Position Description

At the Anoka County Transportation Department, it is our vision to enhance and protect life by providing safe roads and eliminating traffic congestion. The department has an immediate opening for a Design Engineer I who will perform various duties. Some of this position's critical responsibilities include collecting data, creating drawings and specifications, and assisting in research.

This is a full-time, non-exempt, on-site position. Interviews will take place as applications are received for those selected to move forward in the hiring process. December and Spring graduates are encouraged to apply!

Pay & Benefits

• Salary: $60,819 to $72,966 ($29.24 to $35.08 per hour).
• 2024 Anoka County Salary Schedule Grade 32. $60,819 to $85,113 ($29.24 to $40.92 per hour).

Work Location

• This position will work at the Anoka County Highway Building, located at 1440 Bunker Lake Blvd NW, Andover MN 55304.
• This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
• Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Design Engineer I.

• Create drawings and specifications, including right-of-way acquisition, roadway design, traffic engineering, drainage design, and environmental impact to support highway construction and improvements.
• Perform data collection, analysis, and utilize written documentation to support design calculations, drawings, and rough sketches.
• Provide basic technical and project design support to field staff during construction.
• Answer construction-related questions and perform necessary revisions.
• Assist in the research for the preparation of project budgets, estimations, schedules, and projections.
• Coordinate with Right of Way Specialists to assist in the acquisition of road Right of Way.
• Assist in preparing technical specifications for the project bidding process.
• Prepare design-related reports and memos.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

• Requires a bachelor’s degree in Civil Engineering
• Successfully pass a criminal history and driver’s license background check

Preferred Knowledge, Skills, and Abilities Needed

• Knowledge of engineering principles and techniques involved in the construction, design, and proper maintenance of county highways and bridges
• Knowledge of construction specifications, OSHA safety standards, environmental standards, federal laws, and state statutes
• Ability to prioritize and manage deadlines
• Strong oral and written communication skills

Physical Demands and Work Conditions

• Standard office environment, various county work sites both indoor and outdoor, including unfinished structures, construction sites, rough terrain, and changing weather conditions depending on assignment
• Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness
• Hearing abilities required for general and phone communication, signals, and machine sounds
• Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties

Position Summary

The Engineer II position is the intermediate level of the Engineering classification hierarchy. Employees in the Engineer II position solve complex problems in engineering areas of specialization with general supervision. An Engineer II is expected to develop advanced skills, and the ability to work with greater independence. WHAT YOU'LL DO:

• Perform detailed mechanical design of Manufacturing fixtures and assembly aids

• Perform part to CAD analysis of injection molded components to determine deviation of as built condition.

• Update 3D injection molded component designs to resolve non-parametric features.

• Interface with internal customers to provide mechanical design support for manufacturing and testing equipment

• Support the development of automated equipment

• Evaluate process and design alternatives based on Design for Manufacturability principles.

• Establish knowledge base of new developments in manufacturing and design technologies.

• Interface with vendors on procuring materials, services, and equipment

• Must have experience with designing and fabricating automated production equipment for low and high volume processes.

• Experience with general automation and control concepts along with machine vision systems and PLC software programming.

• CAD software skills are also required (ProE, SolidWorks, and AutoCAD).

• Experience working in a broader enterprise/cross-division business unit model preferred.

Primary objective

To ensure mechanical equipment design integrity whilst leading the mechanical equipment engineering group on specific projects.

To provide specialist rotating equipment input to conceptual studies, FEEDs and detailed design for oil & gas developments.

Specific Accountabilities

• Ensure that design is fully compliant with Project Specification and client, international and local standards.
• Preparation of specifications for, and evaluation of, rotating equipment packages.
• Perform engineering design as required.
• Duties will include conceptual design and specification of rotating and packaged equipment and review of EPC’s detailed designs, technical bid evaluation and vendor documentation.
• Allocate work to team members. Ensure that within assigned team, personnel work within their competencies and with appropriate supervision.
• Quality Assurance – Responsible for working within the provisions and guidelines of the Quality Assurance system.
• Safety – Responsible for personal safety safe working practices. Understand and follow OH&S procedures.
• Ensure that conceptual and detail design work is appropriate for the complexity of the construction tasks and achieving a good balance between design costs and implementation costs.
• Evidence of feedback from supervisors and/or superintendents that constructability issues are addressed adequately in design and that work packs contain sufficient detail with no unnecessary content.
• Conduct site investigations, prepare reports.

Essential Skills/Experience

•  Hands on experience with large gas turbine driven compressors, pumps, generators packages is mandatory. Experience of other packaged equipment is desirable.
• Experience with the development of layouts for new facilities
• Experienced in the specification for, evaluation of and documentation for  rotating equipment packages in a PMC environment would be advantageous.
• Ability to work in accordance with broad technical guidelines and with minimal supervision.
•  Ability to work on multiple assignments to tight deadlines and prioritisation of work to achieve them.

Mandatory Requirements:

• B Eng (Hons) Degree in Mechanical Engineering
• At least 15 years total post graduation experience
• At least 10 years direct piping engineering  post graduation experience in the Oil and Gas industry, offshore and onshore or related petrochemicals industry (or power industry)
• At least 5 years experience in as Lead Design Engineer – Piping
• At least 3 years experience with the software for the automation of the specialty.
• Excellent computer skills with AutoCAD or Microstation, excellent skills with MS Excel, MS Word, MS Access, ability to create accurate design drawings from base project information, reporting, estimating and supervision skills

• Experience with 3D modelling systems such as PDS. PDMS or AutoPlant. 

• Experience with advanced engineering design and data systems such as SmartPlant P&ID, SmartPlant Foundation, SmartPlant Instrumentation, SmartPlant
• Extensive experience in conceptual and detailed design of Oil and Gas/petrochemicals facilities and piping equipment. Computer skills particularly in the use of piping simulation package such as HYSYS and PRO/11 and in commercial software including databases, spreadsheets and word piping packages.

Primary objective

• Co-ordination of specified tasks within the piping engineering discipline.
• Responsible for the progress and quality of assigned tasks within the piping area, including the supervision of engineers and graduates.
• To ensure all work carried out conforms with agreed codes and practices, meets all requirements of the contracts specification and ensure all work is carried out within agreed schedules, budgets and procedures.

• Management, technical execution and completion of engineering assigned tasks in a specific piping discipline area.
• Assisting the project engineers in the co-ordination and preparation of input into the contract documents for each discipline area, including design criteria, scope of work, procedures and design approach.

Additionally, it plays a leading role coordinating the allocation of capital and other financial, technology and human resources towards the client segments with the best returns potential. Finally, it is responsible for managing wholesale credit and counterparty risk for the organization.

About the Role –

MCA/Risk Assessment/Control Design (AVP)

This report into Client – MCA/Risk Assessment/Control Design Team and will manage several critical control-related processes as well as support projects to build or enhance the businesses control framework.

This will primarily include the transformation and the ongoing coordination and management of the department’s MCA / RCSA, interaction with the Consent Order work streams and the development of the MCA Review and Challenge program.

This is an exciting opportunity for a practically minded professional with a very good understanding of financial controls framework, with a keen interest to learn more and make a difference, and ultimately shape the ICM business of the future.

The incumbent will be working closely with Client business units, Business Managers, ICG Control teams, as well as partner areas such as Operational Risk, Compliance, Audit, Operations and Technology

Key Responsibilities –

• Lead components of the MCA transformation work as required by the Global Consent Order remediation program
• Ensure that Operational Risk Levels are within the defined parameters
• Maintain and enhance the department's Manager Control Assessment (MCA/RCSA) with regards to completeness and quality
• Lead MCA annual and quarterly review and challenge sessions
• Production of Risk and Control metrics for the Business Risk and Control Committee (BRCC)
• Development of MCA Risk and Control framework
• Collaborate with first and second line teams, as well as related partner areas to investigate and resolve control issues
• Represent Client at MCA governance forums and take ownership of submissions / follow-ups
• Provide support to partner areas and control functions on an ad-hoc basis (e.g. Compliance enquiries, Audit engagements)
• Actively partner with the Issue Management and Controls Testing teams to ensure that deficient processes and areas are covered, and to ensure that any findings are reflected appropriately

Qualifications and skills required –

• At least 5 years of relevant work experience in Financial Services in Business Risk, Operational Risk, Compliance, and/or governance and control
• Proven experience in Risk Management, including monitoring and identification of risks within relevant department and enterprise organization
• Proven experience in independently handling enhancement projects and interacting with teams across all lines of defense
• Excellent presentation skills’ ability to present findings and adjust accordingly to appropriate audience
• Excellent problem-solving skills; ability to see the big pictures with high attention to critical details
