Provide financial accounting advice, analysis, and assistance to the Financial Manager, USPFO, and all organizational elements of the respective state NG regarding the development of accounting policies, systems, and operating procedures. Plan, execute, and install all new and/or improved accounting systems within the division. Design, develop, adapt, revise, evaluate, and implement systems including those utilizing automatic data processing equipment. Provide both professional accounting assistance and systems design support in the development of automated accounting systems and operating procedures for the Financial Manager. Provide all resource management functional areas with technical assistance during all phases of the development, establishment, and maintenance of integrated accounting systems.

Serve as a professional accountant administering accounting systems. Perform duties involving: receipt and distribution of funds throughout the state; maintaining the standard general ledger reporting system; analyzing report data which records transactions within the system for the purpose of correcting errors, recommending action on unfavorable trends, and preparing financial schedules for briefings, etc.; revising the system structure to implement new reporting requirements; and advising and assisting financial analysts in supported organizations on these matters. Apply professional accounting principles, analysis, theories, concepts, and practices to unique situations; employ accounting policies/standards in the resolution of unprecedented problems/situations; and utilize non-conventional methodologies as required. Assignments also require an understanding of the characteristics and capabilities of the accounting software architecture and Enterprise Data System (EDS) for Financial Management.

As the Accounting Officer, supervises the work of the Fiscal Accounting Branch within the Comptroller Division. Provide technical supervision of the work of numerous accounting technicians. Plan subordinates' assignments and distribute workload according to priorities and work complexity. Provide counsel and instruction on work problems and administrative matters. As the Senior Accountant in the division, assist, guide, direct and oversee all professional accounting work of the division.

• Performs a full range of accounting duties using double-entry accrual accounting methods.
• Classifies and verifies a wide variety of accounting documents in order to assure their mathematical correctness, completeness of information, and to prepare control sheets with appropriate accounting codes.
• Maintains double-entry bookkeeping journals and subsidiary ledgers, posting entries to establish accounts.
• Prepares monthly balances, reconciles accounts, and transcribes to general ledger for closeout of all accounts.

• Serves as the supervisory auditor in a branch (OR resident office at a large defense contractor) responsible for the supervision, conduct, and accomplishment of a segment of the audit program. Leads a major segment of the total audit program plan.
