PRIMARY PURPOSE: To serve as Logistics Manager for the Logistics Readiness Squadron (LRS) with responsibility for analyzing logistics contingency readiness programs and plans, providing advice and assistance to the Squadron Commander, and long-term planning for the squadron capability to support base readiness. Also serves as supervisor over Quality Assurance, Functional Systems Management, Resource Management and Squadron Training offices.

DUTIES:

1. Plans, organizes and oversees the activities of the LRS and provides advice and assistance to the squadron leadership on business processes and performance/efficiency of the squadron.
2. Exercises supervisory personnel management responsibilities.
3. As the squadron senior technical advisor on logistics readiness and Aerospace Expeditionary Forces (AEF) issues, performs/leads studies, and provides technical advice and assistance on development and implementation of readiness mission capabilities associated with: critical cargo and passenger movement, supply chain management, equipment and vehicles, vehicle maintenance, warehousing, deployment/reception and deliberate planning and operations, global fuels and cryogenics, Quality Assurance and plans, programs, resource agreement, policies and procedures.
4. Represents the installation for wing/squadron logistics readiness issues at higher management-level meetings within the organization and at conferences with MAJCOM, HQ USAF, DOD, and other agencies.

SUMMARY: The primary purpose of this position is to serve as Education Program Manager at National Defense University for the China Aerospace Studies Institute (CASI); support the vision of the CASI Director; develops and evaluates curricula, teaching procedures, and educational materials on Chinese aerospace activities for the Department of the Air Force; directs and conducts formal, informal, and agile education for the National Defense University, the DoD, and other schools as directed; supports research on Chinese aerospace activities; conducts engagement and outreach with external partners in government, industry, and academia; provides direction and leadership to local CASI staff. This research, publishing, agile education, engagement and outreach may include subjects pertaining to Chinese air, missile, space, and cyberspace operations, strategic and operational environment, doctrine, and employment, and other duties as assigned by the CASI Director.

DUTIES:

• Leads, directs, plans, and organizes the academic operations of the China Aerospace Studies Institute at National Defense University.
• Leads Team of analysts to Conduct Academic Research and Develops Written Policy Advice for DoD.
• Serves as the educational advisor on programs that are extremely complex with significant agency, national or international scope and impact.

• Provides complex operational weather support to Air Force, Army, Reserve, Guard, and other DOD customers.
• Identifies, evaluates, and monitors significant weather developments, especially as they present potential impacts on critical flight operations.
• Provides technical guidance and instructions to lower graded technical employees, or airmen
• Provides weather briefings for local, transient, and other supported aircrews in person or by telephone or closed circuit television.
• Observes, encodes, records, disseminates, and evaluates weather observations.

• Serves as the primary Trainer for Casualty programs to include Casualty Notification, Casualty Assistance, Pre-Deployment and Family Assistance programs and other Casualty and command related programs.
• Interprets supervisor’s objectives, short and long term and independently establish plans training programs and methods to accomplish the objectives.
• Determine detailed subjects and references to be included in Programs of Instruction following the scope of instruction and guidance received on background material and objectives.
• Provide assistance to other Casualty employees: Casualty Operations Manager, Benefits Coordinator, Memorial Affairs Coordinator, and Training Instructor.

DUTY 1:
Performs Career Broadening assignments/duties; analyzes and evaluates a wide range of complex AF wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines. Determines effectiveness of the Career Field Management Program relative to job assignments, career development and progression, functional and mission objectives, and career force structure. Develops and studies statistical, position, and organizational data, as well as technical or specialized operational data, to initiate appropriate career field actions concerning organizations and employees/positions in the assigned career field. Develops and plans milestones for successful implementation of these actions. Coordinates requirements and procedures with Air Staff functional managers and activities. Establishes work operations and controls to institute complex program concepts and provisions, and assure effective administration of the career field. Plans, organizes, and administers meetings for Career Field Development Team (DT) and specific panels to review and approve program initiatives, procedures, and related business. Drafts recommendations for presentation to the Development Team on implementation of career development strategies. Utilizes qualitative and quantitative methods to assess and improve management systems processes.

DUTY 2:
In a Career Broadening capacity, advises/counsels managers, supervisors, and employees on the continually changing needs of the functional career management program. Provides advice and guidance on career progression, training, assignments, program objectives, general operational requirements, and career management actions proposed or initiated in support of career program objectives. Coordinates actions with appropriate management officials, supervisors, and employees at all organizational levels as necessary. Advises Air Staff and operating level functional chiefs, senior Development Team members, and designated panel members on all aspects of career program training and development. Proposes new or revised operating procedures, program coverage, and other items for discussion and implementation. Utilizes personnel data systems to extract and review data to analyze and counsel candidates on career management programs or issues.

DUTY 3:
Analyzes and evaluates the force structure to identify training and/or recruitment deficiencies and categories of positions/employees to be included in the assigned Career Field Management Program. Formulates plans to correct deficiencies by preparing and/or identifying appropriate training programs, courses or sources of training. Establishes training and development programs to meet future needs. Administers and controls centralized referral for placement or promotion actions by screening employee experience and specific job requirements; determining applicability of assignment actions to both career progression and mission objectives; and certifying individuals for selection by functional managers. Develops and maintains career patterns, master development plans, and staffing qualification assessments in conjunction with appropriate functional managers and human resources representatives to ensure proper and adequate career progression and availability of a skilled work force. Prepares, analyzes, and makes recommendations concerning program criteria, types of positions to be included, functional coverage within assigned occupational groups and exceptions or waivers to existing policies and procedures. Reviews specific training/development requirements of positions and recommends individuals for attendance at long-term training. Monitors individuals in long term training and works outplacement follow-on assignments. Determines Air Force wide need for career intern and career broadening positions based on projected requirements, funding, and functional area objectives.

DUTY 4:
Analyzes, develops, prepares and presents promotional material. Utilizes an appropriate combination of correspondence, publications, personnel media, guides, pamphlets, meetings, telephone calls, information letters and briefings to publicize the career program at all Air Force levels, to registrants and the functional community, taking into consideration such things as funding, the target audience, the message to be transmitted, time constraints, etc. Provides briefings for Air Staff officials, functional managers, personnel representatives, professional groups, etc., to outline program requirements and procedures. Briefs staff activities as required on program progress, proposed revisions, and management considerations. Provides assistance to Air Staff activities in developing and administering recruitment plans and actions to meet Air Force-wide needs in assigned occupational areas.

• Oversees and coordinates assigned activities, of the Installation Army Education Center, functions and projects, to ensure the goals and objectives of the education services and the credentialing/licensure program.
• Exercises responsibility for all assigned work performed in the Education Center, to include tuition assistance, the Functional Academic Skills Training program, Multi-Use Learning Facility, testing, college programs and classroom management.
• Contacts unit commanders to discuss requirements in order to provide command responsive programs and unit participation in education developmental programs.

• Serve as Assistant Transportation Coordinator; obtain pricing information from the Transportation Services Division, prepare and submit Motor Transportation Requests to the Director for approval, and transmit completed paperwork for funding.
