association for Healthcare Central Service Materiel Management (IAHCSMM), Association of Perioperative Nurses (AORN), and others.
• Responsible for facilitating training of various aspects of SPS, including reprocessing and inventory management. Conducts departmental orientation, training, skills review and assists with educational programs to maintain high staff quality performance standards. Identifies and promotes staff development.
• Responsible for coordination and integration of production requirements to meet needs of customers, both scheduled and non-scheduled.
• Assists Chief, SPS in preparing a devaluating future scheduling projects, anticipating future workload requirements to forecast appropriate staffing levels.
• Works closely with Supply Chain Management to monitor inventory levels to identify and take corrective action on matters relating to potential inventory shortages created because of additional case volume, scrap, or any customer related skills that may exist.
• Oversees appropriate reprocessing of reusable medical equipment (RME) to eliminate risk of infection and to provide timely safe patient care in all patient care areas.
• Responsible for continuous quality improvement projects that result in improved services to all customers. - In conjunction with Chief, SPS, responsible for developing policies and procedures that meet the infection prevention standards set by JC, AAMI, AORN, IAHCSMM and others and for monitoring compliance with those policies to meet established local, VISN, VHA and JC requirements for safe patient care.
• Knowledgeable and prepared to function as Acting Chief of the service.

1. - Serves as a clinical and technical consultant for all the Fayetteville VAMCs virtual care, telehealth, and dialysis clinic programs ensuring appropriate clinical technology applications and modalities are implemented, best practices are established and shared between facilities, sites, programs, and all VAMCs virtual care, telehealth programs adhere to facility, VISN, and national telehealth guidance and policies.
2. - Has direct oversight of multiple Tele-Primary Care, Specialty Care Telehealth, virtual care modalities including but not limited to clinical Video Telehealth (CVT), Video Conferencing, VA Video Connect (VVC), My HealtheVet (MHV), Home Telehealth (HT) and other telehealth applications and virtual network clinics, virtual communications modalities, programs, and sites of care.
3. - Ensures Home Telehealth applies care and case management principles to coordinate care using health informatics, disease management and technologies such as in home and mobile monitoring, messaging, and/or video technologies.
4. - Develops policies, procedures, and protocols to include technical support and equipment management guidance for the array of modalities employed by all the facility's virtual care and telehealth programs utilizing appropriate workload reporting and data management systems.
5. - Works with the Business Manager to provide appropriate activity and clinic coding for all virtual and specialty sites and the virtual care network programs as appropriate for workload tracking and reporting.
6. - Executes leadership that is characterized by continuous and substantial responsibilities that demonstrate experience and creative approaches to management of complex patient care for groups of patients via multiple telehealth technologies.
7. - Gives attention to providing care in the least restrictive, most cost-effective manner through use of clinical practice guidelines and clinical pathways.
8. - Provides evidence of health promotion and chronic disease indices are monitored through the clinical practice guidelines and performance measures.
9. - Has programmatic responsibility for the VA staff, services, and/or processes with the many specified specific areas of assignment.
10. - Has a direct relationship with established Network and facility positions to directly influence organizational mission and health care such as but not limited to: facility and VISN Primary Care Clinicians, Psychiatrists, Psychologist, Pharmacists, Care Coordinators, Facility Telehealth Coordinators, Facility IT Staff, MIS, Facility Service Chiefs and Administrative Officers, VISN and National Quality Managers, and Quality Management Staff, National Telehealth Training Centers, Facility and VISN Health Information Specialists, National VHA Telehealth Services Staff, Facility Directors, Chiefs of Staff, and Credentialing Coordinators, and others described/required by the VISN.
11. - Functions as administrator, educator, clinical and technical consultant utilizing management theory.
12. - Provides high level support, training, and advanced management of telehealth operations across the enterprise with duties that may require travel.
13. - Activities are governed in accordance with relevant VHA, VISN and facility regulations, standards, and guidance including the telehealth operations manuals, guidelines, and specialty supplements; activities shall be consistent with national, VISN, and facility level policies and procedures and support national VISN, and facility strategic goals.
14. - Integrates nursing science, information science, and technologies to maintain and develop medical data and systems to promote Veteran care that is safe, efficient, effective, timely, Veteran-centric, and equitable.
15. - Provides executive leadership, clinical practice guidelines, and direct supervision to the Nurse Managers/Supervisors over the facility Telehealth, Home Telehealth Programs, MyHealtheVet and Dialysis Clinics.
16. - Assess, plans, and evaluates the processes and daily operations of the assigned programs.
17. Ensures competency assessment is completed on each nursing employee annually.
