As an Operation Research Analyst, the incumbent:

• Serves as a subject matter expert for cost estimating, life-cycle cost analysis, cost modeling and the development of cost databases, risk management, and operational research.
• Uses knowledge of applying appropriate cost estimating and statistics principles and methods, as well as risk management principles, to technically complex systems.
• Provides expert advice to program and project teams in cost estimating and analysis, including project baselining and support to the program decision processes.
• Serves as a subject matter expert conducting scientifically based quantitative analysis of NNSA programs and projects to justify their cost, scope, and schedule baselines, as reported to Congress.
• Performs program analysis, including identification of key risks and issues, resource alternatives, and programmatic recommendations, informs the NNSA Future Years Nuclear Security Program (FYNSP) and budget submission under the Planning, Programming, Budgeting, and Evaluation (PPBE) system.
• Serves as a subject matter expert for the evaluation of the program/project performance, operational effectiveness, operational suitability, and estimated costs and schedules of programs and projects.
• Monitors progress identifies issues, analyzes root cause, and develops recommendations to senior level leadership.
• Provides technical and subject matter expertise to the CEPE Director, CEPE Deputy Director, the NNSA Administrator, senior leadership of NNSA programs, Congress, and other stakeholder agencies.
• Analyzes cost/financial and technical data to perform analysis, build models, identify trends, and develop tools using appropriate statistical and mathematical techniques.

• You will review Engineering work of minor complexity under supervision of a senior engineer.
• You will study engineering texts, periodicals, manufacturer's publications and other technical material to obtain information on materials, equipment and pertinent data.
• You will prepare layout and detail drawings on relatively routine projects.
• You will perform work with a larger more complex project pertaining to the design of mechanical systems for naval ships, ship systems and combat systems

• You will maintain programs for the Human Resources Office (HRO) in support of automated systems for the Laboratory and HRO.
• You will assist HRO and other NRL users with the operation of Defense Civilian Personnel Data Systems (DCPDS), MyBiz, eOPf, and other systems.
• You will analyze and provide recommendations for reductions, consolidation or removal of reports no longer used.
• You will meet with customers to assess their needs and make recommendations to meet the needs of the HRO users.
• You will assist in the review and preparation of the Commercial Activities (CA) Annual Inventory Tasker/Narrative Report.
• You will be responsible for all account management for the Defense Civilian Personnel Data System (DCPDS).
• You will provide guidance and assist users of DCPDS for the preparation of request for personnel actions.

• You will provide administrative and technical support.
• You will organize and maintain electronic filing systems for directives, regulations, manuals, and general administrative materials.
• You will prepare a variety of documents using office automation systems such as Microsoft Word, PowerPoint and Excel.
• You will ensure correspondence/parcels are mailed using the appropriate methods and all time-sensitive materials are tracked and delivered within the required timeframe.
• You will prepare monthly reconciliations and documents for quarterly audits.
• You will arrange meetings, trainings and events.
• You will be responsible for all procurement actions within the office.
• You will process requests and arrange for sign language interpreting services for employees.
• You will maintain program records and statistics, prepare reports and maintain databases.
• You will conduct EEO complaint in-take and may perform EEO counseling duties.

As an Operations Research Analyst you will:

• Provide analytical support to NNSA elements and leadership on its programs, projects, and portfolios in areas such as cost, schedule, risk, or performance outcomes.
• Identify and assess issues and applies problem-solving methods (e.g. queuing theory, optimization, discrete event simulation, Monte Carlo analysis, other mathematical, statistical, and decision analysis methods). Examine problem context, data integrity, resource constraints, and key assumptions to develop deterministic and/or probabilistic models to understand the range of potential outcomes, sensitivity to assumptions, and relevant trade-offs. Wors with fellow Operations Research Analysts or other technical personnel on analysis techniques and findings.
• Work on analytical teams developing tasks and execution schedules, overseeing day-to-day activities, coordinating with senior program and site partners, ensuring final products are high- quality and defensible, and presenting results to senior leadership. Participate in a community of analysts developing similar analytical products, encourage the free flow of ideas and best practices, and participate in the development of NNSA policy in areas such as cost estimating.
• Communicate results of complex analytical studies, estimates, and reviews to stakeholders. Review and integrate results of multidisciplinary models or analyses into a succinct message, and present through oral and written methods to supervisors, stakeholders, and customers. The Congressional Research Service (CRS) seeks a Research Librarian to join its Resources, Science, and Industry Division, which supports the work of Congress in issue areas including earth sciences, natural resources, environmental policy, energy and minerals, agriculture and food, science, technology, transportation, and industry.

The Research Librarian will provide reference and research services to CRS policy analysts and congressional clients, focusing primarily on the areas of business, industry, and technology, including emerging technologies. Research Librarian duties include:

Analyzes and solves research problems within designated policy research areas. Factors that affect the complexity of these problems include novelty, the difficulty in locating authoritative information, and the specialized nature of the subject area.

Responds to congressional and internal requests for information related to issues requiring in-depth knowledge of the context/background of the issue, and for information that is difficult to find and/or requires filtering/synthesis. Utilizes specialized knowledge to prepare responses to requests and develop and execute research methodologies for specialized topics.

Develops and maintains knowledge of research resources. Identifies, tests, and evaluates new, specialized research resources; performs market analyses on competing resources; and recommends specialized information resources and research materials for purchase or renewal.

Provides orientation and training/instruction to congressional clients, colleagues, and peers on research methods and research resources.

• Provides leadership, advice, and guidance on Electronic Performance Support System (EPSS) integration with instructional design and delivery; the separate application of EPSS technology as a stand-alone instructional system; integration of other innovative learning-related technologies with instructional design and delivery, and the administrative processes associated with managing learning programs; and staff/instructor training in these platforms and processes.
• Develops and delivers Academy learning and professional development products and services as well as assisting the colleagues and Academy Director with daily operations and customer support.
• Serves as the backup and acting Academy Director in the absence of the AI&E Director.
