• Serve as Army Community Service (ACS) multi-functional specialist with professional and technical responsibility for assisting Commanders with assessing, tailoring and prioritizing ACS service delivery in support of local military and family needs.
• Utilize computer and web-based resources to identify ACS resources and to develop source lists and reference materials.
• Manage and direct volunteers to promote effective team building and improved business practices.
• Design and establish marketing and public relations strategies to ensure target populations are informed of services and activities.
• Research and write articles on ACS services and activities.
• Conduct unit needs assessments through compiling and analyzing data to provide feedback to the unit Commander and ACS Director.

As a Program Analyst your duties will include but are not limited to the following:

• Develops and recommends program objectives, manpower, money and material allocations for existing functions and new initiatives.
• Conducts a continuing array of studies and analyses to improve the effectiveness and efficiency of administrative operations.
• Prepares and defends program funding proposals, develops briefing materials for management to enhance budget allocations, responds to congressional requests for information, and finalizes reports related to the effectiveness of program activities.
• Leads assigned organizational unit(s) mid- and long- range budget planning and financial management program evaluation/analysis.
• Plans, coordinates and develops budget proposals and estimates for appropriated resource management funding and training allocations.

• The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
• The duties may include, but are not limited to:
• Assists cooperators in understanding of and compliance with the Migratory Bird Treaty Act (MBTA), Endangered Species Act, Bald and Golden Eagle Protection Act, and other wildlife-related laws.
• May be required to take extensive training and recurrent training on wildlife damage or disease recognition, control methods, and techniques.
• Communicates safe and effective damage management techniques through outreach and other channels to the general public.
• Assists other WS employees as requested and may assist in training new WS personnel.
• Modifies or adapts established damage or disease control techniques as necessary to meet local conditions and address specific environmental, economic, or political considerations.
• Recommends, to supervisor, areas for potential research or developmental study, to reduce the risks of damage to resources or disease transmission to domestic animals and humans.
• May develop and deliver training for cooperators, stakeholders, partner agencies and organizations, or other entities.
• Establishes and maintains cooperative relationships with other Federal, State, county and city government agencies, Tribes, corporations, educational or research institutions.
• Gathers, compiles, evaluates, and presents data on damage or hazards caused by various wildlife species to cooperators, stakeholders, and colleagues through project or program reports.

Performs all or a variety of the following duties, either regularly or on a rotating basis.

1. Prepares and assembles food products in accordance with computerized or other basic recipes for quick service carryout area of the dining room and in support of addition food services. Includes, but not limited to, preparation of hot items, sandwiches, fruits, vegetables, salads, other side dishes, and beverages. Requisitions needed food and non-food items from the Subsistence/ Supply Section in accordance with established policies and procedures. Prepares foods in accordance with forecasted demand or other established standards. Packages food in individual containers and stores food properly. Complies with HACCP procedures during food preparation, storage, and service, including documentation of proper food temperatures. Operates cash registers, changes printer paper for cash registers, and counts/verifies cash. Demonstrates professionalism through continued courtesy, customer service, and employee teamwork. Accounts for left overs and complete cook worksheets, as appropriate. (60%)

2. Stocks, organizes, sets up, cleans, and maintains the work area prior to, during, and after scheduled hours of operation. Ensures equipment is properly sanitized and operational, and food and nonfood supplies are available. Properly stores unused food. Minimizes unnecessary waste of food and nonfood items. Markets and publicizes special meals or food items. (25%)

3. Supports catering and other food service activities by requisitioning needed food and nonfood items; preparing food, beverages, equipment, and supplies; and setting up and cleaning all necessary equipment. (10%)

4. Performs a variety of maintenance and cleaning duties in the dish room, pot and pan, and server areas. Manually or using mechanical equipment, washes heavy pots, pans, dishes, trays and service ware from the kitchen, dining room, catering functions and patient care units. Operates rotating tray return. Disassembles trays returned from dining areas. Disposes of waste IAW established safety and sanitation procedures. Loads dish machine and unloads clean dishes. Stores clean dishes and sanitized items in designated areas. Empties garbage disposal after each meal. Sets up and maintains proper manual dishwashing sinks IAW established procedures and temperatures. Cleans and sanitizes dish room, pot and pan areas to include countertops, tray return, dishwashing machine, dish rack, tray return, scrapping sinks, and pot and pan machines. Empties trash to trash Dumpster as needed. Mops dish room, kitchen and pot and pan area after each meal. Sets up and replenishes condiments, silverware, trays, glassware, plates, disposable plates and cups in server area. Replenishes disposable containers and plastic ware. Cleans up spills in the server. Sets up, serves food and breaks down cafeteria serving line.

• Provides support and assistance to the Farm Loan Chief, and Farm Loan Specialists, and County Offices that perform a range of lending activities, closing, disbursement, monitoring, liquidating, and servicing of agricultural loans.
• Under the direction of the District Director and the Farm Loan Manager, works collaboratively with Farm Loan Officers and loan staff.
• Performs analysis, evaluation and advisory assignments related to the effective delivery of loan making and servicing activities.
• Assists in the formulation and implementation of farm loan programs, policies, and procedures for the assigned farm loan area.

• Receives children, youth, parents, and other visitors in a courteous and professional manner. Answers telephones, ascertains nature of call, and directs caller to appropriate staff.
• Ensures parents, children, youth, and visitors properly sign into the program prior to passing the reception area of the facility. Monitors children’s departure to ensure only authorized individuals remove them from the building.
• Registers/terminates children/youth within the CYS program and/or waiting list database. Utilizes the Child and Youth Management System (CYMS) to record transactions for customers and to enter data into predefined categories for reports and tracking.
• Provides administrative support including mail preparation, copying, distribution, correspondence, memorandums, briefings, Daily Activity Reports, and other requirements for day-to-day operations.
• Articulates policies relating to patron fees, waiting lists, enrollments, terminations, and program events. Coordinates vacancies and reservations for the hourly care program as required.

• Maintains a cognizance of the organization's Cybersecurity policy and develops procedures that implement initiatives to include remote access, cybersecurity tools, web cache, network demilitarized zone.

• Sets and establishes requirements to develop and implement information systems securitytechnology and procedures, to include public key infrastructure and biometrics technologies that address access control.

• YOU WILL/MAY:
• Ensure that regulated establishments produce a safe product by executing appropriate inspection methods, determining non-compliance with regulatory requirements, documenting noncompliance and initiating enforcement actions, where warranted.
• Verify that meat and poultry slaughter and/or processing establishment's Sanitation Standard Operating Procedures (SSOP) and Hazard Analysis and Critical Control Point (HACCP) Plans meet regulatory requirements.
• Execute Sanitation Standard Operating Procedures (SSOP) and Hazard Analysis and Critical Control Point (HACCP) Plans effectively to prevent unsanitary conditions and adulteration of product.
• Review records, observe plant operations and conduct hands-on verification to ensure compliance with regulatory requirements and prepare detailed documentation (Non-Compliance Records) of non-compliance with regulatory requirements.
• Determine when regulatory control action is necessary. You will assess whether the plant's corrective or preventative actions are acceptable and effective, if there are trends in noncompliance, or if an enforcement action is warranted.
• Conduct regulatory oversight activities inside plants in matters relating to other consumer protections (e.g., economic adulteration and misbranding).
• Have contact with plant managers, owners and others to explain legal and regulatory requirements, discuss operation of the plant's SSOP, HACCP plan and other food safety programs.
• Communicate and defend determinations on non-compliance issues and discuss plans for addressing non-compliance.
• Work with a variety of individuals to resolve problems, clarify differences of interpretation concerning HACCP and other food safety or consumer protection requirements.
• Advise other Agency inspectors, supervisors and officers on inspection and enforcement matters for which you are involved.
• Conduct various samplings, surveys and tests to obtain pertinent data on potential problem areas, industry trends, or other issues of current interest to the Agency.
• Be involved in performing health and safety verification sampling and tests for detection of specific microbes (e.g., salmonella, listeria, etc.), residues or contaminants.
• Assure that products approved for import are in full compliance with all applicable Federal regulations governing the importation of meat and poultry products.
• Authorize entry of all meat or poultry products considered to comply with Federal regulations or refuse entry of any products which violate any of the requirements for admission into this country.
• Coordinate with other Federal agencies (e.g., the Animal and Plant Health Inspection Service (APHIS) and U.S. Customs and Border Protection (CBP) on such matters as animal health restrictions and refused entry lots.

Major Duties and Responsibilities

• Directs the crew in fire protection inspections. Makes and/or directs fire prevention inspections of buildings and structures in the assigned area.
• Performs miscellaneous firefighting related duties. Performs related operational, emergency and standby duties.
• As required, responds on-site, as an Emergency Medical Technician (EMT), to accidents and other emergencies involving injury and illnesses; sometimes encounters situations which may be life-threatening.

In this position, you will:

• Serves as a Project Manager, with overall responsibility for managing technical, specialized projects, i.e., IT and data for short- and long-range planning, scoping, development, and direction of important inter-agency and inter-governmental large multi-year projects.
• Obtain and maintain Level 2 Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) program certification with IT Core-Plus Specialization.
• Lead Integrated Project Teams (IPT) of matrixed NTIS staff as needed for supporting project development and coordination.
• Work with clients and team members to develop and implement a project management plan in accordance with NTIS policies.
• Develops and maintains project planning artifacts related to planning, project scheduling, cost estimates, performance tracking, and reporting.
• Create cost and baseline schedules, update forecasts, perform monthly analysis, and manage scope change controls.

The duties and responsibilities of the CY Program Assistant have been grouped into categories, including curriculum, indoor and outdoor environment, interactions and relationships, supervision of children and youth, parent and employee communication, assessment, compliance, and additional responsibilities. Each is described below.

Curriculum

Develops schedules and activity plans. This may include reviewing and providing input into schedules and activity plans developed by the entry level and intermediate level Educational Aids (CY Program Assistants), CY-1702-I. Ensures that program plans and activities incorporate the observed needs of individual children and youth.

Implements activities and special events that meet the physical, social, emotional, and cognitive needs of children and youth. Incorporates special instructions provided by parents such as special dietary needs, physical needs, or other information that may affect the child or youth's experience in the program.

Prepares and implements program options for children and youth with special requirements. Cares for children and youth with special needs as directed by the supervisor.

Demonstrates, instructs, leads, and facilitates planned and spontaneous program activities.

Role models developmentally appropriate practice and classroom or activity area management techniques.

Promotes and models safety, fitness, health, and nutrition practices.

Helps arrange for and/or serve appropriate snacks or meals where applicable.

Indoor and Outdoor Environment

Helps prepare, arrange and maintain indoor and outdoor activity areas and materials to accommodate daily schedules.

Sets up displays and bulletin boards.

Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies.

Secures supplies, equipment, and facilities.

Interactions and Relationships

Establishes a program environment that sustains participant interest and promotes positive interactions with other children, youth and adults.

Interacts with children and youth using approved child guidance and youth development techniques.

Supervision of Children and Youth

Provides care and supervision, oversight, and accountability for program participants in compliance with the Department of Defense (DoD), NAF Component, and local installation policies, guidance, and standards.

Maintains control of and accounts for whereabouts and safety of children and youth.

Supervises children and youth during daily schedule of indoor and outdoor activities and on field trips, outings, and special events.

Ensures children and youth (as applicable) depart with authorized person according to written parental instructions.

Observes program participants for signs that may indicate illness, abuse, or neglect and reports as directed. Incumbent is a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in the case of suspected incidences of child abuse and neglect.

Parent and Employee Communication

Interacts professionally with employees, parents, and local installation command personnel.

Provides parents with daily verbal or written feedback about their child/youth or program activities.

Participates in conferences with parents and employees.

Assessment

Observes children and youth and documents developmental progression and/or concerns. Uses the information in planning.

Participates in program evaluation using designated instruments such as programmatic rating scales, risk assessment tools (as required), self-inspection materials, and national accreditation tools.

Assists in achieving and maintaining DoD certification and national accreditation or equivalent.
